Early Life
Amara of Helenburg was born during the traditional nomadic migration of her tribe in March of 1986. Where she was born has no formal name, but a path that had been covered for centuries by her ancestors. The area where she was born is now known as District 3. Amara was born with a shock of red hair, which was incredibly rare for her people. It was considered an omen that she was destined to do great things in her life.

Amara had two loving parents, Kofuh and Iris. Kofuh had met Iris during a trading party with the neighbouring tribe of Bresica (now known as District 5). They immediately fell in love, and had five children. Amara was the youngest of her siblings. She had three sisters: Gina, Ulrah, and Hofah; and one brother, Peter. As per tradition of the tribes, the children were raised in a community of extended family, so despite being the youngest Amara was never spoiled or without playmates her own age. She lived a content, predictable, and stable life for her childhood; however that was the exception.

Despite the various tribes acceptance of new technologies and ideas, they very much stuck with tribal nomadic traditions. This included occasional wars over land with the seizing of prisoners who later were accepted into their kidnappers tribe. It also included unchecked famine and illness for some tribes, who had no way to handle such disasters in their isolation. Much of the news was shared at tepidly scheduled trading parties, seasonal celebrations, and chance encounters with other tribes.

The news of a famine that wiped out the Gollians in 1995 deeply affected the then 9 year old Amara, and the tragedy paved the way for the formation of The Kingdom of Civia later in her life.
Life
In her teens, Amara had the opportunity to travel outside her traditional migration. Planned by many participating tribes every few years or so, they sent groups of their younger members out into the world to explore and learn. The Civian people, although tribal and nomadic, were well educated and wanted worldly influence to encourage development. They had long ago abandoned the traditional horse for a motorized vehicle much like a winnebago crossed with a four wheeler, and continued to develop technologies uniquely suited to their way of life.

During this trip, Amara was deeply inspired for her people. Amara saw how other countries full of different types of people lived under one government, and therefore flourished even in the face of crisis. She remembered the famine which destroyed a neighbouring tribe, The Gollians, when she was a child and that how none of her people knew about it until much later and were unable to help. If there had been a centralized means to govern and communicate, she thought, the suffering could have been limited.
Reign and Ideology
Amara returned to her tribe full of new ideas that poured from her mouth to her parents, siblings, and everybody who listened. Most laughed at the idea that all tribes could be united under one centralized government. What would their collective be called? Who would run it? However, there were those who listened in part because they had friends and relatives in other tribes, and had lost them to various bouts of war or disaster. Her mother Iris was particularly on her daughter's side. She knew Amara was destined for great things, and encouraged her to follow her dreams.

As Amara grew bolder, she began to speak publicly at their mealtimes. At first there was some dissent and odd but humorous questions. She was not discouraged. Amara continued to speak until there were many on her side. She would hone out her arguments and persuasions with her family long into the night, until her father would beg her to quiet and sleep.

Amara's big break was at the Summer Festival. Eight of the Nine tribes had arrived. Amara seized upon this tribes absence as yet another reason for the tribes to join, and began to speak over top of the loud and joyful feast of the first evening. A member of the Hitu tribe described it in a letter to his Aunt:

On the first evening of the Summer Festival, we all sat around hammering our goblets and eating raucously as per our customs. I'm sure the noise of us could be heard for many miles, including to you dear Aunt for your tribe would be three weeks late arriving and missed us. Without knowing, without announcement, a silent spread amongst us and we looked and there -- Amara of Helenburg stood, her back to the fire with he red hair ablaze in silhouette against it. It was as if the fire itself was amazed by it's colour, and reach tentatively out to touch it.

She spoke for two hours, but only minutes had passed. Her speech moved us all to silence, none dared to move their eyes from hers or even venture to pour another glass of wine. Her speech was full of history of every tribe, and every tragedy therein. She noted your tribe, dear Aunt, missing from our feast and without any way to know or help you. Her message was simple: join together as we have always been together anyway, and we shall all be safe. Our hearts swelled, and this message was accepted by all."

Many attributed Amara of Helenburg's unusual red hair for her success in united the tribes into The Kingdom of Mon Civia, but her mother knew it was something more: "She was determined. I have yet to meet a match for a determined Amara." - Iris of Bresica.

With the tribes convinced, Amara had the next difficult task of getting neighbouring countries on board. Her peoples had no real borders, and while they had been in peace time with their neighbours for many years it did not mean they would be so inclined to give up any overlapping claims to their borders. Amara smartly decided to start with cultural and social elites. She made the case for her people, and persuaded them to take on their cause of nation-less tribal nomads. Each person of influence she met seemed to crumble to her arguments, as if by magic. By the time she met with government officials, the borders had all but been drawn on the map.
Policies
Since her infamous speech, the tribal elders with the guidance of Amara adopted a series of policies, which resulted in:

  • The nine tribes will unite to form the Kingdom of Mon Civia

  • Amara of Helenburg will now be known as The Eternal Empress Amara of The Kingdom of Mon Civia and will be awarded all traditional monarchical rights

  • The government will be formed as a Constitutional Monarchy bareing traditional tribal roles in mind

Political Opinions
Due to her great influence of former tribal leaders, as well as surrounding nations to obtain recognition as a Country, Amara of the Helenburg Tribe was given the title of Eternal Empress Amara. Her majesty then decided to form a constitutional monarchy, and the Kingdom's first election produced Prime Minister Hajik, a former tribal leader also from the Helenburg Tribe.

Under Prime Minister Hajik, is the Senate. The Senate is made up of one elected official from each district and ultimately decides Yay or Nay on decisions deliberated and decided in The People's Congress.

The People's Congress is just that -- every year, four people are chosen from each of the nine districts at random. They may be from all walks of life, but must be over the age of 25. Since the People's Congress are not elected officials, represent their district, and cannot return for Congress duty for ten years after serving, it is believed that they will address issues of the day fairly and without undue influence. During their time, they are compensated fairly and provided housing for immediate family members only.

Personal Life
Her Majesty has not yet married nor has a suitor of any note. This is not considered an oddity for her people. She remains nomadic, still travelling with her family along traditional paths of her ancestors, despite her title of nobility. Her Majesty remains informed of her Kingdom regularly, and frequently travels to meet for outside possible trade alliances. Her red hair has become of myths and legends, but she scoffs and says "Naturally of a woman the men must find some witchcraft to explain away her intelligence, guile, and might."
