Section I: Preamble

• The Social Technocratic Union (STU) is a region dedicated to the general advancement of humanity through combining technocratic and socialist principles. Like any other reasonable region, the STU will not tolerate the presence of Fascist/Proto-Fascist/“Alt-Right” influences. The STU is primarily governed by the steady hand of its Director, Imperium of Josh, whose storied NS career has brought him to found a region of his own, in line with his political principles. The Director is assisted in governing the region by the Technocratic Council; a small group of dedicated members selected by the Director for their competence and devotion to the region, in line with the technocratic principle of good governance. The region aims to be a dynamic place for all players to enjoy, is a place for political discourse, gaming, and general socialisation, and as such makes no distinction between WA members and non-WA members, or based upon a player’s GP orientation to be as welcoming as possible.

Section II: Citizenship

Article 1. Residency in the region with one or more nations automatically qualifies a player for citizenship within the STU. The nation(s) in question are explicitly not required to be members of the World Assembly (WA) or be a player’s primary nation.
Article 2. Citizenship begins immediately upon gaining residency in the region.
Article 3. Citizens are granted the full suite of rights and responsibilities offered and bestowed by the STU upon its citizenry immediately upon gaining citizenship.
Article 4. Citizens are permitted and encouraged to obtain citizenship in regions other than the STU.
Article 5. Citizenship in the STU will be automatically revoked the moment a player ceases to maintain any nations in the region. The Director may waive such a revocation in exceptional circumstances.
Article 6. The Director can, at their discretion, revoke the citizenship of any player who breaks the regional legal code, NS site rules, or the regional communications guidelines.
Article 7. Those players who have had their citizenship revoked may only regain citizenship at the discretion of the Director. Articles 1-3 of Section II do not apply to such players.
Article 8. Citizenship is granted on a per unique player basis. Additional nations in the STU will not grant a player additional citizenships.
Article 9. Players may renounce their citizenship rights while maintaining a nation in the STU. Such players retain the responsibilities of all other residents in terms of conduct on STU properties.

Section III: Supreme Legal Code

Article 1. The Constitution is the supreme legal authority within the STU, and is to be respected by all citizens of the region. Penalties for breaking the following laws remain at the discretion of the Technocratic Council, which reserves the right to use any sentence that it deems appropriate.
Article 2. The Director is invested with supreme legal interpretive authority; as such any necessary clarifications regarding the Constitution or other laws shall be issued by the person of the Director.
Article 3. No regional law may be passed which violates the Constitution of the STU.
Article 4. The establishment, or cooperation with, any entity that falsely claims to hold the powers, authority, and rights of the STU’s official government is considered subversion of regional interests and shall not be tolerated.
Article 5. The STU expects and requires its citizens to follow the site rules of NationStates.
Article 6. In the event of an election or other official region-wide vote, it is required that each citizen votes only once. Should fraud be detected, the Director reserves the right to declare the results of any such vote void, and continue according to their wishes.
Article 7. The STU grants a general freedom of speech, and aims to be an open platform for informed political discussion. However, there are several limitations applied to this. Players using the on-site STU as a platform for communication are reminded that they are bound by NationStates rules on communications. In addition, the STU will not tolerate the promotion of fascism or religious extremism anywhere on its communications platforms. Any and all further limitations not specifically defined herein are set at the discretion of the Director.
Article 8. The Director maintains a discord server as the region’s primary means of communication. This server is regarded as an organ of the state; as such all the STU’s laws are applicable on the discord. Further discord rules are posted on the server itself, and carry the full force of STU law.
Article 9. Citizens are expected to comply with and respect the authority of the Technocratic Council.
Article 10. The original Director may legislate at will, including changes to the regional constitution. Should the Director be replaced, the new Director may not edit the constitution at will, instead requiring the consent of a 66.67%+1 majority of the citizen base.
Article 11. No person or entity may reveal non-public regional information to groups or persons other than those groups or persons who are explicitly authorised by the Technocratic Council to have it.

Section IV: Government Structure

Article 1. The STU governs itself in accordance with technocratic principles; those most qualified for a position, as determined by the Director, will be awarded that position. The one exception to this rule is the position of People’s Tribune.
Article 2. The government of the STU is structured, in descending order, in the following manner;
-Director
-Full Members of the Technocratic Council
-People’s Tribune
-Honorary Members of or Advisors to the Technocratic Council
-Employees of sub-departments of the Technocratic Council
-Citizens
Article 3. The Technocratic Council is the sole governing body of the STU.
Article 4. The Director is the highest authority within the Technocratic Council, and the highest authority in the wider STU. The position of Director is fixed, and is permanently held by the founder, Imperium of Josh, through the proxy nation Technocratic founder. The Director is the Supreme Leader of the STU, in all capacities.
Article 5. Notwithstanding Section IV, article 4: In the highly unlikely event that both Imperium of Josh and Technocratic founder cease to exist, the Technocratic Council shall elect a new Director from their own ranks. Further details are provided in Section VI.
Article 6. The Technocratic Council is primarily a group of advisors to the Director, with a sub-group within it entrusted with running parts of the government. The Council is split between Full Members and Honorary Members. Full Members are granted authority to operate certain departments of the government. Honorary Members are granted access to the Technocratic Council’s discussions, and may contribute to them.
Article 7. The People’s Tribune is a popularly elected position entrusted with acting as a voice to represent issues important to the regional population to the Technocratic Council. They are a full member of the Technocratic Council. The Tribune serves a 2 month term. Further details are provided in Section V.
Article 8. The Director, Full Members of the Technocratic Council, the People’s Tribune, and employees of various government departments must be citizens of the STU.
Article 9. Advisors to and Honorary Members of the Technocratic Council do not necessarily need to be citizens of the STU, but by accepting their position become subject to the same legal obligations of a citizen.
Article 10. All members of the regional government serve at the behest of the Director. Their positions, including that of the People’s Tribune, can be revoked at any time by the Director.
Article 11. The Technocratic Council may resolve to recommend new laws and alterations to the constitution to the Director by simple majority vote. The Director must consider these laws for implementation, but ultimately retains full discretion over the matter.

Section V: Tribunate Elections

Article 1. Voting in Tribunate elections shall take place in a citizens-only area on the regional Discord server.
Article 2. All citizens of the STU are eligible to vote in elections for the People’s Tribune. Each citizen gets a single vote, which they may use to vote for any candidate.
Article 3. Voting in elections for the People’s Tribune shall begin on the 1st day of every 2nd month, except in special circumstances, as defined by the Director.
Article 4. A nomination period of three days occurs six days prior to the Tribunate Election. All citizens are eligible for nomination.
Article 5. Candidates for the People’s Tribune may self-nominate, or be nominated by another citizen, to run for election. Any candidate who is nominated by another citizen must accept their nomination to be listed in the election. All candidates must be approved by the Director.
Article 6. A campaign period of three days takes place prior to the election of a new People’s Tribune. Candidates may present their advocacy platforms to the citizen body on any regional communication platform. Candidates may not spread disinformation or attempt to defame their opponents.
Article 7. Elections shall be conducted in a series of rounds. In each, the candidate with the lowest number of votes is eliminated until a candidate receives 50%+1 of votes.
Article 8. Each round of elections shall take place over 3 days.
Article 9. When a candidate with 50%+1 of all votes emerges, they become the People’s Tribune, and serve a term until the 1st of the next election month, or until dismissed by the Director, whichever is shorter.

Section VI: Emergency Director Replacement

Article 1. Should the conditions outlined in Section IV, Article 5 be fulfilled, the Technocratic Council shall elect a new Director from their own ranks.
Article 2. The sitting People’s Tribune at the time of Section IV, Article 5 being triggered shall preside over elections for the new Director. The People’s Tribune may not run as a candidate, or nominate other members of the Technocratic Council as candidates. The People’s Tribune may vote.
Article 3. Voting in the Director elections shall take place in a Technocratic Council-only area on the regional Discord server.
Article 4. All members of the Technocratic Council are eligible to vote in elections for the new Director. Each gets a single vote, which they may use to vote for any candidate.
Article 5. A nomination period of one week occurs two weeks prior to the Director Election. All members of the Technocratic Council, except the People’s Tribune, are eligible for nomination.
Article 6. Candidates for Director may self-nominate, or be nominated by another member of the Technocratic Council, to run for election. Any candidate who is nominated by another member of the Technocratic Council must accept their nomination to be listed in the election.
Article 7. A campaign period of one week takes place prior to the election of a new Director. Candidates may present their platforms to the rest of the Technocratic Council within the confines of Technocratic Council-only Discord channels. Candidates may not spread disinformation or attempt to defame their opponents.
Article 8. Elections shall be conducted in a series of rounds. In each, the candidate with the lowest number of votes is eliminated until a candidate receives 50%+1 of votes.
Article 9. Each round of elections shall take place over 3 days.
Article 10. When a candidate with 50%+1 of all votes emerges, they become the new Director.
Article 11. Should Imperium of Josh or Technocratic founder return, the position of Director automatically reverts to them.
Article 12. Should the replacement Director CTE, the process laid out within Section VI repeats.
