If you have watched the Star Wars prequel series, you will have noticed a quirk in an otherwise good-looking democracy: the Galactic Senate is presided by the Supreme Chancellor. The Republic may have survived for a thousand years, but this provision was already planting the seed for its inevitable collapse (there, I spoiled the trilogy for you). When the Galaxy's chief executive was overseeing the process of Parliament, the hope for the legislative branch to be a counterpower to Palpatine's growing influence was permanently extinguished.

We saw what a Parliament led by the wrong person can do (or rather, fail to do). Led by the right person, and for the right people, a Parliament is a temple of democracy, a direct tool for effecting change at levels that neither the SecGen, the Court, or even the Founder could dream of. Together, the General Assembly is no doubt the institution that wields the most Constitutional Power. That power is divided into as many shares as there are citizens willing to engage, such that the General Assembly is the most accessible institution of our democracy. You do not need to sign up, or be interviewed or elected; you only need two things.

2) The courage to speak it

When it is functional, the Assembly is the most potent social elevator there is. About a year ago I had just arrived in the Indies, a newcomer like everyone of us has been. It took me only eight months, and no secretarial level appointment, to go from newcomer to Secretary-General. This would have been impossible without the GA. The Assembly is a place where all citizens are given a chance to shine, where they can show their interests and commitment, and make a name for themselves without any barrier.

But even for those who are not interested in the rest of the Indies' Government, the Assembly remains a point of convergence for every citizen, without regards for how long or short they have been here, whether they are a Secretary or a Roleplayer, hang out on Discord or construct factbooks. When you walk in the chamber, everyone is a citizen, and only the quality of their ideas and the poignancy of their arguments can sway the balance.

The General Assembly is the Assembly of the Citizens of this Region. This is why it is so accessible, and why the Constitution affords it power beyond all other offices, including the possibility to impeach other officeholders, pass laws, veto Decrees, and oversee the other branches of Government. But the Assembly does not run itself: it needs a President.

The President of the General Assembly reviews and approves bills, holds polls, updates the registry of our laws, moderates debates, and can create and disband committees. But beyond this, they are an incarnation of the Assembly. Pick an active President, and the Assembly will strive. Pick a compassionate and empathetic President, and it will continue being a core of our democracy. Pick a President who will stand up for their rights, and the Assembly will resist being trampled upon. Find in your President the qualities you want your Assembly to have.

A ticket for the Presidential election has two names. That of the Presidential candidate, and that of a President Pro Tempore. Any citizen may run with any number of Presidential candidates as President Pro Tempore. The President Pro Tempore replaces the President when they are absent, and may assist the President in their duties.

Others, from The Honourable New Sistonia to Reno Sheriffs Department have already started a great job of describing Karteria's achievements. Besides, an exhaustive list would make this declaration insanely long. Already, it is as long as the last State of the Region Address, and this speaks volumes about the Inductee's merit. All of Karteria's legacy in the Indies can be summarised as revolving around an insatiable desire to impact progress on anything they can get their hands on. Like the mythical King Midas, albeit in a less bling fashion; everything they touch becomes golden.

Karteria started their time in the Indies with our beloved Regional Roleplay, though even there, far from being Karteria's most famous area of legacy, our illustrious inductee has left their mark. A founding member of the Union of Nations, Karteria showed not only his unholy love for big government but, more importantly, an interest in furthering the intricacies of the Regional Roleplay. Karteria also used their talents as a data-freak and factbook-smith to craft a Human Rights Index and rank nations based on their respect for their citizens' fundamental rights.

It was therefore rather natural for Sec-Gen candidate the Esteemed Volirum to include Karteria as their Secretary of Administration. When Volirum won the election, Karteria entered their first government position. Once again, the King Midas effect took place, as Karteria flipped the Department of Administration from a slow Constitution-updating citizen-counting office to a statistical and informational powerhouse. Two dispatches became a series so large we had to make a whole new nation to house them, including the Master Dispatch, the Roleplay Guides, and a whole series of archives that were the basis for the modern-day NWI.gov and NWI Wiki. Even on those two projects, Karteria's aid was critical in ensuring that those ideas made it into reality, tirelessly creating and updating content. Under Karteria's leadership, the Indies went from a region with a few factbooks to one of the best documented in its size range, easily matching an IRL local authority (at least in France).

It is around that time that Karteria started getting involved with the General Assembly, where his dedication to not only lawmaking but also supporting legislation made his efforts to administer CPR to the quiet Assembly successful, contributing to turning it into the melting pot of ideas it is today. This is where Kart's Obi-Wan-esque characteristics best reflect, as he was both a Master and a Mentor at legislation. Having authored/co-authored 22 resolutions, and sponsored another 12, Karteria alternated between authoring groundbreaking legislation and carrying the ideas of others to the statute books.

As one of the most active secretaries of the Volirum administration, Karteria promptly upgraded from Head of Bureaucracy to Head of Government, when he won the General Elections of June 2019. Karteria remained Secretary-General for a full year, and presided over an uncountable amount of accomplishments, from the opening of the Indies to the Gameplay world, the extension of its name recognition, the Odyssey of Obi-Wan's pfp across NS' servers, the transition of Internal Affairs to a culture and contest based department, the continuation of administration's regularity, and the achievement of maintaining an incredibly stable and toxicity-free community, among many other commendable acts. Sec-Gen Karteria is also famous for writing 25 Executive Decrees (4 as Secretary of Administration, 21 as Secretary-General). The impact of Karteria's tenure on this tool is such that the Office of the Secretary-General, effective immediately, shall rename the Executive Decree Register as the Karteria Executive Decree Library.

All of Karteria's achievements as Secretary-General only pale to the conduct and mindset he had when in office, that still inspires this administration and probably many future ones. I wish I had a crispy anecdote about my first convo with Karteria, involving some Valentine day cards, but the truth is that my first message to Kart was incredibly mundane: asking for the RP year. Kart would have been forgiven to just respond and leave it there, especially since suitors like New Sistonia had much better to offer. But that would be ignoring one aspect of Karteria's personality; an undying sense of empathy. It didn't matter how many miles of NWI hierarchy, months of experience, or more important interlocutors stood between Karteria and myself, for Kart is one of those people who anyone with a minimal amount of social skills can approach. This approachability and interest for every single citizen of the Indies, as if he was seated across a table with them, means he would miss no opportunity to encourage and praise private initiatives, such as the myriad of channels on our Discord server, the NWI Wiki, and NWI.gov, all of which Kart welcomed with open arms, and on which he then dedicated himself with no less fervour than if he had come up with all those ideas himself. Karteria was not only great at propelling the region forward, but ensuring everyone felt welcome in it. In addition to this, Karteria partakes in a rare but valuable hobby: speaking highly of people when they aren't watching. You'd be surprised by how many of you citizens Karteria praises in DMs with literally everyone but you, spreading good vibes across the region, and sometimes even beyond.

Karteria is not someone who lets you down, and even when he has reached the highest heights of NWI Government, he continues being around. Karteria continues their work as an author and helper in the General Assembly, is doing a phenomenal job at advising the Government and fighting legal battles as the best successor I could have hoped for in the Office of the Region's Attorney, wrote an NWI Code of Laws that could actually be printed and published as an actual book, imparts a great deal of wisdom to the Indies, and still finds time to be this adorable friend that you wish you had known earlier. I happen to know of some of Karteria's future plans, and all betray a strong sense of duty to the Indies. There is nothing Karteria would not lose for this region. There is a good reason that people keep claiming Karteria is just Achipel's puppet (or vice versa) - Karteria is as dedicated as a Founder whose region is their baby, and in many ways can be said to have founded numerous aspects of the Indies and its community. Few non-founders are so involved in their region, and this exception is part of why there was literally no debate among branch leaders and the August Founder when the question of inducting Karteria to the Hall of Fame arose.

When I wrote GAR.24 and established the Hall of Fame, I thought of it as the honour to crown those individuals whose absence would have caused the Indies to be in an unrecognisable place. Karteria, as a dedicated servant of all three branches of Government, and an individual whose personal and professional characteristics shaped the Indies in an incredibly positive way, is an obvious candidate. I did think of Karteria in particular when writing GAR.24. What I never thought is that I would be permitted the privilege of presiding over this induction myself, and I honestly feel undeserving of such. It is therefore in the name of the New West Indies, and on the behalf of the Honourable New sistonia and the Learned Twelve titans OIN, with the consent of the August Achipel OCS OHY OIN, that I, as the 5th Secretary-General of the New West Indies, henceforth proclaim that:

The More than Daily Aww is a textbook example of how successful Broadcasting can be, and truly a Crown Jewel of New West Indian public broadcasting. Originally designed for a pet contest, the More Than Daily Aww became a permanent project to showcase the dogs, cats, lizards, birds, and other pets that accompany our beloved citizens. The channel promptly became popular, and developed a very special vibe, combining wholesome and cute pictures with humorous captions and pseudo-scientific names. Cutus Confiusius, Lovibalus Starius, Pupus Aristotolus, Baccus Traccus. Just how many puns this channel and its owner and co-host, Nordic States of Europe, can make is still unknown, but the well is not close to emptying. The sheer abundance and regularity of the More than Daily Aww owed it its “More than Daily” nickname.

Still, the More than Daily Aww plays a role much greater than simply posting hilarious or wholesome content on a regular basis. It has been a bridge for members of the New West Indies to connect more. We have known Leo, Louie, Canchita, Kitty and Molly, Gizmo and Tiny nearly as early as we have come to really know Deugaw, New Spiedska, NIU, and Frellor. Through our pets, the More than Daily Aww invited us to the cutest possible look into each other’s RL lives, contributing to knitting this community like practically no other public or private initiative had ever done. The More than Daily Aww, and Frellor with it, are more than just part of the NWI Community: in many ways, they have participated in its emergence.

The wholesomeness of the Aww’s cat and dog pictures makes it a rendez-vous point for those evening where we feel alone and saddened. The positive externalities that Frellor has generated through his channels, for each individual reader and for the Indies at large, cannot be overlooked. In many ways, it is an unsung hero of the history of our community, and one that deserves to be recognised.
