Statement on General Assembly resolution "Repeal: "Ban On Secret Treaties""
A resolution to repeal previously passed legislation.
General Assembly Resolution #408 “Ban on Secret Treaties” (Category: Furtherment of Democracy; Strength: Mild) shall be struck out and rendered null and void.
Observing that GAR #408, "Ban on Secret Treaties", includes a closing clause defining "secret treaty" as "military-grade weapons and feline animals of varying sizes with tabby coats", a statement that is incongruent with the text of the rest of the measure, and to most appearances is so wildly different as to appear to be meant as a joke,
Believing that it is very inappropriate for such a clause to be found in a General Assembly resolution, making a mockery of this august body,
Noting that the General Assembly ought to be an institution dedicated to serious discussion, necessitating a certain level of decorum and respect be observed when proposing resolutions,
Mindful that GAR #408 sets a precedent that could be detrimental to future operations of the General Assembly,
Convinced that this definition is an improper meddling with the plain understanding of language and the long-standing meaning of the phrase "secret treaty",
Therefore be it known that the General Assembly repeals GAR #408, "Ban on Secret Treaties".
The Latidonian delegation,
Conflicted by the juxtaposition of the institution of frivolous 'joke-clauses' and the detrimental effect such clauses may have on the operative efficiency and functionality of the General Assembly;
Confident in Latidonia's absolute commitment to the rule of law, which is codified and confirmed in the 2 § 3 clause of the Constitution of Latidonia, (The people's rule and the Rechtstaat-principle) as follows: "The use of state power shall be based on law. All use of state power shall strictly follow the law. All law shall be based on this Constitution. The Constitution shall not be amended without the consent of the people and shall not be unilaterally infringed upon by the State assembly, expect under extraordinary circumstances", and whose absolute primacy over all other legislation is confirmed in this same clause;
Concerned that the inclusion of joke-clauses in legislation eats away the legitimacy of that particular legislation, yet also the legitimacy of the entire legislating body;
Saddened that while humorous clauses are, at least by some, viewed as a sort of tradition;
Recognizes that such humorous legislation is detrimental to the rule of law and democracy as a whole;
Hereby votes FOR this resolution to repeal and urges others do so as well.
