The Member States of The Great Archipelago:
In order to instil peace, prosperity and security of nations in this august union, this constitution, in its entirety, establishes The Great Archipelago and ensure the progressiveness of all Member states.


Chapter 1 – General Provisions
Article 1.1: The Great Archipelago
  1. The name of this region shall be The Great Archipelago.

  2. For ease, the name can be shortened to The Archipelago, or simply, TGA.

Article 1.2: Aims

  1. The Archipelago shall protect all member states in the union at the best of its abilities.

  2. It shall safeguard and protect the sovereignty of the region.

  3. It shall promote the common goals of member states.

  4. It shall ensure the greatest possible equality for justice between all states.

  5. It shall be committed to peace and neutrality internationally.

Article 1.3: Member States

  1. “Member states” are defined as “Residents” in NationStates.

  2. All member states have an important part to play in the governance, law & order as well as achieving the goals and tasks of this region.


Chapter 2 – Instruments of Governance
Article 2.1: Democracy
  1. The government shall act democratically, secularly and openly.

  2. Members of the government shall actively contribute to the region’s best interest and not to use the office of government to their own personal means.

Article 2.2: Qualifications
Members of the government must hold the following qualities in order to hold office,

  1. Nation must be a Member State.

  2. Nation must be at least 28 days old.

  3. Nation must be in the Archipelago for at least 42 days.

  4. Nation required to be active in NationStates; Online once every two days.


Chapter 3 – Office of the Ministerial President
Article 3.1: The Ministerial President
  1. The Ministerial President is the Founder of the region and the Head-of-state.

  2. They shall in charge of overseeing the democratic process in the Archipelago.

  3. They shall ensure that all branches of government are active and running smoothly.

Article 3.2: Authority

  1. The Ministerial President’s authority derives from being the founding nation of the region.

  2. They shall accept requests from parliament if an action that is beyond their control is required.

  3. They may veto any law passed by parliament. Veto may be overruled by a 2/3 vote by parliament.

  4. They retain the supreme authority of the region, but is bounded by the terms of this constitution and must adhere to the will of member states.

  5. They may assign a member state as an assistant by merit.

Article 3.3: Appointment of Government Offices

  1. The Ministerial President shall appoint the First Minister as designated by vote.

  2. They shall appoint the Members of First Council upon request by the First Minister.


Chapter 4 – Office of the First Minister
Article 4.1: The First Minister
  1. The First Minister is Head-of-government.

  2. They shall be in charge of the daily management and running of government.

Article 4.2: Appointment
They shall be appointed by direct vote via elections.
Article 4.3: Term Limits
The First Minister has can only serve for a maximum of 2 terms and cannot serve more 2 terms concurrently.
Article 4.4: Authority

  1. The First Minister is second in command from the Ministerial President.

  2. They may assign suitable member states to The First Council by merit.

  3. They may veto any law passed by parliament. Veto may be overruled by a 2/3 vote by the parliament.

  4. They shall have all permissions except for border control.

Article 4.5: Line of Succession

  1. This Article may be used when the First Minister,

    1. dies in office,

    2. unable to perform their duties or,

    3. do not meet the necessary activity requirements.

  2. Till the First Minister is able to perform their duties reliable, the following shall occur,

    1. The Deputy First Minister shall assume the role of First Minister and shall not hold office for longer than 31 days.

    2. The Ministerial President shall temporarily succeed the First Minister. The Ministerial President shall not hold office longer than 24 days.

    3. During the span of said 24 days, if the First Minister is confirmed to be unable to serve the Archipelago for the remainder of their term, an emergency election shall be held and the First Council shall be dissolved with immediate effect.

    4. However, if a suitable candidate for First Minister cannot be found, the Office of The First Minister shall be merged with the WA Delegation Office till a suitable candidate has been found.


Chapter 5 – Office of the World Assembly Delegation
Article 5.1: World Assembly Delegate
  1. The World Assembly Delegate is decided via the endorsement system of NationStates.

  2. They are the representative of the Archipelago in the World Assembly.

  3. They are to vote for the best interest of the region and of the member states.

Article 5.2: Authority

  1. The World Assembly Delegate is third in command from the Ministerial President.

  2. They shall have permissions to the World Assembly, Communications & Polls and do not have Executive rights.

Article 5.3: World Assembly Resolutions
The World Assembly Delegate shall vote according to what is desired by the majority in the Archipelago.


Chapter 6 – The First Council
Article 6.1: The First Council
  1. The First Council is the cabinet of the First Minister and is a part of parliament.

  2. It consists of 4 members

Article 6.2: Positions
The positions in the council are,

  1. Deputy First Minister,

  2. Minister of Security,

  3. Minister of International Affairs, and

  4. Minister of Internal Affairs

Article 6.2: Appointment of Members
All members shall be appointed by the First Minister.
Article 6.3: Term Limits
Upon the First Minister leaving office, all members of The First Assembly will vacate office.


Chapter 7 – Legislative Parliament
Article 7.1: Parliament
  1. Parliament shall be the highest organ of government and shall be the sole law-making organ of the region.

  2. It should make laws in the interest of the region and to protect the sovereignty of the region.

  3. It shall have 5 members.

Article 7.2: Appointment
Parliamentary Members shall be appointed by direct vote via elections.
Article 7.3: Term Limits
Parliamentary Members shall only serve for 20 days. There is no limit to number of terms.


Chapter 8 – Judiciary System
Article 8.1: Justice by referendums
  1. All punishments and decisions of the convicted are to be made via voting by member states.

  2. All accused of committing crimes against the region will be sentenced according to the majority decision of member states.

  3. This excludes hostile entities and of those who committed treason unless overruled by the Ministerial President.

Article 8.2: Exclusions
During a crisis and when swift action needs to be taken in order to resolve a severe issue, with the approval of the First Council, The Ministerial President shall have the ability to perform actions that do not require approval from any organs of government.


Chapter 9 – Neutrality & Diplomacy
Article 9.1: Neutral Stance
The region of The Great Archipelago is a neutral region.
Article 9.2: International Affairs & Embassies
  1. Embassy invitations should be accepted unless requesting region is an extremist region or a region that poses security risk to the Archipelago.

  2. All embassies are an important asset in diplomacy, embassies are to be closed if embassy region poses a high security risk or is closed to being destroyed by raiders.

  3. Should an embassy region be raided, The Great Archipelago shall not be involved in the affairs of said region and shall stay neutral.


Chapter 10 – National Symbol
Article 10.1: Regional Flag
The National flag of The Great Archipelago consists of,
  1. a globe with a yellow border, representing international diplomacy

  2. a blue background, representing the sea

  3. white stripes, representing member states coming together to form a collective strong union.


Chapter 11 – Emergency Powers
Article 11.1: Emergency Events
In an event of an emergency such as, but not limited to
  1. Raiding

  2. Civil/Internal unrest

  3. Administration overthrow

  4. Obstruction to Justice

    1. Only applies to High Treason

  5. Extremist overthrow.

Article 11.2: Powers

  1. Under emergency powers, the First Minister, under the direction of the Ministerial President, is able to perform large changes that may adversely affect the Archipelago as a whole. This includes,

  1. Suspension of Liberties

  2. Dismissal of all positions.

  1. In order to trigger emergency powers, the First Minister, or his cabinet, is required to seek approval from the Ministerial President.

  2. Emergency powers will apply for as long as the Ministerial President sees fit.


Chapter 12 – Extremism Prohibited
Article 12.1: Ideology
Extremist ideologies are defined as the following, but not limited to,
  1. Fascism

  2. Communism

  3. Nazism

  4. Any variant of the ideologies listed

Article 12.2: Limitation of rights

  1. Nations with extremist ideologies are not recognised as member states and do not share the same rights as other nations.

  2. Nations with extremist ideologies are not allowed to hold position(s) in the Archipelago.


Chapter 13 – Extension of Democracy
Article 13.1: Impeachment
  1. The First Minister, Members of the First Council, Members of the Legislative Parliament may be subjected to impeachment.

  2. The Ministerial President may not be impeached.

  3. The World Assembly Delegate may not be impeached by votes.

  4. An impeachment request can be made by member states.

  5. Impeachment can only occur to said state via a majority vote.

  6. Once impeached, said state shall vacate office if immediate effect.

  7. All impeachment requests shall be directed to the Ministerial President.

Article 13.2: Elections & Referendums

  1. All elections shall be decided via direct vote.

  2. They shall be true, objective and fair.

  3. Upon the ending of voting, the decision chosen by the majority shall be performed within 4 days from ending.
