I can't be bothered to write a proper factbook atm, so have this poorly thrown-together word-vomit instead:

Basically, De Imperii Americae is an alternate universe where the political and economic chaos of the Articles of Confederation persisted into the early 19th century, until a (currently unnamed) political strongman, inspired by Napoléon Bonaparte, proclaimed himself emperor. The newly founded American Empire assisted Napoléonic France far more heavily than they did irl, leading to a Napoléonic victory in the Napoléonic wars.
