Reforms

After years of debating and experimentation, the Khaos Kollective has decided to implement a series of drastic changes to it's government. Below is a list that explains what the changes are in a general sense and what might be expected from them.

Government:
The Community of Rexzich City disbanded the Rexzich City Council(executive branch/national leader(s)) in the year 2060.
This left the nation effectively leaderless. As a result of this, the Clan Leaders Assembly(senate) and the Krimzon Guard(military) became the two equal de facto forms of government. An unintended consequence of this was that the General of the Krimzon Guard naturally became the most senior member of the government(due to the CLA having no 'leader' to speak of). This has led to what many in the outside world, and some within the country, to perceive the Khaos Kollective as a kind of military dictatorship. Therefor the first reform to be made as a means of administering the others, was to create a new Khaos Council to rule over the Khaos Kollective. Unlike the Rexzich City Council and Rexington City Council that preceded it, the new Khaos Council would feature a singular President, a Vice President, and a council of advisers covering every other branch of government and perhaps society including the Krimzon Guard(military), Clan Leaders Assembly(senate), IMRC(military diplomacy), ICLF(civilian diplomacy), The Krimzon Shield(police), Education, Health, Trade, etc.

Diplomatic:
The International Clan Leaders Forum or ICLF for short, is the new civilian diplomatic outlet for the Khaos Kollective. While construction of the new ICLF HQ is still underway, upon it's completion the Khaos Kollective will begin opening new civilian embassies with all interested nations. Formerly, the diplomatic efforts of the nation were led by the International Military Relations Center or IMRC. However the primary purpose of the IMRC was to facilitate communication with other militaries as a means of preventing war. This however was misunderstood by some nations as it was believed that the military wasn't capable of performing diplomatic functions, while others criticized it for being to 'aggressive' or 'authoritarian'. It was determined that while the IMRC should continue to serve it's stated purpose of 'communication between militaries in the hopes of preventing war' the new ICLF would serve entirely as the 'civilian diplomatic branch of the Khaos Kollective'.
There has also been some debate over the creation of an 'International Trade Center' or ITC. Some say there may be no need for this due to a general lack of trade laws regarding the country. Others however, say that there should be no need for the military to make civilian purchases for things like jet liners or city buses, and that functions such as these should warrant their own dedicated communication branch. Whether or not such an organisation will come to pass is still under debate but it remains a possibility.

Police Reform:
For nearly as long as we've been a nation the Krimzon Guard(army) in combination with the Clan Leaders have served as the law enforcement branch of the government. This was partly due to law enforcement being associated with the enemy in the past. But after so much time has passed, it has been determined that the Khaos Kollective will be creating a new police force known as The Krimzon Shield. In the beginning it will serve as a branch of the military due to the existing resources and infrastructure already being in place. However, in the long term it is planned that there will be a 'self-determination' vote regarding TKS which will decide whether or not they will remain a part of the military or become a civilian operated organisation under the Clan Leaders Assembly and Clan Leaders Associations.
It will initially recruit primarily from the Krimzon Guard(army) as well as from the civilian populace, and will operate out of KG Outposts which may later become TKS Outposts. In early 2140 the new Khaos Council began efforts to build and setup training centers, as well as investigate new equipment. The firearms, vehicles, and perhaps uniforms may be made to closely resemble that of civilians in order to create a sense of unity. Motorcycle and Bicycle units will also be made common due to their perceived approach ability and the ease at which they can maneuver through the sometimes small city streets.

Prison Reform:
Rexzich prisons have long been known for their dreadful conditions. No promise of food, water, facilities, daylight, or fair treatment. While not well publicized it is believed that many prisons failed to make any substantial changes during the multiple periods of World Assembly membership. This has long been a source of contention within the government and civilian populace and in some cases has lead foreign nations to view the Khaos Kollective as a 'third world' or 'dictatorial regime'. This was finally addressed in the reforms and has been replaced by the new 'Second Life' prison system developed after examining which foreign systems performed the best and created a sort of hybrid among those. The new system focuses on rehabilitation and has significantly raised the standard of living. Following a recent inspection by the WA it was determined that the Khaos Kollective is now in full compliance with existing WA prison laws.

Education:
Due once again to tragic incidents in the nation's past, the Khaos Kollective has always operated the 'Academy' system as opposed to a more traditional school system. While most Rexzich seem to get along fine with this minimal education it does leave us at a disadvantage in a handful of areas. The Academy system essentially operated on the principle that students would learn 'whatever they wanted' on that particular day(math, science, advanced pokemon theory, etc.). This among other things left the education system largely neglected over time. After growing amounts of disapproval largely from the various Clan Leaders, a new series of experimental schools were formed in the Underground Zone of Rexzich City. After determining what worked and what didn't, as well as gaining approval from and reaching agreements with the previously unapproving Clan Leaders, the 'Horizon' system was formally created. This would be codified by a list of rules and guidelines as shown below;

Schooling will continue to be optional.
Methods of schooling should remain diverse; physical, internet, radio, homeschool etc.
Large unused spaces such as factories could be temporarily modified to house larger numbers of students.
Teachers should gain qualifications from a defined Rexzich educational institute for which they may be held accountable.
Teachers are elected by students and parents, but student votes will be weighted.
Is capable of meeting international standards but is not required to.
Will offer unique and alternative methods of learning and which might not be implemented internationally.
Should offer unique classes to broaden knowledge and practicability; survival, critical thinking, mechanical, cooking, political security etc.
Classes, subjects, and testing may be voted out or removed by students at any time for any reason.
There will be no grades or hierarchy.
There will be no uniforms.
Testing will be optional.
There will be no security personal in the capacity of the educational system or of a military or otherwise 'official' manner posted on the premises.
Students, in the eyes of the educational system, shall not be defined, identified, or referred to in regards to race, religion, nationality, gender, sexuality, social grouping, age, intelligence, health, weight, height, or lack or confusion of any of those previously listed.
The national and commendable traits expressed within the Rexzich nation and abroad shall be observed, retained, expressed, and defended within the system and by all educational personnel. These include but may not be limited to; democracy, freedom of speech, freedom of religion, the right to bear arms, equality, the pursuit of happiness.
Students may enter or exit the educational system at any time for any reason.

Military:
The Krimzon Guard has always operated in a disorganized fashion in keeping with the 'Khaos' philosophy that permeates much of the nation. Due to the military typically operating defensively this has rarely become an issue, but it has become increasingly clear that there are at least some benefits to operating in an organised fashion. Therefor the Krimzon Guard(army) has recently created an experimental 'Conventional' army group which will operate out of new larger bases and will feature some semblance of a hierarchy. However this organisation will mainly be seen within the infantry, armor, and other units in the form of; squads, platoons, etc.

Other reforms and new entities will likely continue to stem from this, however this should cover the current major reforms occurring within the Khaos Kollective.
