Octavian VII (Octavius Matthaeus Carolus; born September 18, 1977) is the current Emperor of Caero-Minachia. Before his ascension to the throne, he was a former Minister of Defense, political speaker, and soldier.
Octavian was born and raised in Hévíz, the capital of the Province of Maghiaria in what was then the Federal Republic of Minachia. He received degrees Military Science and Political Science from the Imperial University in Velitrae, and also attended the University's College Officer Training program, entering the Legion of the Republic after four years and later completing his Master's Degrees via field classes while on duty. In the Army, he showed military prowess, rising to the rank Commander, but he retired after just eleven years of service for reasons which remain unknown. After retiring, he spent several years as a political speaker, and served as Defense Minister for about a year during Matthaeus Vorenius's sabbatical. In June 2017, after the Imperialist Party gained a majority in the Senate, laws were enacted to restore Minachia's monarchy with Octavian as Emperor.
Octavian Manius was born to Carolus Manius and Julia Diefenbach-Manius on September 18, 1977, in the city of Hévíz.

In an effort to rebuild Minachia's once all-consuming economy, the government provides incentives such as tax breaks and subsidies to businesses that relocate to Minachia, as well as rolling back regulations and taxes as a whole, however maintaining an "invisible hand" to protect consumers and stop corporate corruption.
Expanding into territory west of the Empire, having the military take possession and facilitate the resettling of areas that were lost during the Empire's decline in the 19th and 20th centuries, also allows for a source of income by selling plots of land to Minachian citizens for a lower price than land sells for in the nation's core.

Octavian's full style is: The Most Noble Imperator Caesar1 Octavian Augustus the Seventh, Pious, Blessed, and Unconquered,2 by the Grace of God Emperor and Autocrat3 of the Romans in their Land of Caero-Minachia, and Defender of the Faith, by the Will of the People Imperator in Perpetuity of the Imperial Legion, Consul of the Republic, and First Citizen, and also the Grandmaster of the Imperial Order of the Blue Cross, Grandmaster of the Imperial Order of Saint George the Praetorian, Knight Grand Cross of the Apostolic Order of Christ and His Saints,4 and Patrician of House Manius.

1: "Caesar" and "Augustus" function both as a title and an honorific, respectively, and a sort of regnal name, with "Caesar" being adopted upon being named the heir to the throne and "August" being adopted upon succession.
2: These are just honorific titles held by all Emperors, not proper epithets gained based on the individual Emperor. Epithets would be placed where "the Seventh" is, and Octavian has yet to be applied any such epithets.
3: "Princeps" is translated as "Emperor," however it more correctly means "Sovereign," and is derived from the titles "Princeps Civitatis" and "Princeps Senatus," the former of which the Emperor still holds, which use "Princeps" to mean "First." The term "Autocrator," lit. "Self-ruler," refers to the Emperor being the only leader of Minachia who rules by Divine Right.
4: The Order of the Blue Cross is the highest military decoration in Minachia, granted to individuals or units for exceptionally heroic acts on the battlefield; the Order of St. George is the highest civilian award, granted for exceptional services to the Empire or contributions to the arts and sciences, as well as a high military award for distinguished leadership or valor; the Apostolic Order is a decoration granted by the Apostolic Pontifex, in this case held ex officio by the Emperor out of tradition; other orders exist which are headed by the Emperor, such as the Order of Merit, which are not listed here.
