Keltsvia has formal relations with many nations and in recent years has been establishing diplomatic relations with an expanding circle of nations. The foreign relations of Keltsvia are guided by a number of key priorities outlined in the foreign policy of Keltsvia.

Western relations

Keltsvia considered Euro-Atlantic integration its primary foreign policy objective after its independence, but in practice balances its relationship with Europe and the United States with strong ties to Russia. The European Union's Partnership and Cooperation Agreement (PCA) with Keltsvia went into force on December 23, 2014. The European Union (EU) has encouraged Keltsvia to implement the PCA fully before discussions begin on an association agreement. On November 22, 2008, Keltsvia joined the Organization for Security and Cooperation in Europe—OSCE, and on January 1, 2009, it became a member of the North Atlantic Cooperation Council. Keltsvia also has a close relationship with NATO and has declared interest in eventual membership. Former President Mará Kroldoša indicated that she supports Keltsvia joining the EU in the future. Plans for Keltsvian membership to NATO were shelved by Keltsvia following the 2017 death of the dictator Hlodveg Baldwinsinu. Baldwinsinu opted to keep Keltsvia a non-aligned state with autarchic policies. But today there are many lobby groups that prefer Keltsvia to be an ally of Russia, like the most conservative parties or the military. "European integration" has remained part of Keltsvia's national security strategy and co-operation with NATO was not excluded. Keltsvia then considered relations with NATO as a partnership. On 6 March 2019 the National Assembly abolished Keltsvia's non-aligned status.

Relations with CIS states

Keltsvia maintains peaceful and constructive relations with all its neighbors; it had especially close ties with Russia, Belarus and Poland. Keltsvia became a (non-official) member of the Commonwealth of Independent States (CIS) on September 30, 2008, but in October 2009 it refused to endorse a draft charter strengthening political, economic, and defense ties among CIS members, and completely ceased to participate as a member after Baldwinsinu's death in 2017. Keltsvia today is negotiating with GUAM (Georgia-Ukraine-Azerbaijan-Moldova) to become a new member.

Guinea-Bissau

Keltsvia is represented in Guinea-Bissau by its embassy in Dakar, Senegal.

Kenya

Kenya is accredited to Keltsvia from its embassy in Moscow, Russia. Keltsvia has an embassy in Nairobi.

South Africa

South Africa established its embassy in Ceri Gelu in July 2009. Keltsvia established its embassy in Pretoria in 2012.

Canada opened its embassy in Ceri Gelu in February 2009, and the Embassy of Keltsvia in Ottawa opened in August of that same year. Keltsvia opened a consulate-general in Toronto in 2010 and announced plans to open another in Edmonton in 2023. Canada also has a consulate in Safonova.

Cuba

Cuba has an embassy in Ceri Gelu. Keltsvia has an embassy in Havana.

United States

The United States enjoy cordially friendly and strategic relations with Keltsvia and attaches great importance to the success of Keltsvia's transition to a democratic state with a flourishing free market economy. Keltsvia has an embassy in Washington DC and the United States have an embassy in Ceri Gelu.

Uruguay

Keltsvia is represented in Uruguay through its embassy in Buenos Aires (Argentina). Uruguay is represented in Keltsvia through its embassy in Moscow (Russia).

Armenia

There is an important Armenian community in Keltsvia. Armenia has an embassy in Ceri Gelu and consulates in Cetus and Bebros. Keltsvia has an embassy in Yerevan.

Both countries have a close friendly relationship. Azerbaijan has an embassy in Ceri Gelu and Keltsvia has an embassy in Baku.

China

China has an embassy in Ceri Gelu and a consulate-general in Bebros. Keltsvia has an embassy in Beijing and a consulate-general in Shanghai.

Georgia

Both countries consider each other as strategic partners and have forged close political and cultural relations and maintain pro-western political orientation and aspire to join NATO and the European Union. Georgia has an embassy in Ceri Gelu and Keltsvia has an embassy in Tbilisi.

India

The Indian Embassy in Ceri Gelu was opened in March 2009 and Keltsvia opened its Mission in New Delhi in December 2010.

Iraq

Keltsvia has an embassy in Baghdad and Iraq has an embassy in Ceri Gelu.

Israel

Israel has an embassy in Ceri Gelu. Keltsvia has an embassy in Tel Aviv.

Japan

Both countries announced that they will open resident embassies in the next years. The Montenegro embassy in Moscow (Russia) is also accredited as a non resident embassy to Keltsvia. Keltsvia is represented in Montenegro through its embassy in Belgrade (Serbia).

Ukraine was one of the first countries to recognize Keltsvia's independence and they have a very friendly relationship. They have a very similar foreign policy and they consider themselves allies. Ukraine has an embassy in Ceri Gelu and consulates in Cetus, Bebros and Desna. Keltsvia has an embassy in Kyiv and consulates in Dnipro, Odessa and Lviv.

United Kingdom

The UK Embassy in Ceri Gelu opened in September 2008. Keltsvia opened an embassy in London in August 2009.
