Due to the relatively small population of the country and the extremely pacifist position of the citizens of the Republic (which resulted in practically the total disarmament of the nation), the Ministry of Foreign Affairs has played an extremely important role, due to the need to formalise international alliances and defense pacts to ensure the territorial integrity and defense of the Republic against foreign forces. Such is the importance of the Ministry that the Minister of Foreign Affairs is considered the third in the line of succession to the Dogeship of the Republic in case of death, resignation or disappearance of the Doge, only after the First Councillor (leader of the National Council), making him/her the third most important member of the Government.
The Ministry has its headquarters at the Palazzo Bertolotti in the capital city of San Giovanni. It was built in 1833 on the orders of Aronne Bertolotti, the first Doge of Montevento, and was designed by one of the best architects of the country at that time. It used to be the seat of the National Council, but in 1927 it was decided to move the Council to a new and larger establishment (the Palazzo Legislativo), making the Palazzo Bertolotti the seat of the Ministry of Foreign Affairs and the place where most diplomatic meetings are organized by the state.
The Ministry is also one of the only Ministries of Montevento that offers the totality of its services via web at www.gov.mv/foreignaffairs.com, providing some degree of support even for those living in territories where Montevento does not have embassies, consulates or any other form of diplomatic relation.
As of 2020, the Ministry also oversees the permanent mission to the United Forum of Nations and plays an important role at organizing the elections to define the 30 UFN parliament members that correspond to Montevento.

DIPLOMATIC MISSIONS OF MONTEVENTO ABROAD
- Embassy: An embassy is the base for Montevento’s diplomatic mission abroad in its host country. Monteventani accredited ambassadors are a direct representation of the government of Montevento in its host country and are also responsible for promoting Monteventani national culture and foreign policy within the host country. Embassies can perform any kind of diplomatic action and are allowed to perform any kind of function of the Ministry of Foreign Affairs in representation of the Government of Montevento, including the planning, writing, and submission of bilateral treaties for consideration.
Consulate: Consulates-General and Consulates are usually established as extra diplomatic representation in larger countries, in cities outside the capital that are key touristic, economic, or financial centers, as well as cities deemed important for the Government of Montevento for any particular reason. The main function of a consulate is to undertake administrative duties such as processing visas for citizens of their host country, as well as providing information and guidance about immigration processes. They perform functions for Monteventani citizens, such as replacing or renewing passports and updating security advice about the local area. They also provide general assistance to their citizens who are living or traveling in the host country.
Honorary Consulate: Honorary consuls are called "honorary" because they perform their work on an honorary basis and are not paid a fee for their services. Many of Montevento's honorary consuls are not Monteventani citizens and compared with other foreign missions, they have only limited consular authority and thus also only limited official means to provide assistance. They frequently practice their consular office alongside a main profession, and may not always be present or available by phone. Honorary consuls will, if necessary, refer help requests further to the competent Monteventani foreign mission if they themselves cannot assist.
Legation: Montevento is one of the last countries in the world to still use legations as a diplomatic mission. Legations are diplomatic representatives of Montevento of lower rank than Embassies. Its use is limited and is usually reserved only for small countries that are of little relevance to Montevento, but for various reasons, the Most Serene Republic wishes to maintain a more direct link with their government. They are also used in countries that, due to their nature, do not allow the creation of traditional embassies in their territories. Legations are headed by a Minister Plenipotentiary and generally only offer representation before the government of the host nation and do not offer services to the general population, although in cases of emergency, citizens of Montevento can request help from a Legation. When relations between Montevento and another nation deteriorate radically, it is common for Montevento to demote the embassy in said country to the rank of Legation, instead of closing the embassy.

The information is classified into four different categories (A - Safe to Travel, B - Mostly Safe to Travel, C - Not Safe to Travel, and D - Do not Travel) to make it easier and faster for citizens to access it. A more detailed explanation can be provided by the Ministry if requested. In addition, countries classified with categories B, C, and D, may receive one or more "Risk Indicators" providing a more clear reason why said country or territory is classified with its corresponding category. The Risk Indicators used by the Ministry of Foreign Affairs are the following:
- C - Crime: Widespread violent or organized crime is present in areas of the country. Local law enforcement may have limited ability to respond to serious crimes.
T - Terrorism: Terrorist attacks have occurred and/or specific threats against civilians, groups, or other targets may exist.
U – Civil Unrest: Political, economic, religious, and/or ethnic instability exist and may cause violence, major disruptions, and/or safety risks.
H – Health: Health risks, including current disease outbreaks or a crisis that disrupts a country’s medical infrastructure, are present. NOTE: Since January 1, 2022, COVID-19 is no longer considered to determine this Risk Indicator, and instead, it is reserved for other emerging illnesses or health issues.
N – Natural Disaster: A natural disaster, or its aftermath, poses danger.
B - Bellicose Tendencies: The country/territory presents tendencies that could indicate a preference for resolving conflicts in a bellicose way, or it is a territory that can be affected by the bellicose tendencies of another state.
A - Anarchy: The country/territory is considered to be an anarchy, or the central government has very limited power.
No matter where you plan to travel, make sure you check the Travel Advice and Advisories page for your destination twice: once when you are planning your trip, and again shortly before you leave Montevento. Safety and security conditions may change between the date you book your travel and your departure date.

WHAT TO DO IN EMERGENCY SITUATIONS ABROAD?
- ► In case of terrorist attacks or situations of risk
The threat of a terrorist attack can exist anywhere in the world. Before visiting a country it is always advisable to find out about it and follow the public events of the country and the region you plan to visit. Although terrorist attacks are unpredictable, they are sometimes carried out during celebrations or public events, such as commemorations, national holidays, anniversaries, or religious demonstrations. Attacks can also occur in response to international social or political events.
Although the chances of experiencing a terrorist attack vary from region to region, some precautions can be taken to minimize the risks of a possible attack:
- 1.- Be alert in public spaces and places that attract foreign visitors, for example: restaurants, bars, hotels, markets, museums, shopping centers and sporting events. Pay special attention during religious dates, festivities, and public holidays.
2.- Plan the routes in advance and formulate an action plan to follow in the event of an incident. If possible, identify places where you can take shelter in case of an emergency.
3.- Carry your cell phone at all times, keep it charged and turned on, save emergency numbers and contact information (consulate, hotel, relatives).
4.- Take into account the clothing you wear, in some areas it is advisable to avoid wearing flashy clothing, and as far as possible, it is suggested to respect local customs.
5.- Be in permanent communication with your family, colleagues or friends in Montevento. Provide contact telephone numbers where they can be reached and inform them and the hotel staff of the places you will visit and when you will be returning.
6.- Be at all times properly documented, with an identity card or passport.
If you find yourself in the middle of an attack, it is recommended to:
- 1.- Follow the indications, instructions, and recommendations of the authorities of the country in which you are. Do not question authority under any circumstances.
2.- Keep calm. If possible, do not separate from the travel group and take shelter in the hotel where you are staying, without going out into public spaces, as long as the local authorities do not report on security.
3.- Once the danger has passed, immediately call the Ministry of Foreign Affairs of Montevento or the Embassy or Consulate of Montevento closer to your location to inform of the situation. Be ready to answer any question that you are asked, even if they seem to be not important, there is a reason you are being asked that.
- ► In case of finding yourself in the middle of an armed conflict
- 1.- Do not try to record, film or photograph confrontations.
2.- Do not expose yourself by going out to rooftops or terraces.
3.- If you are inside a building when a shooting occurs, the first thing you should do is drop to the ground and find a safe place, away from doors and windows. A large closet, bathroom, or any room with no windows or small windows is the ideal place to shelter until the shooting stops.
4.- When you are in charge of children, you should protect them first and, if possible, cover them with your body while looking for a safe place, crawling or crouching.
5.- When ordered to flee the place to be safe, carry your identity documents with you at all times. It is important not to stop for valuables or personal items such as vehicles, bags, wallets, and others.
- ► In case of natural disasters
Over the years, the climatic situation in the world has been altered by various factors that result in natural phenomena and catastrophes of the most diverse nature and impact. In order to have the necessary precautions in the event of any natural phenomenon or catastrophe to which it is exposed (hurricanes, floods, earthquakes), the Ministry of Foreign Affairs of Montevento has prepared the following recommendations in order to provide general guidelines action for these cases.
- 1.- Follow at all times and rigorously the instructions given by the local authorities, exactly as they are expressed by them.
2.- Keep a battery-powered radio on to receive information and instructions from official sources.
3.- If possible, keep your family and acquaintances informed by phone or instant messaging applications, or other means of communication.
4.- Do not leave your home, hotel, shelter, or place of accommodation until the authorities indicate it.
5.- Do not return to the affected area until the local authorities so order.
VISA POLICY
Some people, according to their nationality, must request a prior visa to enter Montevento. This is an essential requirement to enter the country, and the visa is necessary regardless of the length of stay in Montevento. Below is a list of nationalities that require a Visa to enter Montevento:

TYPES OF MONTEVENTANI VISAS
Tourism Visas: For any person who wishes to enter the country temporarily for pleasure, recreation, or leisure, issued for a maximum stay of 90 days, extendable for another 90 days. Since its granting, the applicant has a maximum period of 180 days to enter the country, and if not, the visa expires automatically. Once the applicant has entered Montevento, he/she is enabled to enter and exit Montevento multiple times within the validity period of the visa.
Business Visas: Issued to any person who wishes to travel to Montevento for the purpose of making investments or commercial exchange with Monteventani companies or with headquarters in the country, or with Monteventani public companies or organizations, who proves that they carry out business activities. It is issued for a period of stay of 90 days, extendable for another 90 days. Since its granting, the applicant has a maximum period of 180 days to enter the country, and if not, the visa expires automatically.
Work Visas: Issued to any person who intends to carry out work activity in the country. It is issued for a period of stay of 90 days, extendable for another 90 days. Since its granting, the applicant has a maximum period of 180 days to enter the country, and if not, the visa expires automatically. Once the applicant has entered Montevento, he/she is enabled to enter and exit Montevento multiple times within the validity period of the visa.
Student Visas: Issued to any person who intends to study, benefit from scholarships or internships in official or exchange programs or in institutions authorized by the Monteventani authorities.
The Ministry of Foreign Affairs of Montevento provides assistance with bureaucratic issues to both the citizens of Montevento traveling or living abroad and to the citizens of the countries where Montevento has diplomatic relations who wish to travel to or trade with Montevento. All services are also offered to any citizen of Montevento living in the Monteventani territories. Please be aware that some services may requiere you to pay a small fee.
NATURALISATION SERVICES
The Ministry of Foreign Affairs is the only government institution capable of naturalising foreign persons as citizens of Montevento. According to the Article II, section 1 of the Constitution of Montevento, citizenship may be acquired by anyone who fulfil the following requirements:

⠀⠀• Be living in Montevento for at least 5 (five) continuous years (Legal citizenship), or
⠀⠀• Live outside or in Montevento and have a father or mother with Monteventani citizenship (Natural citizenship), or
⠀⠀• Live outside or in Montevento and have a grandfather or grandmother with Monteventani citizenship (Natural citizenship).
⠀⠀• Have a clean criminal record, both in Montevento and foreign countries (Natural and Legal citizenship)
If you fulfil the above mentioned requierements, you are elegible to become a citizen of Montevento. In order to begin the naturalisation process, you must present yourself at any office of the Ministry of Foreign Affairs of Montevento, Embassy or Consulate and arrange a date for an interview and to present all the necessary documents for the procedure. You can also begin the process online at www.gov.mv/foreignaffairs.com at any time.
⠀⠀⠀⠀⠀⠀► DOCUMENTATION NEEDED:
⠀⠀• Nationality and Identity Proof: Via one of the following options:
⠀⠀⠀⠀⠀⠀⠀1) Birth certificate of the country of origin.
⠀⠀⠀⠀⠀⠀⠀2) Other document of the country of origin (such as: marriage certificates, passports, identity documents, etc.)
⠀⠀• Residency Proof: Via one of the following options: (only for Legal citizenship applications)
⠀⠀⠀⠀⠀⠀⠀1) Paychecks. (at least one from each of the past 5 years)
⠀⠀⠀⠀⠀⠀⠀2) Utility bills. (at least one from each of the past 5 years)
⠀⠀⠀⠀⠀⠀⠀3) Tenancy agreements.
⠀⠀⠀⠀⠀⠀⠀4) Certificate of enrolment to educational institutions.
⠀⠀• Completed naturalisation form. DO NOT SIGN IT, a Monteventani Foreign Affairs' employee must witness you signing it.
⠀⠀• 2 passport photos: (51 x 51 mm) Printed on matte or glossy photo quality paper and taken in the last 6 months.
You will also be asked to promise under oath that you profess democratic ideas and that you are not part of organizations that, through violence, may try go against the fundamental bases of Montevento and its citizens. No citizenship tests are needed to apply for Monteventani citizenship, and speaking Italian is not required, but recommended.

According to the Article II, section 2 of the Constitution of Montevento, Monteventani citizenship, once guaranteed can not be lost by any circumstance, being allowed to have multiple citizenship at the same time. Please be aware that foreign countries might have different legislations regarding their citizenship, and acquiring the Monteventani citizenship may imply automaticaly loosing other citizenships.

PASSPORT APPLICATIONS AND RENEWALS
The Ministry of Foreign Affairs is the only government institution capable of issuing passports of Montevento. In order to begin the application or renewal, you must present yourself at any office of the Ministry of Foreign Affairs of Montevento, Embassy or Consulate and arrange a date for an interview and to present all the necessary documents for the procedure. Please note that the Republic reserves the right to deny or revoke your passport even if you meet all the conditions specified above. . You will be notified in a timely manner of this procedure by officials of the Ministry of Foreign Affairs.

Please be aware that passport applications usually take up to 2 weeks to be processed and up to 1 week for the passport to be actually issued, so you should present your application several weeks before any travel. If you need a passport with urgency, you can apply for an urgent passport for an increased fee. Passports are property of the Most Serene Republic of Montevento, and it is your duty to keep them in good conditions and in safe places.
OTHER SERVICES
The Ministry of Foreign Affairs can also provide you help with other services that you may need while travelling or living abroad or in Montevento. You can request the following services at any office or the Ministry of Foreing Affairs, at any embassy or at any consulate abroad. Some of these services are also offered via web (www.gov.mv/foreignaffairs.com) and by telephone.
Provide links between the Sick, Injured or Hospitalised Abroad and Family in Montevento: An embassy or consulate can help you to communicate with sick, injured or hospitalised family members in a foreign country, at the request of a family member or the patient himself.
Family Reunification Request: The Ministry of Foreign Affairs can help you to bring children living abroad back to Montevento, or from Montevento to a foreign nation, as long as you can prove you have the economic means to sustain them.
Request the benefits of the "Welcome Back" programme: Any citizen of Montevento living abroad for at least 5 years can request the benefits of the "Welcome Back" programme to return to Montevento alone or with their family. The benefits include free medical assistance card (for every member of the family), a rental guarantee from the Ministry of Housing, free installation of a landline telephone service, free internet service installation and 6 months free of any other charge and a prepaid cellphone service with ƒ 100 to make free calls for 6 months (for every member of the family).
Location of People Abroad and in Montevento: The Ministry of Foreign Affairs can help you to find your family members living abroad or living in Montevento if you are living abroad.
Recognition of educational diplomas and degrees: The Republic of Montevento recognizes several internationally issued diplomas and degrees. (only available for diplomas or degrees issued by educational institutions from the
European Union as part of the "EU-Montevento Trade & Education Agreement")
Refugee Status Application: The status of refugee is granted to every person, who due to well-founded fears of being persecuted for reasons of race, religion, nationality, gender, sexual orientation, belonging to a certain ethnic or social group or political opinions, is outside the country of their nationality or, because of such fears, do not want to avail of the protection of his/her country. Any person who has fled their country because their life, security or freedom has been threatened by widespread violence, aggression or foreign occupation, terrorism, internal conflicts, mass violation of human rights or other circumstances that have seriously disturbed public order will also be considered as a refugee.
The Ministry of Foreign Affairs also offers other services usually offered by other institutions of the government for Monteventani citizens living or travelling abroad. Please note that these services are only offered at embassies or consulates of Montevento in foreign countries, and that the national offices of the Ministry in Montevento will not offer them.
It is also important to note that the Ministry of Foreign Affairs does not issue any of the documents stated below, and it only functions as a link between the interested citizen living abroad and the corresponding ministry/institution responsible for issuing it. It is not a responsibility of the Ministry to accept or reject the following applications, but it has the duty to offer help and information about them.
