Government Draft of 3/8, Version 5

This is the Administrator's version of the draft. It has been edited for style and grammar. Some alterations were made to the election and government structure.

Recognizing that a smaller government is required to allow the current officers to act in an official fashion effectively. Accounting for a smaller pool of candidates than previously expected. Lastly coming to terms with the idea a more structured government is the best path to prosperity. This further resolves the issues of a focus on guilds that were not being put to use as-well as other party related focuses that similarly were unnecessary and as such better off removed.

This draft is created and submitted to The Administrator for review and hopefully proposal to the region as a necessary change to government.

The Government is composed of six primary positions, a delegate, and five secondary positions.

The cursory term limit for all officer positions is three months.

Democratic polls are held every three months to select an officer for each position, with the exception of the Founder. The Marshal has discretion over the requirements or conditions of a regional poll.

If a position is empty for any reason, it is subject to a first come, first serve policy. This policy is overseen by the Marshal. The Marshal has the ability to recommend a candidate to the Founder, who can then auto-fill the position.

This policy only becomes active when no more than a single person is interested in a vacant position. This policy is dependent on the capability of the interested individual, per the judgement of the Marshal and the Founder.

The Primary Positions are
Founder,
An executive position that maintains order.

Marshal,
Oversees elections and serves as judge during trials. Upholds the duty of maintaining legislative records.

Vanguard,
Manages all regional media, forums, and offsite activities. Promotes activities and polls within the region.

Administrator,
Writes, edits and submits regional legislation. Reviews legislation before it goes to the polls.

Dungeon Master,
Designated head of regional role-play activities.
The Secondary Positions are
Chairman,
Director of regional lore and of the World Builder Association (WBA), which expands upon regional lore.

The Raven,
Administrator of guilds and ambassador of foreign relations.

Think-Tank,
Dedicated to proposing improvements and preparing plans for executing new ideas and/or regional projects.

Executive Recruiter,
Dedicated recruiter and greeter. This position places more emphasis on direct engagement rather than massive campaign recruitment.

The Eagle,
Head of the military and its operations.
The Delegate is the people’s representative in the region and may be held by an existing officer. Duties of the delegate are firstly to relay to fellow officers what the people want, being sure to fulfill anything they had perhaps promised in a political campaign by the end of their reign. Next is to ensure officers remain active and projects are being worked on in an efficient manner. Lastly he will uptake any role delegated to the founder if the founder is not available. Other include responding to diplomatic telegrams, responding in reasonable force to troublemakers, and directing his fellow officers when focus is lost.

The poll for delegate is to be managed by the region's Marshal, or by the Founder if there is no sitting Marshal at that time. The Delegate "may not" set up the poll, any other available officers must do so if need be.

Protective Directives I & II
If the sitting founder of the region is found to have done an inexcusable act such as being corrupt, inactive, or outright malicious it is the duty of the sitting officers to convene and decide upon a new founder. A migration to a new location occurs immediately following the decision.
If a sitting officer of the region is to have been corrupt, inactive, or outright malicious it is the duty of their fellow officers and founder to remove and replace said officer.
