Tulovians are part of the Tulan ethnic group, native to Eastern Verusia, with the majority of ethnic Tulovians residing within the United Socialist States of Tulov, with a significant minority within the Lvov-Rovnen Socialist Republic due to the nation formerly having been a part of the Tulovian Kingdom for several centuries, and within the countries of Renza and Laerria, which were vassal states of the Tulovian Kingdom for much of their history. Small Tulovian populations exist within the three Natrovals and within Varnnaiya, having fled to the nations to escape Tulov's three civil wars.

The ethnic Tulovians formed from old Tulan tribes that once inhabited Eastern Verusia, forming into a more cohesive Tulovian people after unification of the Tulan territories by Ratibor the Great in 1233. The Tulan people gained their name from the incredibly prosperous city of Tula (now capital of the USST and the former Tulovian Kingdom), and as a result the region they inhabited was largely referred to simply as Tulov by the Cryimic peoples to the south, who were major trading partners to the Tulans at the time. The name quickly permeated into Tulan society, and by the 900s had fully replaced the term Tulan. Tulovians are a caucasian people, typically having blonde or black hair, and typically having grey eyes, occasionally blue.

Tulovian culture is drawn almost entirely from the old Tulan culture, with very little outside influence. Historically, the polytheistic Rachitist religion has predominated amongst the Tulovian people, and largely shaped their customs and traditions.

Tulovian culture is varied and unique in many aspects, with a long rich history and tradition in the arts, especially in the fields of literature, architecture, and classical music.

Tulovian architecture is known for its extravagance, making extreme use of brick, stone, and marble, which form the basis of most Tulovian buildings. Originally, Tulovian architecture began almost solely with brick and stone, before growing to encompass marble in many of its works between the 1400s and 1600s, before falling out of favor, with brick predominating in Tulovian buildings from the 1700s and onwards. Famous Tulovian architects and sculptors include Ivan Ruslanov, Vladimir Nikitorin, and Maxim Gladovich.

In the 1800s, then Empress and Grand Autocrat of all Tulov, Glasha Viseslavovna Asmika began the education of the Tulovian people, leading to a book and literature boom within the nation, with famous authors from the nation too numerous to list. To this day, literature remains a very important part of Tulovian culture, and book sales predominate in the retail industry overwhelmingly. Famous composers from Tulov include Aleksandr Draguvorov, Nikala Aleksandrovna, Mihail Atumlovich, and Sergei Akulov.

Tulovian cuisine is built largely around the use of beef, potatoes, beets, wheat, rye, poultry, rice, carrots, tomatoes, honey, onions, and fish, with almost every dish in the nation including at least one of these ingredients. With the introduction of chocolate into the nation, it has become a major part of Tulovian life, and Tulovians have become known as major chocoholics, with an annual consumption per capita of roughly 21 kg.

Throughout their history, Tulovians have been regarded as a mountain people, due to the mountainous terrain of the majority of their nation, and the fact the Tulan peoples originally lived only in said mountains. Tulovians are typically big on their families, and as such will usually have numerous children, often as many as nine. In Tulovian culture, dishonesty is harshly frowned upon and the culture encourages brutal and unrestrained honesty above all else. The Tulovian people are also known for their extreme tolerance to cold weather, though are also less tolerant to warmer weathers.

Tulovian (Tulovian: Туловвак Çатастаглюц), is derived from the Old Tulan language, and has several dialects, known as Traditional Tulovian, Old Tulan, Malotulovian, Eastern Tulovian, Low Tulovian, and Talanskan. Differences between the dialects are negligible, and any person who speaks one will understand the others with little difficulty. Tulovian is one of only two surviving Tulan languages, the other being Renzan, and belongs to the Eastern Verusian family of languages.

The Tulovian language is a phonetic language using the Cryimic script, and is considered to be an extremely difficult language to learn. The language gained an important status in the world with the rise of the Grand Autocracy of Tulov in the 1800s, and continued to rise in prominence throughout the 1900s. With the rise of the United Socialist States of Tulov as a world power and the formation of the Union of Zvezdovist Republics, the language has once again been thrust into the international spotlight. It is the third most spoken language in Eastern Verusian, and has over 570 million speakers worldwide, a number which is steadily rising.

The Tulovian language is both the official language of the United Socialist States of Tulov, the language of the government of the Union of Zvezdovist Republics, and is a commonly taught second language in the nations of Lvov-Rovne, Krasnodaria, Renza, and Laerria. It is a recognized minority language in the nations of West Natrovoal, Kurczak Mielony, and Her Majesty Silver Garden.

Tulovian is also known for its extremely wide array of curse words, which are commonly and excessively used by Tulovians.
