The Constitution of The Royal Sovereign Nations.
[b]ARTICLE 1 - LEADERSHIP STRUCTURE OF THE ROYAL SOVEREIGN NATIONS[/b] The leadership of The Royal Sovereign Nations shall consist of: [list=1][*] An empowered executive World Assembly delegate.[*] A council consisting of four World Assembly member nations, hereafter referred to as 'the council'. [/list] [b]ARTICLE 2 - POWERS GRANTED TO COUNCIL MEMBERS[/b] Elected council members within The Royal Sovereign Nations shall be granted the following powers, rights and authority: [list=1][*]The power to initiate a vote for the removal of a nation from the council. [*]The right to propose legislation and matters of discussion to the council. [*]The power to propose the ejection and banning of member nations of The Royal Sovereign Nations to the council. [*]The right to resign from the position of council member. [*]The authority to communicate to member states of the region. [*]The authority to communicate on behalf of the region. [*]The power to propose an amendment to the constitution The Royal Sovereign Nations to the council. [*]The right to vote on matters put to vote before the council. [list=i][*]With the exception of a vote to remove the council member in question.[/list][/list] [b]ARTICLE 3 - SPECIAL POWERS OF THE EXECUTIVE DELEGATE[/b] The incumbent executive World Assembly delegate is granted the following special powers: [list=1][*]The power to dismiss a council member immediately if the council member in question: [list=i][*]Violates the constitution [*]Engages in behaviour that violates NationStates rules. [*]Has been found unfit for leadership by the council.[/list] [*]The power to ban and/or eject nations suspected of raiding activity without warning. [*]Pardon a member state if the state has violated the constitution for the following reasons: [list=i][*]In order to preserve the region from destruction. [*]In order to protect the region from hostile activity. [*]In order to enforce NationStates rules and codes of conduct.[/list] [*]The power to veto legislation or votes passed by the council.[list=i][*]With the exception of a vote to remove a council member.[/list] [*]The power to decide the outcome of tied votes.[/list] [b]ARTICLE 4 - THE RIGHTS OF MEMBER STATES[/b] Member states are granted the following rights upon 5 days consecutive residency within The Royal Sovereign Nations: [list=1][*]The right to petition an appeal to legislation. [*]The right to a hearing before being banned and/or ejected from the region. [*]The right to participate in elections and referendums held within The Royal Sovereign Nations. [*]The right to run for public office within The Royal Sovereign Nations. [*]The right to request a referendum.[/list] [b]ARTICLE 5 - EMBASSIES[/b] Embassies can be constructed following: [list=1][*]Council approval via vote. [b]OR[/b] [*]Approval from the incumbent executive World Assembly delegate. [b]OR[/b] [*]A successful referendum. [/list] Embassies can be withdrawn following: [list=1][*]Council approval via vote.
