The Lactose Legislation of 2019

Any person or persons who develop or are born with lactose intolerance are given up to a maximum of 2 weeks to exit the
Holy Empire of Flagus.

Any person(s) who do not act in accordance with this legislation are classified as criminals and are stripped of their citizenship prior to their release date.
The punishment for such grievous misconduct depend on the severity of avoidance. The least severe being banishment, and the worst being capital punishment or in rare cases execution.
