ISXER is a system of Oneid nuclear defense. The entire system consists of 2000 satellites in Earth's orbit. They are designed to locate each nuclear attack on Oneid and destroy ballistic missiles with lasers. The system has the disadvantage of not destroying Taltic nuclear bombs and those launched from submarines. It basically only falls on ICMB.
