1993 Defence White Paper

In 1993, a white paper was issued to create the following procurement requirements:

1. A low-cost short range interceptor to confirm and engage hostile targets. With JATO, will be capable of launching from a modified missile launcher, which often must be capable of handling thirty tonne loads to begin with.
2. A high-cost quasi-stealth supersonic interceptor (generation 3.5).
3. A carrier-capable STOL stealth fighter for expeditionary and semi-prepared runway purposes, plus downgraded variant where the reinforcements for catapult takeoff is removed for improved range.
4. CAS aircraft capable of taking off from a carrier but not landing on a carrier for expeditionary purposes.
5. Downgraded CAS aircraft for training and reconnaissance. Reduced armor, engines incapable of war emergency power / afterburning.

The Army Air Arm was exempt as they were limited to close air support aircraft that were fueled by diesel.

After months of design, simulation, and competing proposals, the following aircraft were accepted by the military:

1. SR.177 with Rolls-Royce Spey
2. F/A-18E, with a gold coated canopy
3. F/A-18E
4. A-4AR Fightinghawk
5. T-45 Goshawk (modified/simplified)
