AUTOCRACY

The Emperor, Khoronzon's head of state and highest political authority within the Supremacy, is an elective monarch whose rule is near-absolute. Historically, the office has also been referred to as "Emperor-Patriarch" under the founding father Athanasios I and his early successors, though the "Patriarch" suffix was removed after the office of the Supreme Acolyte was founded, with whom the Emperor would share religious leadership. Currently, though plans do exist to elevate the Emperor above the Supreme Acolyte in this regard, the term "Emperor-Patriarch" is considered dated, as it was coined to refer to Eastern Orthodoxy and its upheaval by Athanasios, himself a former Stavrophore monk.

Succession occurs when the incumbent Emperor dies, with the successor, termed the Ascendant, either being designated beforehand, or selected immediately after the Emperor's death - this occurs if the Emperor dies without a currently selected Ascendant, or if said Emperor, and by extension their chosen Ascendant, is considered disgraced and invalid. Abdication is not counted as a separate cause from death, as Emperors who leave their position are offered as blood sacrifices to the Elder Titans. The Ascendant is elected by the Supreme Council, composed of the highest leaders of both geographic regions and state organisations, along with the Emperor and his cabinet of Ministers. The latter two form the Inner Circle, while the rest is termed the Outer Circle, and both have equal collective voting power. Each member of the Supreme Council is additionally advised by a hand-picked aide staff, though they do not take part in the Ascendant election.

The rest of the government is selected through a mixture of top-down appointment and election from below in a wide and intricate hierarchical system; elections are very compartmentalised, only being held by members of a certain level of a specific branch of the state apparatus, over matters pertaining to their field. Election results may be overridden by higher-level decisions, but only rarely from outside of their respective field - to do so requires special authorisation from higher positions as well as from the Ministry of Order's Department of Loyalty, which additionally serves to carry out punishment for acting without authorisation. Each "voting group" is referred to as a Council, is made up of workers and officials of a certain rank within a given field, and has administrative power over lower-level Councils and non-political workers in its field. Citizens are categorised into two broad classes, with class-P being the political class and class-M being the non-political class; as of 2327, 76% of the citizenry is class-M. Class assignment is mutable over the course of a citizen's life, based on "Rank Credits" or ZK, accumulated and stored under the Akhelos network.

NO DISSENT

Public protests are, perhaps expectedly, a rare occurrence in Khoronzon. While technically not illegal on principle, they are tightly regulated, depending to some extent on stated motives, and stepping outside of legal boundaries often prompts a swift, unrelenting response from the OSVB's Aegis Corps, usually resulting in masses of dazed protesters waking up in rehabilitation facilities.

The legality of public protests depends largely on what exactly is being protested. Complaints over living conditions and infrastructure development are mostly legal, though this rarely happens as regional overseers who don't keep their jurisdiction's infrastructure up to date are punished, with neglect towards one's duties being seen as a mark of disloyalty. Ideological dissent, on the other hand, is only permitted within the upper echelons of the government, as they are considered to have earned the privilege of substantial political influence - even then, the degree of deviation allowed is rather limited by most standards. Protesting for illegal reasons can be charged with subversion and public disruption, resulting in forced labour and reeducation. This is not often enforced, however, as Khoronzonites tend to focus on fulfilling their own duties to the nation rather than concerning themselves with decisions beyond their level. Some call this the result of oppressive brainwashing, to which the government's typical response is that as long as the masses are adequately provided for, there is nothing wrong with planting patriotism and obedience in them - indeed, it is the right thing to do, and they are happier for it.

PLEDGE OF ALLEGIANCE

Part of the duty of the Ministry of Truth, and by extension its Department of Education, is inculcating a strong sense of loyalty and nationalism within the populace, which naturally results in a mandatory pledge of allegiance in schools. Rather than simply reciting the pledge and saluting the flag within the classroom, however, the ceremony is much larger and more elaborate, in order to truly inspire the students. Light shows, cannon fire, grandiose music, and fireworks are not uncommon, accompanied by singing of the anthem, as well as saluting the flag, a holographic image of the Emperor, and a shrine to the One, all in a mass assembly in either a courtyard or a large auditorium.

STATE PRESS

The media is entirely state-owned, with its functions being distributed across the various Ministries and their divisions within. The national press company, known as the Khoronzon Herald, is a joint project under the Ministries of Providence and Truth, and reports on happenings across Khoronzon and the world to the citizenry and any foreign readers who happen to find their way onto the Khoronzonite intranet.

THEOCRACY & HUMAN SACRIFICE

Adherence to the Cult of Ahxh is compulsory and instilled in citizens from schooling. Secularism does not exist in any form, whether in government, education, or day-to-day life. Contrary to most conceptions of theocracies, the Cult of the One does not have any strong moral codes, nor any particularly strict or rigidly defined metaphysical tenets that challenge scientific discovery. The Cult is first imposed on citizens through education, then implanted into them through initiation rituals at the end of primary school. This initiation process integrates them into the Spirit Web aspect of the Trinity System, changing them physically and mentally and granting them a degree of psychic "bonding" with their fellow initiates, while additionally imbuing them with a sense of almost instinctual submission to clerical authority.



AI PERSONHOOD

While truly sapient artificial beings, to a degree that approaches humans, do not exist in Khoronzon, limited-sapience androids are nonetheless considered by the law to be their own citizen subclass, albeit one that functions quite differently from the main citizenry as a result of this disparity. Similarly to how human citizens are categorised as class-P and class-M, with various other subcategories based on vocational specialisations, "true" androids are classified according to their computational ability from type I up to type III, and further categorised based on their in-built functions. An additional class, type IV, may be regarded as sentient androids, but they are in fact defined as "hybrid intelligences", composed of human brains linked to AI systems. Type IV androids are very rare, in part because the human brains used in their creation often cease to function immediately after being fused with their respective computers - some examples of type IVs include Central Overseer KVN-21 Abaddon, as well as certain city administrators such as NS-225 Gephest of Exorias. The notorious Templar Guard of the ISE is entirely composed of specialised type II units. While androids from type II and above are initiated into the Cult in a similar manner to human citizens, the effect of initiation on them is greatly reduced, even in type IVs.

COMPULSORY ORGAN HARVESTING

While organ harvesting for transplants has been rendered mostly unnecessary by organ culture and prosthetics, postmortem body donation is still mandatory. The bodies are mainly used for research and experimentation, rather than to supply organs for transplants, though in case a shortage of artificially made organs occurs for whatever reason, this policy ensures a steady supply of organs from postmortem donations. Insistence on bodily autonomy even when the body ceases to function is considered wasteful, selfish, and backwards by Khoronzonites, while continuing to contribute to the development of your people after death is seen as an honour. Criminals who are deemed beyond redemption may also have their organs forcibly harvested, or simply be experimented on alive.

SEX EDUCATION

Comprehensive sex education is included in the national curriculum of the school system, being taught in early secondary school at around the age of 13.



CAPITAL & CORPORAL PUNISHMENT

Khoronzon employs a fairly wide variety of measures against criminals, depending on the crimes they commit. Corporal punishment is essentially the equivalent of a fine - though often accompanied by some form of credit reduction, as most crimes are - typically employed for relatively minor infractions that don't require long-term active measures. It may also be included in other penalties for more severe crimes, in which case the punishment inflicted would be significantly more grievous. It usually takes the form of flogging, and may be executed either directly by an OSVB officer or drone, or in the form of self-flagellation under coercion, the latter being done to emphasise repentance and shame and typically being reserved for slights against religious authorities. Whipping, scarring, and branding are also performed in various rituals. For other, more severe crimes, Khoronzon prioritises rehabilitation whenever possible, and otherwise favours extracting whatever usefulness may remain. Offenders are usually sentenced either to reeducation facilities, forced labour camps, or both, depending on the nature and circumstances of their crime, while in some cases they may be harvested for live experimentation or Pariah conversion - both of which result in "death" as a person, if not lethal outright. "Official" capital punishment is a rare occurrence, mostly reserved for crimes that are deemed to warrant a spectacle, such as high treason.

CONSCRIPTION

After completing secondary school at 16, Khoronzonite students must undergo a mandatory 2-year period of active military service. Following this period, they are either placed into the reserve force, undergoing periodic training to maintain their skills while living as civilians, or fully enlisted in the military.

SLAVERY

Slavery mostly exists in the form of the thrall caste, as expendable labour is their primary function in society. However, forced labour is also a common sentence given out to those found guilty of more severe crimes. Essentially, slavery is for those who have nothing else to offer, or who have a great debt to society that they are deemed fit to repay.

SPACE PROGRAM

Expansion and progress are central to Khoronzonite doctrine, especially since the rise of Emperor Narcissus, and securing a foothold in space is a major priority of the nation. To be confined to the Earth is to stagnate and die, while the conquest of space is an expression of glory and life. Khoronzon's current greatest endeavor in space is the Charon settlement on Mars, a city of 3 million people that will serve as a base for further colonisation of the Red Planet. The nation also possesses an arsenal of orbital weapons, including satellite-mounted kinetic rods and the Aten, a massive concave mirror placed in medium orbit that uses concentrated sunlight to vapourise targets.

UNIVERSAL HEALTHCARE

While the state ideology does not see healthcare as a "right" that is "owed" to the entire citizenry, it nonetheless considers adequate healthcare for all functioning citizens to be important and beneficial to the nation as a whole, implementing this with a highly advanced and efficient national healthcare system under the Ministry of Providence. Service may be reduced for those with exceptionally low social credit scores, however, but never denied - the only people who could be denied healthcare service would already have been deemed irredeemable by the criminal justice system and subjected to appropriate, permanent punishment, or otherwise judged completely useless by the healthcare system and similarly taken out of commission.



UNDIVIDED

The Khoronzonite people alone are blessed by the One. No lesser peoples may integrate themselves into the nation and undermine its unity, and no Khoronzonites may reject their blessing and live apart from their people. It is worth noting that both of these policies were strengthened under Emperor Narcissus, as his predecessor Alexius II relaxed the laws somewhat to allow a small amount of immigrants - usually refugees - to live in industrial cities on the outskirts, and some Ministry officials to work abroad, mostly for the sake of spreading propaganda. These decisions were overturned by Narcissus, and now the Khoronzonite border remains wholly shut on both sides, yet ever-expanding.
