The Commissariat of Health is a government ministry responsible for managing health care, hospitals, clinics, viral outbreaks, disease control, and helping to bring youths into the medical profession. It is one of the twelve Commissariats of the United Socialist States of Tulov, and is currently headed by Commissar Vaniamin Alesnarovich Novichkov. The Commissariat of Health was officially formed on the 1st of May, 1998, upon ratification of the Constitution of the United Socialist States of Tulov. The Commissariat of Health's guiding policy was dictated in the Health Care Act of 1998.
The Commissariat of Health works to ensure there is adequate medical coverage for all residents of Tulov, working with city planning to ensure all residences are within five minutes driving distance of a healthcare provider, with the practice of establishing mini-hospitals equipped with emergency rooms to ensure this, designed to serve their immediate community, and to transport severe cases to full hospitals. No hospital or clinic under the jurisdiction of the Commissariat of Health may deny service to any citizen of the United Socialist States of Tulov.
Healthcare and prescriptions are available to all citizens of the United Socialist States of Tulov free of charge, as are most surgeries. Surgeries are free of charge except in cases where injuries the patient became injured after irresponsibly (such as jumping from a bridge or moving vehicle, riding a bicycle down a flight of stairs, etcetera.) Surgery shall still be provided, but a percentage of their wage shall be garnished until full repayment is received. Cosmetic surgeries are not free of charge unless medically necessary or they provide drastic improvement of life (birth defects, results of vehicular accidents, etcetera).
Residents and foreign students are entitled to the same level of health care as citizens, while visitors will be required to pay for their medical expenses. No person may be held against their will by healthcare services, except as necessary for quarantine of dangerous diseases or viruses. No person may be forcefully provided with any form of treatment.
The Commissariat of Health does not monitor private clinics except as necessary to ensure medical credentials, if any, are displayed properly.
The Commissariat of Health works alongside the Commissariat of Education to help bring interested youths into the medical field, through vocational school, university, or both, as well as to help promote general health awareness within the nation's schools. Children who display an interest in medicine may attend special schooling as young as the age of seven, which will focus primarily on medicinal education and help them to advance in their fields later on.
The Commissariat of Health also works with the Commissariat of Migration to reach out and advertise to foreign students interested in medicine, offering to provide them with higher education under the condition they seek out citizenship within the United Socialist States of Tulov and agree to use their knowledge to further better the medicinal community of the nation and the health of their community.
There are no regulations or restrictions on the possession, manufacturing, or sale of drugs within the United Socialist States of Tulov, and many different types can be found within pharmacies. Citizens with a prescription can get their prescribed medication free of charge, though may still purchase anything available within the pharmacy without a prescription if they so wish. There is no waiting time on purchases or prescriptions. Pharmacies must adhere to the same standards of sanitation and display of credentials as hospitals.
