The law making process.

1. The proposed bill goes to the Senate
2. The bill either doesn't pass and is discarded, or it passes and goes to the delegate and founder
3. If both the founder and delegate agree to pass the bill it becomes a law.
4. If one of the two or both don't agree to pass the law (vetoes it) it goes back to the Senate and if they vote to pass it again, it overrules the veto against it and becomes a law.
5. If the Senate decides against the law at a later date it can put it to a vote again, and even if both the delegate and founder still support it the Senate can overrule them and repeal the law if more the majority of the Senate vote for it's repeal.
