House Bill 4: Speaker Responsibilities & Election Clarification Act
Purpose: To clarify the existing duties, responsibilities, and election process of the Speaker.
Article 1: Speaker Elections and Term Limits

1. A Speaker shall be elected at the beginning of a new term of the House, which is after a House Election.
2. A Speaker may serve no more than 3 consecutive terms.

Article 2: Speaker Responsibilities Expansion

1. When holding a session, the Speaker must ensure that all are alerted that a session has begun. Any attempt to conceal this shall be considered malfeasance.
2. If a Bill is proposed and seconded during a session, the Speaker must hold a vote on it. Not holding a vote on it shall be considered nonfeasance.
