[anchor=sec1][u][size=110]Section 1[/size][/u][/anchor] [font=BankGothic Lt BT]Each Commonwealth State has an obligation to prevent revolts in it, help out other Commonwealth states, if they can't deal with their revolts, and stabilize Commonwealth as a whole. Commonwealth States also can't declare military operations on their own - they must be approved by UCN council first. If a Commonwealth State breaks the Constitution in one way or another - declaring wars on its own, failing to prevent political opponents from taking over, being disloyal to the Commonwealth as a whole, etc, can, and [b][i]will[/i][/b] result in embargo of the said Commonwealth State, or even worse - kicking out of the Commonwealth. Such a state would be vulnerable to invasions, as each of the Commonwealth states could invade it at any time.[/font]
[anchor=sec2][u][size=110]Section 2[/size][/u][/anchor] [font=BankGothic Lt BT]Commonwealth States [b][i]can't[/i][/b] secede from the Commonwealth, unless Party's members decide to dissolve Commonwealth as a whole in vote between Party's members, or situation becomes so chaotic, that Commonwealth collapses, and Constitution can't be enforced anymore. Although state can be kicked out from Commonwealth in a Party's member vote, Commonwealth will aim to eventually retake it back at one point, or at least cripple it, and its economy. Same applies for some of the larger administrative regions within Commonwealth - Commonwealth States can vote to kick out some of their Autonomies out, and embargo them, if local governors break the rules in some way.[/font]
[anchor=sec3][u][size=110]Section 3[/size][/u][/anchor] [font=BankGothic Lt BT]New Members can join Commonwealth in two ways - either by conquest, where Commonwealth conquers other country, and forcibly integrates it within itself, and other, more diplomatic approach. In order to join the Commonwealth diplomatically, other country's government has to show a diplomatic interest in it. Then, Party's members must accept the request at first in a vote in parliament. After that, Commonwealth, and other country will enter an alliance, as a transition period to integration. During it, previous government of the applicant nation must be changed, if it is different from SC's government - if it is relatively similar, then integration process simply continues. When integration would be complete, other country would receive full membership of the Commonwealth, and would be annexed in it. Process can be stopped, if government gets voted out, or overthrown, but then Commonwealth will most likely declare war to take the country with force.[/font]
[anchor=sec4][u][size=110]Section 4[/size][/u][/anchor] [font=BankGothic Lt BT]Each Commonwealth State has 200 seats in the UCN HQ in New York (Except for Antarctica, which hasn't been fully integrated yet), and it has politician representatives from many of the ethnic groups within Commonwealth states, who ensure, that some of the other regions get represented in the larger council as well, not only local ones. All Commonwealth States have an equal amount of representation in the UCN council, and one vote for person. Each decision must be approved by at least 51% of members voting in favor. Each Commonwealth State also has rights to bear an army, in order to protect itself from internal threats, but at war time, they must be integrated into the Commonwealth's Army. Rights also include some individual laws, and rights to have their own currency, along with the Commonwealth Dollar.[/font]

[font=BankGothic Lt BT]If compared to Commonwealth states, Regional Autonomies, and Administrative Regions have lesser rights. Some of them function as some kinds of reservations, which have a small seat at the regional council at best. However, some of them have a big authority within the Commonwealth state, or perhaps have even earned the right to host Commonwealth State's capital. While they also govern independently, their ideas usually have less weight than the leading member of Commonwealth State, and their troops are usually treated with suspicion, as the Autonomies are well known potential hotbeds of revolution. Still, a governor of Bolivia shouldn't be treated any different than governor from one of the America's Megastates, for an example.[/font]

[anchor=sec][size=150][center][b]Article 2[/b] - [font=BankGothic Lt BT]Religion[/font][/center][/size][/anchor]
[anchor=2sec1][u][size=110]Section 1[/size][/u][/anchor] [font=BankGothic Lt BT]Constitution places religion (especially Christianity) as one of the highest values of the Commonwealth, including patriotism, selflessness, and physical strength. Religion should play a large role in government, with clergymen from various religions in the Party, cooperating. Moralist education should be placed as one of the priorities in school, along with ideological indoctrination, which should ensure, that our children will grow into great citizens of our proud Commonwealth. Each religion, and its branch (Catholics, Protestants, Mormons, etc) should have a central priest, which could unite various groups all across the Commonwealth.[/font]
[anchor=2sec2][u][size=110]Section 2[/size][/u][/anchor][font=BankGothic Lt BT] However, religious freedom itself isn't a right, that Commonwealth grants - religion churches, which members aren't present in the government, or are not trusted by the government, will be taxed like normal institutions, heavily suppressed, or even made illegal - after all, faith is State's matter as well. Citizens should also abide by the local religion, but converting is illegal. Although atheism is not illegal, it should be discouraged in schools, in favor of populace with morals, and with prayer in schools. [/font]
[anchor=2sec3][u][size=110]Section 3[/size][/u][/anchor] [font=BankGothic Lt BT]At the same time, religious leaders and churches should be held accountable to the Party just like everyone else, and not be able to escape from SC's army judge harsh judgement. Churches should remain non-profit organizations, and use their money only for charity - most of the other things are decided by government's bureaucrats themselves.[/font]
[anchor=2sec4][u][size=110]Section 4[/size][/u][/anchor] [font=BankGothic Lt BT]Ideological, and religious warfare should also play a big role in army, and each unit should have a priest, and an army commissar, which could lead them in ideological, and religious crusade against capitalism, anarchism, atheism, communism, and other evils. Each governor should be religious, or at least pay lip service to whoever is the dominant religious group in their territory.[/font]

[font=BankGothic Lt BT]However, everything has limits as well - although constitution might be generous in favor of religious leaders, and SC sometimes is considered as a theocracy, they never should have complete control, because there are some places, where it creates obstacles, particularly in science, and vaccines. Despite the attempts of creating the ''religious science'', which could focus on both spiritual, and technical advancement, there still should be an eye kept on those, who seek to slow down scientific advancement either intentionally, or unintentionally.[/font]

[anchor=thir][size=150][center][b]Article 3[/b] - [font=BankGothic Lt BT]Freedom of Speech, Privacy, and political rights[/font][/center][/size][/anchor]
[anchor=3sec1][u][size=110]Section 1[/size][/u][/anchor][font=BankGothic Lt BT] In Commonwealth, freedom of speech is [b][i]not[/i][/b] a right, and someone must earn it through work, and contribution to the society. Besides that, criticizing government, both in internet, or privacy, is never a clever idea, and things like burning the flag, spreading forbidden literature, joining underground movements, taking part in protests, etc, will surely land the unfortunate soul in an underground dungeon at the least. In other words, it is not protected by the Constitution, and government has full rights to intervene.[/font]
[anchor=3sec2][u][size=110]Section 2[/size][/u][/anchor][font=BankGothic Lt BT] Privacy also is not protected by the constitution - it is legal for government (and SCPS) to use phone tapes, or any other evidence, that could help them. Privacy is not a value in SC's society as well - each building is supposed to have at least three cameras. Also, no question is too intimate, or delicate for SC's survey teams - it can ask any questions what it wants, and will demand answers. There should be only as much privacy, as government, and SCPS allows.[/font]
[anchor=3sec3][u][size=110]Section 3[/size][/u][/anchor] [font=BankGothic Lt BT]One of the obligations of citizens is to be loyal and faithful to the Commonwealth at all times, and report all of those, who might be potential traitors of the Commonwealth. No matter the political views, everyone must side with the Commonwealth during times of war, or large internal crisis, and people, who are using it as a fog for activities, which harm the state, will be punished severely.[/font]
[anchor=3sec4][u][size=110]Section 4[/size][/u][/anchor] [font=BankGothic Lt BT]Creation of new political parties is [b][i]prohibited[/i][/b], unless their creation is approved by the Party, and they serve as governors of a region. Politics are the monopoly of Party members, and those, who manage to get to higher ranks, and parties aren't supposed to be voted for in the first place. Any political action not sanctioned by state, or the Party is also illegal, and certain ideological groups still aren't welcome in the government.[/font]

[font=BankGothic Lt BT]Situation is similar with press as well - in fact, independent news magazines aren't even really allowed to operate, as SNN now is the only news website in SC, along with its regional branches. SNN has been granted absolute rights to monopoly of the information, that citizens can receive, and SNN exists in internet as well, so it has control over media there as well. Other sites can share SNN's content with permission.[/font]

[anchor=four][size=150][center][b]Article 4[/b] - [font=BankGothic Lt BT]Antarctica, and Outer Space[/font][/center][/size][/anchor]
[anchor=4sec1][u][size=110]Section 1[/size][/u][/anchor] [font=BankGothic Lt BT]As Antarctica is a part of the Commonwealth, there is no law, that prevents SC's companies from digging resources from it. Of course, terrain, and environment is harsh, but Antarctica still provides opportunities for untapped resources, and there is no treaty, which could block Overseer of Antarctica, or SC from mining the resources. Of course, there have been concerns about environmental impact, so licences to mining should be given carefully.[/font]
[anchor=4sec2][u][size=110]Section 2[/size][/u][/anchor] [font=BankGothic Lt BT]Outer Space's resources belong to the Commonwealth as well, so it is legal for state, or its companies to perform mining operations on asteroids, or other space objects. However, resources must be given straight to the Commonwealth's Main Bank in America, and no Commonwealth State can claim all resources for itself - they must be split. Besides that, sometimes costs outweigh the benefits.[/font]
[anchor=4sec3][u][size=110]Section 3[/size][/u][/anchor] [font=BankGothic Lt BT]No Commonwealth State, or an administrative region can claim parts of the Moon, Mars, or other space object on its own - it must be approved by the rest of Commonwealth States first in UCN HQ. Besides that, General Secretary Tom intends Space colonization to be a ''pan-humanity project, where all states would participate in'', so SC's space colonies should be governed by central government's officials at first, before a stable colony is set up, so regional administration could take place later on. If SC would take control of multiple planets, question about regional administration would become very important.[/font]
[anchor=4sec4][u][size=110]Section 4[/size][/u][/anchor] [font=BankGothic Lt BT]If any aliens are met, then SC should react neutrally at first, in order to find out, how advanced the alien civilization is - relations with other countries should be started cautiously. Depending on the results, SC might develop a trade alliance, military pact, neutrality, or just straightly annex the civilization. Of course, if only lifeforms, that space groups meet on a planet are non-sentient, colonization should be started as soon as possible. Still, eventually all of them would meet the same fate - being conquered by SC, and assimilated, so true humans could triumph.[/font]

However, resources must be given straight to the Commonwealth's Main Bank in America, and no Commonwealth State can claim all resources for itself - they must be split. [anchor=5sec1][u][size=110]Section 1[/size][/u][/anchor] [font=BankGothic Lt BT]Judiciary system belongs to the state - State has rights to appoint both judges, and lawyers. It can also easily deny any appeals from criminals, or not even grant a right to appeal, even on death row. State's courts also must show, that even being in a high ranked position doesn't let you get away from your sins. State's judgement should be efficient, merciless, cold.[/font]
[anchor=5sec2][u][size=110]Section 2[/size][/u][/anchor] [font=BankGothic Lt BT]Before trial, everyone must surrender their weapons (except for guards), and any possible things, that can be used as weapons. All of court sessions are closed sessions, and every session must have at least 3 judges. Bribing the judges is strictly [u][b]forbidden[/b][/u], and can even result in death, if done repeatedly. Sometimes, trials happen in war courts, to ensure integrity.[/font]
[anchor=5sec3][u][size=110]Section 3[/size][/u][/anchor] [font=BankGothic Lt BT]Most of the matters are judged by regional Commonwealth Government, or autonomy courts, and it is their obligation to solve the issue, as central government ''sees no reason to bicker over petty regional issues''. Exceptions are things, which affect Commonwealth as a whole, and are serious threats to it, like terrorist attacks - then such things are taken to UCN international court, which is located in New York as well.[/font]
[anchor=5sec4][u][size=110]Section 4[/size][/u][/anchor] [font=BankGothic Lt BT]Sometimes, regional governors can back out from judgement as well, and let the local communities to enforce the law, and judge the criminals, if incident is local, and small. One of the examples is Xeer in Somalia, and Cowboy courts in the Lone Star. However, not even those systems can fully guarantee justice, so both regional governors, and SCPS agents should be ready to intervene, and take situation in their hands, if it goes out of regional institution hands.[/font]
[anchor=5sec5][u][size=110]Section 5[/size][/u][/anchor] [font=BankGothic Lt BT]State has the monopoly on justice, as only neutral, state appointed judges can judge the situation objectively, not one of the sides involved in the conflict, which have been personally affected by the misdeed. That also means, that revenge killings aren't allowed either, as only state, and local courts can sentence people to death row. Mob lynching isn't allowed either, as they are not a professional police force. (Perhaps with exceptions on political dissent).[/font]

[anchor=6sec1][u][size=110]Section 1[/size][/u][/anchor] [font=BankGothic Lt BT]The President-Governor is the governor of a region, usually either a Commonwealth State, or a governor of a larger administrative region inside the Commonwealth state, like US megastates. President-Governor is elected by Party's members, usually for a lifetime service. Although for most of the time President-Governor stays in their office until they die from natural causes, illnesses, or some accident, they can resign from their office as well, or get kicked out by the Party, if they are doing their job poorly, or have committed a crime. In all three cases, Party elects a new President-Governor - citizens have little say in it. Governors can have alternate titles as well - for an example "Dictator", or "Caudillo".[/font]
[anchor=6sec2][u][size=110]Section 2[/size][/u][/anchor] [font=BankGothic Lt BT]Tom is the General Secretary, and Eternal President of Silver Commonwealth. He is a supercomputer, so theoretically he could rule for thousands of years, but he, just like every other computer, needs upgrades - both in OS, and construction. So, while the systems are updating, Tom shuts off. Until updates are completed, country is temporarily led by Main Secretary, which is kind of an equivalent of Prime Minister. Main Secretary is elected by the Party, just like the President-Governors.[/font]
[anchor=6sec3][u][size=110]Section 3[/size][/u][/anchor] [font=BankGothic Lt BT]Commonwealth's government is an oligarchy, as power rests in the hands of Party's members - Clergymen, militarists, some CEOs, scientists, farmers, and other people from ministries. While General Secretary has a large power as well, it is effectively limited by Party's oligarchy - mostly in order to avoid opposing groups from taking over, if too much power would lie in one's person's hands. Party usually decides things with secret ballot, although results can later be used by SCPS. This makes SC effectively a republic without a democracy. Or as Party itself describes, ''Democracy for the Party, totalitarianism for the rest''.[/font]

If business is deemed as ''too large'' by the State, it will face consequences.[/font]

Some of the farmers, and hunters, who regularly deal with dangerous animals, can carry a bit stronger guns as well. Only military, and other state structures should bear heavy weapons, plasma guns, or other strong stuff.[/font]

Smoking is restricted to certain areas as well, and if citizens can't get their life back on tracks themselves, state must do it with force.[/font]

The plan for future space invasions is... First to consolidate the gains on Moon, and then move on to Mars, and drive out any alien microorganisms, that might have been there, to ensure humanity's rule over the planet. Then plan involves colonizing the moons of the Gas Giants, and use Giants themselves as a source of energy to feed the capital planet - our beloved Earth, which probably will have mined out most of the resources, that it once had. This system's name is ''Human socialism'', which boils down to ''Socialism for humans and machines, corporatism for aliens!''. That said, our scientists have estimated, that in case of successful colonization, new humanoids will evolve out of humans there, which will raise concerns of definition of a ''mutie'' again. But we will care about that later. And no, just because anthro animals often appear in our cartoons, propaganda, and as mascots, doesn't mean, that we would like them as species as well.

Once our Solar System would be done with, we would need to move on, and repeat the process in other Solar systems. If we meet someone on other habitable planets, our war plan is simple - rain the soil with nuclear fire, airbursts, and toxic clouds, and force survivors to work on the planet in our favor, while settlers suit the planet for Human colonization. Once a stable Commonwealth's foothold has been established on the planet, assimilation process should begin. If we meet an empire, that is stronger than us, we should stick to them, and then betray them later on, when they are in a bad shape, and grab as many spoils as we can, until only we stand in the galaxy, as rulers of it. Some aliens will be given a chance to live, but under one condition - extensive modification of DNA material to such levels, that they would become practically indistinguishable from humans, at least to a visible eye. Either way, Earth's future will be glorious. And that wacko RNGOC's general with his nuking plans is going to achieve nothing - he has got a bunch of them, and now thinks, that he is a proper warlord, and savior, and now is mad against us, because we actually succeeded, unlike his leader. Causing a nuclear civil war between our Commonwealth, just when we have started to build... What a madness.

Nowadays, science is a very important thing, and the vessel, which moves society forward - nobody denies that. However, as a scientist, I am concerned, that militarists, and farmers are getting way too much lion's share from the country's budget, taking away money, which could be spent for useful scientist experiments. Thing is, that scientists can provide both of those things. Military? We can produce advanced robots, computer programs, holograms, unmanned aerial vehicles, submarines faster than sound, and even clone soldiers - make an army. Food? Also easy - synthetic meat, urban farming, dome greenhouses, and growing food in the spaceships. Nothing of that is too hard for us. Well, maybe food is - a few years ago, we hadn't got nearly as many possibilities, than we have now. Also, back then, farmers were truly essential, as our bright minds hadn't advanced that far yet. Even now, urban farming is only in experimental stage - costs for energy for the light would just simply be too many! I believe, that future lies in technocratic system, however, as scientists are one of the most universal organizations in the SC - they can provide food for people, protection for the country, administrate it, create new weaponry, aim for stars, etc. Who else - can you imagine farmers trying to craft a spaceship, or bureaucrats trying to grow food?

Due of the diversity of the Commonwealth, Tomism is interpreted in various forms by various regional governors, and sometimes is hard to pin-point down in a specific way. Some of the Chinese, and African warlords have used Tomism to promote their legitimacy as well. There are even national anarchist versions of it. However, planned economy, authoritarianism, conservatism, and nationalism are one of its base elements. Overall, a very syncretic ideology, and has lots of ambiguous principles. Sometimes called as ''more internationalist'' strain of fascism as well. Due of the multireligious nature of SC, various religious interpretations of Tomism exist as well.[/font]

[font=BankGothic Lt BT]Due of its influence, republicanism runs down very deep to the core of SC's society - so much, that some of the terms, and places have been renamed by the government's institutions. For an example, ''Burger King'' was renamed to ''President's Burgers'' in SC's timeline, but term ''Drama King'' - replaced by ''Drama General''. Some of the Royal Colleges in UK were renamed to the names of various SC's past governors. ''Eat breakfast like a king'' was replaced by ''Eat breakfast like an army general''. Even cartoons, and fairy tales weren't protected - all monarchies in Disney movies were transformed into authoritarian juntas to various extents. (For example, King Mufasa is a General, and a military dictator instead in SC's fiction)[/font]

[font=BankGothic Lt BT]Although it has supporters outside of SC as well, it is such a diabolical ideology, that it is criticized by most of the other nations, both left wing, and right. Few people would want to be in the same room as Tomists. (Outside from the Commonwealth, of course). It is also criticized by democrat, and royalists as well, which say, that "SC has defeated the purpose of republic, if it has fallen so low".[/font]

However, the idea itself runs way deeper, and took hold during the Carter's reforms. It was clear, that traditional doctrine of ideology, which was created in the 30s, had failed, and it needed new, fresh tenets. One of the strongest supporters of it, however, was the Tom himself - he had seen the failings of the previous government, and supported reformists. Some say, that "Without Tom's help, reformism would take longer to implement". Tomism takes a belief similar to Vanguardism, and thinks, that one nation (or a group of nations) should be in charge of leading national awakening across the world.[/font]

[font=BankGothic Lt BT]Another thing, that influenced Tomism's spread, was the new generation intelligentsia, which had grew tired from the past doctrines, and knew more about politics than an average citizen. A lot of its members also previously experimented with socialist thought, so those elements helped in further developing the Tomism as an ideology. Often, Party's members (Especially AI) use idioms in their language, and various words, of how to refer to nations, and politics. (For example, RNGOC - Dragon, Russian Empire - Bear, Third Reich - Wolf, SC - Eagle, UK - Lion, Canada - Beaver. [hr][font=BankGothic Lt BT]The Commonwealth's Dollar is the national currency in all of the regions of [nation]Silver Commonwealth[/nation], along with regional currencies, which are tied to the Commonwealth dollar. It's code is $SCD, or simply $. It is divided into 100 Commonwealth cents, sometimes also called as pennies. In value, it is equal with a normal US dollar.[/font]

[hr][font=BankGothic Lt BT]Commonwealth's dollar originates from the US dollar, which originates from the Jáchymov (Joachimstal) valley, where silver was mined, and a Bohemian count minted coins, called as [i]''Joachimstalers''[/i]. Later it was shortened to ''Taler'', which eventually found its place in various languages, including English, where it was called as ''Dollar'' (Also as ''Lion dollar''). Later, Spanish pesos came to be known as ''Spanish Dollars'' as well. (SC's Latin America mostly uses word ''Peso'')[/font]

[hr] [font=BankGothic Lt BT]Commonwealth Dollar as a currency was first created in the 2024, but idea of it existed long before that. Main complaint was, that American Dollar seemed ''too west centric'' in some of the governor eyes, and a demand for ''more inclusive'' currency was issued. That said, most of the changes were largely cosmetic, as the Commonwealth's dollar kept the same value as American Dollar towards the gold, and even the same symbol - $.[/font]

[font=BankGothic Lt BT]It didn't replace the US dollar instantly, though - it was gradually phased out, with Canadian Commonwealth, and Central America being one of the first ones to replace it. It could be (And still can) exchanged in bank for the Commonwealth's dollar, in order to avoid monetary losses. Still, change took some time, as South Africa announced the transition phase only in 2029, but a couple of old dollars were still in circulation in Megastates during the mid 2030s as well. Some argue, if the monetary change was necessary at all, as old dollar largely would have the same value currently, if it wasn't changed.[/font]

[font=BankGothic Lt BT]There were heated debates, on what to base the new currency - some suggested reintroduction of the gold standard, while others preferred to base it on natural resources instead, like natural gas, and oil. Eventually, SC decided in the favor of latter, but added second basis - safety guarantees. Due of SC's military power, it could guarantee, that its currency has a consistent value.[/font]

[font=BankGothic Lt BT]When taking place in the Scramble of the World, it met a problem - many of the coins, and banknotes, which it found in the former superstate territories, had little value, if compared to SC's dollar, as the central banks of the superstates had collapsed. In some places of disputed zone, there wasn't even paper money, or coins to begin with, as barter was largely used. It solved some of its issues by melting the coins, and forging Commonwealth cents instead, but figuring out, what to do with the banknotes was a way harder task. Anyways, now SC tries to set a strong value of its currency in the world, as inflation rose heavily due of the war effort.[/font]

[hr][font=BankGothic Lt BT]First Commonwealth's dollar banknote was printed in 2025 - a bit later than the coins. It was a 5 Commonwealth dollar banknote - the lowest of banknotes in terms of value. In 2027, Ministry of Economics printed the first 10 Commonwealth's dollar banknote as well, and announced to ''release the rest 5 banknote variants in the following years''. That said, printing was delayed, because of occasional technological issues, and the first 500 Commonwealth's Dollar dollar banknote was printed only in early 2050 - when Scramble for the World was already raging in full force.[/font]

As of now, there are discussions about possible phasing out of 1 cent coin, due of its increasingly little value. Also, due of the advances in technology, some scientist groups have started experiments with digital currencies like Bitcoin (But controlled, and managed by state, not by individuals), possibly jeopardizing the fate of smaller cents in future.[/font]
