Vice-Chancellor/Speaker of the House Act
Justification: Recently the current Chancellor, Nigel the victorious, has chosen a Vice-Chancellor, Incredible_E. The decision faced difficulty when the President of the Republic or Tatenda sited two sections in the Tatendan Constitution, but only one is relevant in this matter. He stated: The House of Commons shall choose their other Officers, and also a Speaker of the House, in the Absence of the Vice Chancellor, or when they shall exercise the Office of Chancellor of the Republic of Tatenda. This ONLY sites that IF a Vice-Chancellor is not chosen then the House of Commons will choose a Speaker. ,in the Absence of the Vice Chancellor, (Tatendan Constitution, Article II Section II Subsection 5).
Hereby decrees:
1. If the current Chancellor has not chosen a Vice Chancellor, then a Speaker of the House will be elected.
2. If a Vice Chancellor is chosen by the current Chancellor, then the Vice Chancellor shall act as the Speaker. Only if there is no current Speaker.
3. If a Speaker is already elected, and the current Chancellor has chosen a Vice Chancellor, then a vote will be casted if the Speaker will still hold their position or if the Vice-Chancellor will assume the responsibilities.
4. Powers: The speaker/vice chancellor shall have the title and role of president of the house. They get to decide the timetables for the votings on bills, and are the ones who lead the voting. The president of the house is still able to vote, and does not have to renounce their party.
