Constitution of the Republic of Rürlüchia

Articles of the Constitution

Article I - The People of the Republic of Rürlüchia
§1.1 All peoples legally within the Republic of Rürlüchia shall fall under one of three categories: Resident, Citizen, or Foreign Worker.

§1.2 All native born Rürlüch shall be regarded as Residents from the moment of birth, and no person who is born to non-residents may hold the status of Resident.

§1.3 Any person, native born or foreign, may pursue citizenship status within Rürlüchia, which may be gained via a minimum four years of service in any military branch ending with an honorable discharge.

§1.4 Any foreign born person who wishes to migrate to Rürlüchia, but does not wish to pursue citizenship, may instead apply for the status of Foreign Worker.

§1.5 Any person who illicitly enters Rürlüchia for the purpose of person gain, or attempts migration without process, or otherwise seeks to fraudulently or illegitimately enter the Republic of Rürlüchia, shall be held as a spy.


Article II - The Executive Branch
§2.1 The executive branch shall be headed up by the Talajin, who shall serve as both Head of State and Head of Government of the Republic of Rürlüchia, and as the head of the Rürlüch Armed Forces.

§2.2 No person shall be elected to the office of Talajin, who is not a citizen of the Republic of Rürlüchia, and was not first a native born Resident.

§2.3 All executive power shall be vested within the office of the Talajin, who may appoint and create Ministers and Ministries as they see fit, and may likewise dismiss or dissolve them.

§2.4 The Talajin shall have final say on all matters regarding the military, and may restructure it as they see fit.

§2.5 The Talajin shall have the right to form and dissolve all treaties with foreign nations, to appoint Ambassadors and Consuls, to exchange and dissolve embassies and consulates, and shall have final say in all matters regarding foreign affairs.


Article III - The Legislative Branch
§3.1 The legislative branch shall be headed by the Vöçna, which shall have full jurisdiction over all matters of legislation and federal funding.

§3.2 The Vöçna shall have the right to amend the constitution, to draft legislation, to impeach the Talajin, to declare war, to regulate internal affairs, and to accept new territories into the Republic of Rürlüchia.

§3.2.1No territory shall be accepted into the Republic of Rürlüchia, which would create an even number of divisions within the nation, and as such the Vöçna shall be required to partition all new admissions to the Republic of Rürlüchia, so long as an odd number of divisions is maintained within the nation.

§3.3 The Vöçna shall function as a single chamber parliament, with one seat per national division, and shall elect a Vüşeğik to serve as the head of the Vöçna after each election cycle.

§3.4 No person who has not achieved Citizen status within the Republic of Rürlüchia may run for, nor hold office within the Vöçna.


Article IV - The Judicial Branch

§4.1 The judicial branch shall be headed by the Tavultu, with which all judicial powers shall reside within the Tavultu, and its inferior courts.

§4.2 The Tavultu shall have a number of seats equal to the number of divisions within the Republic of Rürlüchia, with one justice appointed from each division. The Tavultu shall have supreme jurisdiction and final say in all cases brought before them.

§4.3 The A Tavult court shall be established in every division, and shall have supreme jurisdiction within its division. Lesser Tavul courts shall be established within districts as necessary.

§4.4 No person shall be elected to the Tavultu who is not a citizen of the Republic of Rürlüchia, and was not first a native born Resident, and is not a priest(ess) of the Rachit religio.. No person shall be elected to a Tavult court who is not a citizen of the Republic of Rürlüchia, and is not a priest(ess) of the Rachit religion. No person shall be elected to a Tavul court who does not adhere to the Rachitist religion and is not verified by their local temple, nor shall any person be elected to a Tavul court who is not a citizen of the Republic of Rürlüchia.

§4.5 Once the election cycle has finished, the Tavultu shall elect a Chief Justice via a majority vote.


Article V - Voting

§5.1 The Talajin shall be elected through an electoral system, in which each division will be won by whichever candidate achieves the most votes within the division, and the candidate who wins the most divisions shall be elected to office.

§5.2 Each division of the Republic of Rürlüchia may elect one member of the Vöçna to represent them via a plurality voting system.

§5.3 Rachitist temples within each division shall elect a justice to the Tavultu, with each temple holding one vote, and the candidate who achieves a plurality of votes shall be elected.

§5.3.1 Justices to the divisional Tavult courts shall be elected via a plurality vote by all priests and priestesses of the division.

§5.3.2 Justices to district Tavul courts shall be elected via a plurality vote by all verified adherents to the Rachitist religion.

§5.4 No person who has not achieved Citizen status may be elected to, or appointed to, any office of government.

§5.5 No person who has not achieved Citizen status may be permitted to vote in any election.


Article VI - Amendments

§6.1 The Vöçna shall be permitted to amend to the Constitution of the Republic of Rürlüchia via a nine tenths majority vote in the Vöçna, and all amendments must be approved via a three-fourths majority approval by divisional leaders.

§6.2 No amendment shall be passed which attempts to alter, or to revoke any Article of the Constitution of the Republic of Rürlüchia.


Article VII - Citizen Status and Migration

§7.1 Any person who seeks to become a Citizen of the Republic of Rürlüchia may do so by enlisting in any branch of the Rürlüchian Armed Forces and serving for four years with honorable discharge, and may be entitled to numerous perks and benefits.

§7.1.1
The Right to Vote. Any person with Citizen status may vote in district, divisional, and federal elections.

Run for Office. Any person with Citizen status may run for office in their district or division, as well as for federal office.

Political Parties. Any person with Citizen status may legally sign up for or form their own Political Party.

Reduced Taxes. Any person with Citizen status shall enjoy a 15% reduction to federal taxation, a 10% reduction to divisional taxation, a 5% a reduction to district taxation.

Business Funding. Any person with Citizen status seeking to open a business may approach their district manager with all documentation of cost required to open, and may receive a grant for half of all funds necessary to open, on the sole condition that all funds be put towards the business, and that the business be up and running within two years of receiving funds, or all funds must be repaid.

Clean sweep. Any person with a criminal record who achieves Citizen status shall have their criminal record fully and completely expunged of all crimes, and shall be pardoned of all non-felonious crimes committed but not convicted thereof.

The Right to Arms. Any person with Citizen status shall be guaranteed the right to keep, bear, carry, conceal, purchase, sell, trade, exchange, receive, transport, manufacture, and brandish armaments.

Health Care. Any person with Citizen status shall be entitled to health care free of cost and of hassle.

Education. Any person with Citizen status may enroll in any college or university within the Republic of Rürlüchia, or to enroll in a foreign college or university with which the Republic of Rürlüchia has student exchange programs with, free of cost.

Child Care. The children of any person with Citizen status shall be entitled to health care and education free of cost until the day they reach the age of majority.

Own property. Citizens may purchase and sell land as they please, either for economic or personal use.

§7.2 In a time of war, Citizens may be re-upped for military service as is necessary to ensure the survival of the Republic of Rürlüchia.

§7.3 Any Citizen who migrates to another nation, or enlists into federal or military service in another nation, shall automatically be stripped of Citizen status, and must begin the process anew under the status of a foreigner if they wish to return to Rürlüchia.

§7.4 Any foreigner who wishes to migrate to the Republic of Rürlüchia, but does not wish to become a citizen, may apply for the status of Foreign Worker at any Rürlüch embassy or consulate.

§7.4.1 Foreign Workers shall not be entitled to any public services, and shall be required to attend Rürlüchi classes for their first two years within the Republic of Rürlüchia, unless they can prove proficiency in both written and spoken Rürlüchi at any point before the two year requirement is up. Foreign Workers who are criminally convicted will have their Foreign Worker status revoked and shall be deported after serving out their sentence.


Article VIII - Treason and Insurrection

§8.1 Treason shall be defined as any act committed against the Republic of Rürlüchia. No Rürlüch citizen, and no person residing within Rürlüchia, shall take up arms against the Republic of Rürlüchia, nor shall they aid any other in doing so, foreign or domestic.

§8.2 No person shall conspire to the removal of Government or Military officials, or to generate unrest for the purpose of unseating officials, and no citizen of Rürlüchia shall in serve a foreign state in any capacity. Violators shall be guilty of treason.

§8.3 No person shall speak negatively of the government of the Republic of Rürlüchia or its armed forces, nor shall any person seek to undermine the foreign or military efforts of the Republic of Rürlüchia, either in war or in peace.

§8.4 Any person residing in Rürlüchia who takes up arms against the government or military or Rürlüchia, or seeks secession from the Republic of Rürlüchia, shall be guilty of insurrection in addition to treason.

§8.5 All convictions of treason and/or insurrection shall carry the penalty of death without appeal.


Article IX - Supreme Law

§9.1 The Constitution of the Republic of Rürlüchia, and all its Articles and Amendments, as ratified by the Rürlüch government, shall serve as the Supreme Law of all Rürlüchia, and no law which contradicts it shall be passed, nor shall any which are be enforced. Any policies which conflict with the Constitution are likewise null and void.
