Ladies and gentlemen of the Parliament of the United Nations of Earthlings.

As a region, we have had our share of longtime members, inactive members, members who have ceased to exist, and members that are no longer with us in our community.

But there is a significant amount of members who we can trust that are no longer with us.

In this piece of legislation, I hereby propose the following:

Allowing any member who was a citizen member of the UNOE at any point to be able to apply for dual citizenship, even if they do not reside currently in the region.

Stipulating that any application must be carefully reviewed without bias or prejudice by the Foreign Ministry and the Ministry or Defense & Security.

Once granted, that any dual citizen shall have the same rights and privileges as a UNOE resident citizen such as the ability to vote in UNOE elections and Parliament, participate in the RMB, and claim a regional map spot while limiting the rights and privileges to the ability to run for a government office or any abilities outside the scope of what gameplay is possible.

Once passed, effective immediately and directing the regional government to immediately set into action a plan that conforms to this piece of legislation.
