Bill and Amendment Process Directive


The Senate's Bill and Amendment Process Directive

The Excelsior Senate approves and decrees:

Article 1 - Any full citizen may propose a bill or amendment.

  1. For the purposes of this directive "bill" refers to "bill or amendment" unless otherwise indicated.

  2. Any bill proposal shall be submitted to the Excelsior Chancellor (herein "The Chancellor"), who will oversee its voting process.

  3. The Chancellor will refuse any bill proposal which is not in accordance with this directive, and duly justify the reason for the refusal.

  4. Bill proposals shall be sent to the Chancellor via telegram. The proposer can, however, write its proposal on the forum and send a link to the thread to the Chancellor.

Article 2 - Upon receiving a bill proposal and verifying its legality, the Chancellor shall notify all the senators, via telegram and discord messages, and create a thread in the Senate Board.

§ The thread shall follow the bill formatting rules.

Article 3 - The Senate will then have 48 hours to discuss the bill.

§ A senator may request an extension of the discussion period, for no longer than other 48 hours. Such request shall be justified and submited to the Chancellor, who will defer it or not.

Article 4 - After the discussion period, the senators will have 24 hours to submit a pro approbatiem (before approval) amendment.

Article 5 - Following the pro approbatiem amendments proposal, the Chancellor shall create a new thread, including the original proposal and the proposed amendments.

  1. Attached to the thread, there will be a poll asking if the senators approve or disapprove of the proposal.

  2. Furthermore a similar poll shall be created for each of the pro approbatiem amendments proposals.

  3. The senators will dispose of 72 hours to vote on all the polls attached.

Article 6 - The results of the voting shall be announced in up to 48 hours after its ending.

  1. If the bill approved was not an amendment, it shall be posted on the forum and added to the Founder Excelsior's factbooks, as a law, act or directive.

  2. If the bill approved was an amendment, the altered law, act or directive shall be accordingly modified in all of its versions.

  3. If the bill was not approved, it shall be kept in the Senatorial Archive, in the forum.

Article 7 - Every bill shall be written as this directive is.

§ The Excelsior Court shall resolve any discussions about the correct way to write a bill.

Article 8 - No bill will be approved with a number of votes inferior to 1/4 of the total of senators.

  1. A constitutional amendment proposal shall have a minimum quorum of 2/3 of the Senate.

  2. Until the league has gathered 20 active residents, this article shall not be taken into consideration.

Article 9 - A non-amendment bill proposal can have amendments proposals appended to it. In this case, both the bill and the amendment proposals shall be voted as one.

Article 10 - revocation proposal will follow the same rules established in this directive, except for the possibility of pro approbatiem amendments to be proposed.
