Octavius IV (Octavius Matthaeus Maenius Carolii filius; born September 18, 1977), known officially as Octavius Nikephoros the Younger (Octavius Nicephorus Junior) is the current Emperor of Caero-Minachia. Before his ascension to the throne, he was a former Minister of Defense, political speaker, and military officer.
Octavian was born and raised in Hevitia, the capital of the Province of Maghiarium in what was then the Federal Republic of Minachia. He received degrees Military Science and Political Science from the Imperial University in Velitrae, and also attended the University's College Officer Training program, entering the Legion of the Republic after four years and later completing his Master's Degrees via field classes while on duty. In the Army, he showed military prowess, rising to the rank of Cohort Tribune (Major), but he retired after just eleven years of service for reasons which remain unclear, but it was most likely due to his wish to start a family as well as the then-ailing health of his father. After retiring, he spent several years as a political speaker, and served as Defense Minister for about a year during Matthaeus Vorenius's sabbatical. In June 2015, after the Imperialist Party gained a majority in the Senate, laws were enacted to restore Minachia's monarchy with Octavius as Emperor.
Octavius Maenius was born to Carolus Maenius, son of the former Emperor Octavius Nikephoros the Elder, and Julia Tremellia on September 18, 1977, in the city of Hevitia.

In an effort to rebuild Minachia's once all-consuming economy, the government provides incentives such as tax breaks and subsidies to businesses that relocate to Minachia, as well as rolling back regulations and taxes as a whole, however maintaining an "invisible hand" to protect consumers and stop corporate corruption.
Expanding into territory west of the Empire, having the military take possession and facilitate the resettling of areas that were lost during the Empire's decline in the 19th and 20th centuries, also allows for a source of income by selling plots of land to Minachian citizens for a lower price than land sells for in the nation's core.
