Fortress worlds

Due to pirate attacks
The Honorgradian Government has been forced to make fortress worlds to protect their civilians

The fortress worlds have two classes
Complex and world
World is just your average fortress
Its a standard size world with fortifications
The complex is rarer more expensive and better against the pirate threat

The complex is 2 or more worlds bound together by gravity wells under the surface lf each of the worlds
Keeping them from flying off or crashing into eachother
They have multiple moon fortresses with it common to have more then 5

There is a ratio of 30 planets to one fortress world
And 10 fortress worlds for 1 fortress complex
