Rules of Procedure and Operations
Red Wolf Alliance Senate


Chairman of The Senate


Article 1
    1. The Chairman of the Red Wolf Alliance Senate shall be the Honourable Founder of the Red Wolf Alliance region.

    2. The Chairman of the Senate shall be responsible for implementation of the Rules of Procedure and Operation, Maintenance of order and decorum, Calculating of Senate Votes on Bills, introducing new legislation on the floor (if applicable) and updating the Senate Archives Dispatch, and reviewing a proposed legislation for its Constitutionality.

    3. The Chairman shall be the Chief Representative of all actions of the Senate to all of the Government Institutions of the region.

    4. The Chairman shall not be allowed to cast a vote in the Senate.

    5. The Chairman also has additional powers to submit an application to the President to call for a Joint Meeting of both the houses when a bill has been reverted back to the originating House at least twice.

    6. The Chairman may not reject any bill, unless there isn’t a constitutionally valid reason behind it, and the reason must be publicly announced through a Public Notice. The Proposer of the Bill may move to the Supreme Court if the proposer feels that the reason given by the Chairman is not justified for its rejection. The decision of the Court is final in the matter and shall set legal precedent.




Membership And Disqualification


Article 2
    1. Senators shall be Citizens who are elected in the General Elections.

    2. Any member of the Senate may be suspended, have their mandate terminated or replaced by-

      a. By the Party- Suspension up to a maximum of 14 days. A replacement of mandate can also be done by the Political Party of the Senator, within 7 days of the termination of his mandate.

      b. Temporary Suspension by the Chairman- the Chairman of the Red Wolf Alliance Senate is allowed to temporarily suspend any Senator for unruly behavior for a period of maximum 7 days or until the bill has passed both the Houses of Parliament, whichever is shorter. The Suspension Order for unruly behavior must have sufficient amount of evidence proving the Senator’s misconduct and must be countersigned by the Chief Justice on behalf of the Supreme Court, agreeing to the reason being valid and constitutional.

      c. By a Supreme Court Verdict- the Supreme Court may either suspend the mandate of a Senator or remove him from office, depending on the crime committed, if a verdict finding the Senator guilty of a crime is signed by the Chief Justice of the Supreme Court.

    3. The duties of Senators are:

      a. To debate legislation proposed in the Senate ;

      b. To vote on legislation

        i. Senators may be dismissed if they have three consecutive DNVs over at least three calendar days of voting, and they haven't informed the Chairman prior to the voting in this regard.

      c. To propose legislation and ask questions;

      d. To question the government and keep it in check;

      e. To work in favor of prosperity and progress of the region as a whole.




Legislative Procedure


Article 3
    1. The Regional Parliament shall consider Bills of three types:

      a. Emergency Bill - Emergency Bills may be proposed by the President only after having consultations with the Government. An Emergency Bill may be used if the Government finds a particular issue to be in need of urgent addressal, the explanation of which must be done in the Preamble clauses of the Bill itself. Emergency Bills are introduced to the Senate by the Senate chairman upon the request of the President. Emergency Bills shall have only one reading and one vote, both lasting 24 hours.

      b. Regular Bill - Any Bill apart from those classified as Emergency Bill shall be called as Regular Bill. A Regular Bill will follow all the procedures highlighted in articles 5 and 6.

        i. Minimalist Bill - A Minimalist Bill is a bill that only repeals a bill or guideline, amend a piece of legislation for numbering or fix grammar or wording. A Minimalist bill shall follow the procedure highlighted in article 7

      c. Motion - A Motion can be introduced by any Senator. A motion will follow the procedures highlighted in Article 8.

Article 4

    1. The Regional Parliament shall have majorities of two kinds-

      a. Simple Majority - A simple majority is defined as the vote of more than 50% of the members of the Senate. A simple majority is required for the following cases:

        i. the passage of laws;

        ii. the amendments or repealing of existing laws;

        iii. the affirmation of motions;

        iv. the affirmation of house declarations;

        v. Cabinet confirmation votes.

      b. Super Majority - A super majority is defined as the vote of 2/3rd of the members of the Senate. A super majority is required in the following cases:

        i. Implementation of Constitutional Amendments;

        ii. Vote of Impeachment and Removal from Office against the President, Members of the Cabinet, the Government, members of the Role-play Committee, member of the Moderator Team and all other members assisting in Regional Governance.;

        iii. Overturning of Executive Orders;

        iv. Overturning of Presidential Vetoes;

        v. Confirmation of Justices;

        vi Calling for a snap General Election.

Article 5 - Legislative Procedures for Bills

    1.1st Reading – General principles
    The bill as originally written by the author(s) shall be read in front of the Senate and shall be debated on its principles for 1 day

    2. 1st vote – Vote on the principles
    The Senate shall vote whether or not this bill should be considered. If the bill passes the vote it shall move up the legislative procedure, while if it fails it shall be immediately discarded.If it Passes with overwhelming support, it shall move up the legislative procedure as stated in article 6.

    3. 2nd Reading – Amendments stage
    The bill shall be read again, as authors will have a chance to change parts of their bill between the 1st and 2nd reading, and Members of the Senate may submit amendments to it following the regular procedure for amendment. The debate shall last 1 day. If there are no amendments submitted during the 2nd reading, no vote has to take place and the bill is immediately eligible for the 3rd reading.

    The Senator loses the right to submit amendments after the lapse of the debating period or the time the Chairman closes the discussion chamber, whichever is later. This is without prejudice to the fact that amendments may be rejected if deemed ineligible for voting or prohibited by some other law.

    Senators who claim to be prejudiced or deprived of their right to pass amendments shall inform the Senate of such grievance and the same shall be addressed by the Chairman. The Chairman reserves the right to resolve it in favor of the aggrieved Senator or maintain its position. In case the Senator disagrees with the position of the Chairman, he may use the available remedies made available to him by the Constitution and other laws, which is but not limited to, filing an action in the Supreme Court.

    4. 2nd vote – Amendments vote
    Members of the Senate shall vote on the amendments proposed

    5. 3rd reading – Final draft
    The final version of the bill shall be read, after which the bill can no longer be changed by the author, and debated for 2 days.

    6. 3rd vote – Final division
    The Members of the Senate shall vote to pass or reject the bill. After a bill is passed by the Senate it is sent to the President for their approval.

Article 6 - Special Procedure For Bills with Overwhelming support

    1. 2nd Reading - Amendments stage
    The bill shall be read again, as authors will have a chance to change parts of their bill between the 1st and 2nd reading, and Members of the Senate may submit amendments to it following the regular procedure for amendment. The debate shall last 1 day. If no amendments are submitted, the bill shall automatically move to the 3rd and final vote, skipping the 2nd vote and 3rd reading.

    2. 3rd vote – Final division
    The Members of the Senate shall vote to pass or reject the bill. After a bill is passed by the Senate it is sent to the President for their approval.

Article 7 - Special procedures for minimalist bills

    1. 1st Reading - General debate
    The bill as originally written by the author(s) shall be read in front of the Senate and shall be debated for 1 day.

    2. Final vote
    The bill shall be voted on as introduced. If it passes it shall be delivered to the President for their assent, and if it fails it shall be discarded from the legislative process.

Article 8 - Legislative Procedures For Motions

    1. 1st Reading – Debate and Amendments
    The motion as originally written by the author(s) shall be read in front of the Senate and shall be debated for 1 day. Senators may submit amendments to the motion during this time.Appointment bills may not be amended

    2. 1st vote – Amendments vote
    Members of the Senate shall vote on the amendments proposed. If there were no amendments, the motion skips this stage.

    3. 2nd vote – Final division
    The final vote immediately follows the second vote if there is one. This is a vote to pass or reject the motion.

Article 9 - Extension of Senate Debates

  1. Senate debate periods may be extended or shortened through the following process:

    1. A Senator must say in the correct discussion chamber that they motion to extend or shorten the Senate debate, and must provide a length for the extension or shortening of the debate period.

    2. A vote shall then be held, and once a majority of Senators agree to extension of shortening of the debate period, the debate period shall be changed and the vote shall end. If a majority isn't achieved before the end of the debating period the motion shall fail.
