Change in Classification

WE have announced that our Grand Caesar, Emile Heskey, has assumed partial Kaiser status within the Republic, with the Senate still creating and enforcing laws, while Heskey is now the leader of the Empire.
Kaiser Heskey does not have the Finishing required to assume full Dictatorial powers.
