Shinoda Akira (April 7th, 1981 - ?) is a Stanierian-Japanese businesswoman, politician and activist serving as the 5th Commissioner for the Municipality of Porto Nippòn in the Stanierian Japanese Province and also the Lead Commissioner and Minority Leader of The Commission for the National Well-Being of Stanier. In addition, she is also the national coordinator of the Stanierian-Japanese Party.
Regarded as a highly controversial figure due her heritage as a daughter of an Imperial Japanese Colonel who did not endorse the surrender of Japanese troops in Stanier back in 1982, her outspoken support for a governmental system of complete decentralization, instead of the partial one seen functioning today in Stanier, despite the incompetence of the local Government she represents.
Life prior Politics
Akira was born in the last stages of WWII in Stanier, as the only daughter of a first-generation Stanierian-Japanese Colonel serving the Imperial Japanese holdouts which were stationed in what is today known as Porto Nippòn, in the Japanese Province of Stanier. The Colonel, Mr. Taro Shinoda, fiercely believed and was fought towards the colonization of Stanier by Imperial Japanese forces, and the supremacy of the Japanese kind. However, since his fellow servicemen preferred to end the war by peaceful means, he decided to use his daughter as a way to channel his frustrations by disciplining and teaching her the same ways he was taught by his instructors back in the boot camp, with things such as physical training and following orders on her daily routine in addition to more conventional knowledge such as mathematics, sciences, philosophy, and literature.
This meant that at age 5 she knew as much as a child in middle school, however, due to the harshness of her education, when she began to actually attend school (In her case, after being rated by officials of the educative zone she was placed in Fourth grade of Elementary school, one of the final grades of Elementary in the Stanierian system), she demonstrated problems displaying emotions, as well as a heavy racism problem when it came to dealing with non-Japanese classmates and teachers as well, to the point of knocking out a native Stanierian classmate just because they wanted to borrow a pencil. Though she was scolded regularly by her teachers and even the principal of her school, her father continually endorsed her behavior, stating that: "We are superior, they are weaklings. Don't let anyone tell you otherwise". This led her to being suspended numerous times, and expelled out of school twice.
After the Educative Zone requested the Polizia Stradale to prove into her family life at age 7, she was eventually removed from her father's custody and placed on the care of her mother, Mariko, who had divorced Akira's father as soon as the landscape of the nation was stable, and fled to the city of Karin. After being in the care of her mother for a little over six months, Akira began recovering mentally and emotionally, starting to display emotions and having friends, however, the racism problem prevailed, since it was hardwired into her because of the way she was raised by her father, she also learnt Italian, a language she was educated into despising, because without learning both that and English she would not be able to graduate from Elementary school, she subsequently graduated from Elementary school at the age of 10.
Following her enrollment in Middle School, she focused in her studies a lot more, alongside starting small part-time job, as she called it. Which involved tutoring other students alongside both practicing and teaching karate, fencing, and archery, which she learnt early in her childhood thanks to her father's teaching. Though an exemplary and idolized student to the eyes of many, few suspected that she was actually using that reputation to run a circle of bullies which harassed non-Japanese students and blackmailed them to oblivion.
Though she graduated from Middle School at age 16 with no-one ever realizing it. This became known to her uninformed former classmates years later, during her years in the University of Porto Nippòn as she was studying for a Degree which she would turn into a Doctorate in Political Sciences. Her University life is particularly surrounded by mystery except for the fact that at age 19 she became a (rather non-active) member of the newly-created Japanese-Stanierian Party, she apparently stopped being outspokenly racist, and that she achieved her goals since she obtained her doctorate alongside a major in philosophy and economics at age 23.
Also to note is that during her University years, with knowledge she had somehow picked up before getting her major in Economics, and funding that she got after her father's death which left her with a hefty inheritance, she had established a small chain of maid cafes which became one of the main attractions of Porto Nippòn, visited by tourists and businesspeople visiting the city alike. This marked a steady grow in her professional life, as she started to amass a fortune and an empire in Porto Nippòn, in which a few ventures expanded beyond the city and served the entire nation.
Involvement in Politics, 2006-07 protests, brief political persecution, and Presidential and Commissional candidacies
Following the leak of the actual results of the re-election of Antonio Sachelli, Shinoda, despite her low-ranking and dormant membership on the Japanese-Stanierian Party, she was amongst the first to call for protests against the both the outgoing and the incoming governments for their corruption. Due to her prominence as a businesswoman, people heeded her call and rushed to the streets, at first the protests were peaceful and with her always leading the marches. However, as soon as Mario Stria assumed and began his crackdown on political dissidents, she took the first steps to turn the protests into not only including Japanese-Stanierian citizens. But when repression began to increase she also began calling for rebellion and insurrection, with herself taking the initiative of throwing a Molotov Cocktail to a Polizia Stradale Cruiser. Something which ignited the riots that in turn triggered the 2007 military coup.
However, due to her repeated calls for transparency and major representation of Japanese-Stanierian citizens in the new Government, the Military Junta marked her as a potential nuisance. This pronouncement was followed by the new Government seizing all her assets in the nation in order to get her to flee Stanier, however, she remained defiant and openly challenged the Military Junta to imprison her, followed by numerous times in which she evaded capture, whilst at the same time gathering popular support in order to trigger the 2013 pro-democracy movement, which in turn allowed her to get out of the shadows and announce both a Presidential and a Commissional candidacy since the Government, in an advice from the National Electoral Council, retired the capture orders against Shinoda and stopped flagged her as an sponsor for destabilization and terrorism. And whilst Akira had sizeable support from all sides of the spectrum for the Presidential post, she couldn't beat the charity acts and Government plans of the retired Divisional General Sing Montemaggiore, who beat her in the polls for the Presidency. However, she earned the Commissional post on her hometown of Porto Nippòn, with 74.2% of the final tally on her favor. She was subsequently one of the first Commissioners sworn in January 14th, 2014.
Political Opinions and notable acts as Commissioner
"Ah, Akira Shinoda. Quite an icon actually, a symbol of feminist strength and political courage, but behind that there's actually something else in reality. Shinoda has this way of thinking which is in fact, quite segregationist if you ask me, since she appears to think that only Japanese-Stanierians are capable of leading, alongside a rather libertarian set of beliefs, which I will begin to number in a second: Outspoken support for personal and political freedoms, reduction of Government presence in all aspects of the Stanierian life, including the police, reduction of the power of the central government, starting from the Judiciary. I think she is in fact more biased by ideology and beliefs than the rest of her opponents, given she is actually a populist monster. Whilst, let's say, Sing Montemaggiore has everything all lined up on a plan that would change just a few bits and pieces, Akira hasn't presented a concrete government plan, whilst leaving out bit and pieces lingering in the air which aim for a complete and radical change, I must note acts which would reduce drastically the size of the government such as mass privatizations, slicing and dicing various ministries, and so on"

As a Commissioner, she has written and co-written various propositions which are mostly based in Libertarian principles, though several of them have been rejected due to their radicality, two of them have been approved by the chamber and signed into law by the President, only to sadly be overturned and declared null and void by the Attorney General, who has deemed them unconstitutional:
Proposizione #1289: This law would have introduced broad devolution for the Judicial system, also limiting (If not outright eliminating) the power of the Attorney General to meddle or take the reins of any trial. The Attorney General declared it unconstitutional because, according to his interpretation, the Stanierian constitution establishes that the Judiciary must be mostly centralized.
Proposizione #1156: This law would've made the Polizia Stradale able to decide whether to comply or not with requests from the Attorney General's Office. Since it would separate the Polizia Stradale from the Judicial branch. Also declared unconstitutional by the Attorney General, since, according to his interpretation of the constitution, the Polizia Stradale was established originally as the executioner of the Office of The Attorney General.
Shinoda has confirmed several Ministers appointed by President Montemaggiore, alongside having suggested the appointment of Sandro Mèndez as the Attorney General of the Republic. Also to note is that she has been designated as the Lead Commissioner of Stanier by the chamber, according to a power rotation of two years between all parties in the chamber, according to an unspoken agreement.
Akira is described by her peers as a feisty, self-centered, arrogant, unhealthily obsessive, and rather malicious person whilst her public persona paints a completely different picture. And whilst not outspokenly racist, she still appears have extensive disdain towards the non-Japanese kind. Her egocentric self and obsessive tendencies appear to meddle and affect her temperament at times, having having cut short speech time of other Commissioners which she extensely disagrees with (And when they refuse to stop talking, she might straight-up make a death threat). She is centered and stuck up with her ideals, and will do anything to build the Stanier she desires to see. However, she also has high persuasion and convincing skills, having earned the position of Minority Leader and National Coordinator of the Japanese-Stanierian Party by simply talking it out. Also to note is either a high libido or sadistic tendencies whenever meeting up with her in private, according to a few sources.
Shinoda, unlike other politicians of Stanier, has a rather secluded personal life, spending most of her days at an old Imperial Japanese boot camp on the outskirts of Porto Nippòn which had not been seized by Military authorities. Her hobbies still include fencing, karate, and archery. In addition to shooting practices, painting and sculpture. The old boot camp she uses as a residence is highly fortified and patrolled by private security. And with most of her money which was seized given back by the tax agency, she appears to be living a good life, likely surrounded by servants. Despite being eligible for holding Japanese citizenship alongside her Stanierian one due to her heritage, she has never even thought to ask for it, since the empire she would be asking it from would not be the same one her father fought for.
As for the sentimental side of things, Shinoda is a single woman, and despite her age, she is slightly worried that she has perhaps taken too much time to settle down and have a family of her own. This added to a few failed romantic relationships along her life, haunt her along her daily life ever-so-slightly. Those who have admitted to date her, however, advice to not get even close to her as unless you absolutely need to, as she can be quite unsettling when meeting up away from prying eyes.
The old boot camp she inhabits cannot be fully seen via mapping services like EyeFind Maps, this is because Shinoda pays EyeFind to keep a really low-resolution satellite image as the best possible image of her property on the platform. User-submitted imagery of her property is also immediately rejected and discarded by mapping platforms.
Though embarrassed to admit it, she is fan of Vocaloid music (Particularly Hatsune Miku), and most recently she has become addicted to music from the Dominican Republic, particularly anything including artist Juan Luis Guerra, as the music reminds her of a failed relationship she had about two to three years ago which, according to a few insiders, was with the now-Attorney General Sandro Mèndez. Who left her due to her sadistic tendencies in addition to a blackmailing habit.
