[b]Resolution Matter:[/b] On the adoption of the resolution, text: [spoiler=Resolution Text]As part of the fight against the coronavirus crisis that is shaking the world, several nations have decided to provide financial support to countries in difficulty. These countries also indicated that the sums involved should be redistributed through an institutional organism, to avoid fraud, and ensure a rational and equitable redistribution. They therefore called on the services of the UFN and its child organizations to propose a redistribution solution.

Nomi Emika and her assistants had recently announced the establishment of a financial structure allowing the transit of international aid funds. She goes to the podium and speaks before the representatives.

"Ladies and gentlemen representatives, I would frist like to thank you for being present and diligent in these confused times, while respecting sanitary measures. Today I am announcing the plan to redistribute international financial aid in the context of the Coronavirus crisis that my service and I have built up over the past few weeks. The objective of the plan will be to establish an efficient and equitable system for the redistribution of public international aid, while in no way degrading the sovereign decision-making power of the donor countries.

We propose the establishment of a committee of medical, economic and geopolitical experts constituting the Study Commission for Redistribution Objectives. Its purpose will be to establish an objective list of the countries in need, and to establish consequently a rate of reception of international aid. Each donation will then be divided according to these rates. The list of rates will generally be updated every two weeks according to political, economic and medical indicators. The list will be presented to parliament for its initial drafting, and will be debated again every quarter. The final decision to commit the funds, on the other hand, will only be a matter for the donor country to decide, in accordance with the principle of national sovereignty.

We also propose setting up a body to oversee financial transfers, reporting on the fraudulent or corrupt use of funds. The aim of the High Authority for Transparency and Financial Surveillance (HATFS) will be to assure the donor and my organization that the funds committed will be used as intended, for public investment, and not in the interests of a private person, among other potential uses. This organization will govern the establishment of "Donation Use Agreements", a legal contract under international law binding the amount of the donation with a use defined by the donor.

Both organizations will be located at the headquarters of the Development Bank, in Częstochowa in Aressna. The experts and their staff will be paid from the Bank's budget, and will be categorized as employees of the UFN. They will not be appointed by parliament, they will be employed directly by the human resources department to avoid politicization of the deliberations regarding the drafting of the rate list. This pleasure will be reserved for the parliamentary debates arising from it.[/spoiler]
