On the 28th of May, 2019 -by autonomous will and insight- an official and immediately effective edict from the Imperial High Office of the Cancellarius was given; this edict called for the creation and subsequent implementation of a new state organ to solve issues related to the co-operative dynamic between Imperial Law and that of the IGA (Imperial General Administration), that would have otherwise if left unattended, eroded the credibility and soundness of the Imperial Judiciary. Hitherto, said organ is to be officially known as The Imperial Special Legal Committee, of which the abbreviation IMPSPEC (IMP-SPEC) is to be used in all public discourse when more practical. Any other personal abbreviations propagated in/via public discourse are deemed impatiently heretical and are punishable by an act of the Imperial Government.

The Fifth Empire is ever so steadfastly dedicated and convicted to the ethos of Fascism; of which the great pillar-principle of fair, just, incorruptible, strong, and efficient law is among the goals of the Empire's efforts. To that end, in order to maintain said goal, an impartial and objective judgement via impartial and objective legal processes is paramount. To protect and enforce this noble necessity and requisite, The IMPSPEC shall -among other things- govern as the primary law-enforcement and misconduct-assessment force in special situations where default law-enforcement (Imperial Justice Ministry/Judiciary under control of Karathi) is hung from carrying out their work due to strong personal bonds/affiliation with the policy under attack. Thus, better safety with judgement is achieved, as a neutrally aligned, 3rd party will observe and/or objurgate.

An aforementioned situation may occur, for example, when respected comrade Imperial Chief Justice/Minister Karathi acts in the capacity of Deputy Domestic Legislator/De Facto Minister of Domestic Affairs according to Imperial Law, when no other person is available for the Ministerial Council-position. This can be due to lack of time or interest among Imperial subjects, the dismissal or resignation of the previous Minister, or the previous Minister dying...ceasing to exist within the great Empire. Any new Domestic-related edicts, decrees, laws, policies, or protocols that the deputy legislator would then implement, would fall under the purview of the IMPSPEC in regards to leqality viewpoints and consequences.

✠ Duties & Responsibilities of the Committee ✠

1 Executing the work of the Imperial Judiciary/Justice Ministry in cases where it is disposed or personally bound to the law as focus of the work, and thus may not be able to properly function as an objective 3rd party. Said work involves A) Investigations into suspected or alleged cases of misconduct or disloyalty to the parts of the overall Imperial Law, which pertain to the Imperial population or requiring observance from them. B) Assessing blame and determining punishment, if any. And C) Determining and reviewing the legal compatibility of any new major element of Imperial Law, should primary Judicial forces be unable to do so due to anti-impartiality factors. The Initiative for the work-prodecure(s) may come from within the IMPSPEC itself, Imperial Citizenry, or Officials of the IGA.

2 Passive-actively examining the overall consistency and feasibility of Imperial Law, pointing out potential faults or suspected counter-productive anomalies within, and then relaying these -correction recommendations included- to both the respective Councillor(s) or Imperial Officials responsible, as well as to the HIGHCOM's Cancellarius, and thus assisting the Cancellarius in his own duties of maintaining the overall efficiency of the Empire. Thus, the IMPSPEC will act in this manner as an intermediary and anchor between different Imperial Departments and the outcome of their practical work.

3 Monitoring the ability of Ruling Council and other HIGHCOM subordinated IGA members to commit their work accordingly and to stay consistent and true to the policies and other rules or protocols guiding their work. Potential, seen, or suspected fault is to be directed to the Cancellarius as the head of the Ruling Council, with the IMPSPEC's official recommendation of action enclosed. The Cancellarius will process said cases and ultimately determine the shape and form of any consequence. While each Imperial Minister of the Council is personally responsible to the Cancellarius for the enforcement and active implementation of the work within their sphere, including legislative elements, the IMPSPEC is a state organ designed primarily with the benefit and interest of the Imperial Citizenry in mind, and thus, is an official platform and route for them to efficiently voice concern or displeasure with Government activity.

✠ Rights & Powers of the Committee ✠

1 To expel Imperial Citizens with influence level of medium or lower regardless of prior criminal record, and who have violated regional integrity within the spheres under the committee's purview. Said expulsion can be either temporary, or indefinite/until-further-notice by nature, and can take either the form of swift eviction or a harsher ban, barring re-entry to the extent of the IMPSPEC's decision. High, to Very-High Influence nations have a more protected status, and more radical consequences the IMPSPEC may wish to set upon those guilty, will have to be given final approval by HIGHCOM.

Sub-Note: All members of the IGA are automatically classified as "High-Influence", regardless of actual in-game calculated influence.

2 Not every form of disciplinary action is an expulsion, there is a relatively wide sense of variety. The IMPSPEC then, holds the right and power to -among other things- to suppress posts, issue temporary posting prohibitions, restrict embassy-posting, or give pre-emptive migration prohibitions to individuals outside Imperial borders, embassies or otherwise.

Sub-Note: Uncertainty within the committee as to the usability of the form of punishment (especially if imagination is used and/or not mentioned here) may be checked by contacting Imperial HIGHCOM.

3 While the office of the Cancellarius is heavily protected, citizen members of the IMPSPEC have the right to make complaints of the Cancellarius. These must be directed directly to the Emperor himself, and the Cancellarius must be made aware of the nature of the complaints towards him so that he may discuss them optimally and confidentially with the Emperor.

4 To issue recommendations of correction, with specified method and form of correction, for parts of the Imperial Law to the respective Ruling Council Minister. All Minister are obliged to acknowledge and read, and take into consideration the given recommendations. While it is not mandatory to follow said recommendations (With its natural risks involved from the direction of region Highest Authority) said recommendations from the IMPSPEC are not to be ignored either

Sub-Note: Imperial Advisers may naturally comment anything on anything (constructively/respectfully) outside the IMPSPEC and are to be heard. The IMPSPEC, however, also gives stronger chances for the population's voice to be heard through the upstanding members taken from their midst.

✠ Membership & Structure of the Committee ✠

1 Committee Membership may not exceed eight (8) at any time. The minimum required amount of appointed members for the committee to exist and operate is four (4). When no committee is present when it would be needed, Imperial HIGHCOM (Emperor & Cancellarius) together with the Imperial Advisory Board will act in its stead.

2 Members of the Imperial Advisory Board (Max [3] Advisors), are automatically and by default, given seats within the committee. They are also the only Imperial Officials (Tier Delta and above in the hierarchy) representing the IGA's side and allowed membership. No exceptions. At least [1] member of the Advisory Board must be on the committee however, to have the IGA represented and tied.

3 Imperial Citizens applying to the committee must be A) of strong Imperial-Fascist mental character, and B) party to possessing no prior criminal-marks or misconduct in their personal record.

4 All citizen-members are unanimously vetted and appointed by HIGHCOM's consideration unless The Emperor willfully concedes the decision solely to the benefit of the Cancellarius. Any Imperial Citizen may apply at any time if free space is available, and thus, for sake of convenience and efficiency, no elections to regular membership is held.

5 All committee members are held responsible to the Fifth Empire, HIGHCOM, and Fascism.

6 All citizen-based committee members earn a well-earned and appropriate promotion to a higher level within the Imperial Hierarchy, with more chances and ability to affect Imperial life.

7 Up-to-date committee composition is visible on the Imperial Population Catalog.

8 Committee sessions are overseen and lead/directed by the Esteemed Chairman/Chairwoman of the Imperial Special Legal Committee, who can expel members if their behavior is counter-productive/disrespectful/harmful, or they are deemed incompatible with the nature and work of the committee, and the Fascist axioms behind it.

9 To expel members, the committee chair has to initiate a vote-of-no-confidence on suspected individuals, or personally request the transfer, or dismissal of members by direct intervention from the Empire's Highest authority; The Imperial HIGHCOM.

Difference: Vote of no-confidence is always to be respected, noticed, and appropriately acted upon by the HIGHCOM, requests are up to consideration.

10 The Esteemed Chairman/Chairwoman of the Imperial Special Legal Committee is chosen by vote from within the committee by the committee.

11 Members are free to resign at any time for any of the following reasons by either public statement or private statement to Cancellarius: Insufficient personal time to meet expectations, health-problems or excessive stress, grave matters requiring personal attention. For any other reason than listed above, a resignation must be requested and accepted resignations come with a one week [7] days of transition time, during which member participation in potential committee proceedings is desired and expected.

✠ Committee Internal Processes & Work-Execution ✠

✠ The Committee Within the Fifth Empire ✠ (80% done)

1 The IMPSPEC is a mostly autonomous and independent State political organ. This does not separate it from the structure of the Imperial power, however. Work carried out by the IMPSPEC is reviewed and ultimately overseen by Imperial HIGHCOM as well as the spiritual essence of Fascism imbued within ourselves and our home. While most cases would be done and dusted in accordance with the decision and will of the committee, in some situations the HIGHCOM's final deliberations are required. This would include for example, IMPSPEC issued expulsion order of a High-ranking Imperial Official, or an otherwise very influential and important member in the life of the region.

2 Minister Council-members as figures of primary Imperial Authority are given the right to alter IMPSPEC decisions to an extent. This reserves the well-earned status of said leaders, without sacrificing too much of the meaning and importance of the IMPSPEC and it's existence as a pro-citizen oriented platform of influence.

2.1 Minister Neo-Cuba, reserves the right to freely alter embassy-posting restrictions set by the IMPSPEC by 50%, or +/- 2 days per every 4 days issued to embassies under his purview. This principle applies equally to Minister The Cumbrian State for the Axis-promoted and/or integrated regions under his supervision.

2.2 The Imperial Minister of Domestic Affairs may increase or decrease the duration of eviction or issued bans by 1/3rd of the amount given, or 33.3%, or 1 day per every 3 issued. As restrictions on movement are of more serious nature than restrictions on speech, the appropriate level of seriousness and gravity is required to ensure that decisions are carefully thought-out as there will be less room to manouver afterwards.

2.3 The Imperial Minister of Domestic Affairs may increase or decrease the duration of pre-emptive migration prohibitions on specific individuals by [2] days for issued 0-10, by [3] days for issued 11-15, by [4] days for issued 16-22, and by [5] days for issued 23-30. The IMPSPEC may not issue longer migration prohibitions than 30-days, and with the [5] days max allowed increase by the Domestic Minister, 5-weeks is the absolute end-limit.

3 The IMPSPEC's relation to the administrative-political power is also seen in the following ways: 1) The Emperor and/or Cancellarius review the compatibility of all applicants and decide upon their admittance. 2) The Emperor and Cancellarius dismiss members, in concert and co-operation with the esteemed chairman/chairwoman of the Committee, and 3) The Committee is regulated by the (this) edict of the Cancellarius.
