Today, I had a wonderful chance to look at the satellite map of Earth - it is truly beautiful. Fields of ice, mountains, valleys, deserts, and plains - all come together in a beautiful color palette. It is better than the geopolitical world map, which only featured borders, and not terrain.

Unlike some other empires, SC's existence is like running against a clock, as political mistakes can cost dearly, perhaps even with the collapse of SC being the price, and even if it gets in space... the clock still ticks and hasn't stopped.

SC's Filteries results
Mysterious collapse of the other two superstates damaged FAE a lot too. Unrest was growing, and it became too hard to try to maintain a centralized command. At this point, FAE was very close to collapse, and it wouldn't take much for it to have the fate, that other two superstates received- a violent chaos, and a fight between militiant factions, and states would not solidify for at least decades (The Khalkhin Gol scene of movie ''My Way'' is basically how the battles in Disputed Zone looked like, especially in lands like Sahara.)
However, a solution was found- Devolution. It was supposed to bring more of the FAE's resources to its rump Region, meanwhile FAE's soldiers left the Regions- Region militaries now were on their own, to protect the borders- they had to create their own army, navy, and airforce, creating something similar to League of Nations instead. Also, way more power was given to local branches. However, in the process, FAE almost collapsed, and situation is still unstable. Still, even after reforms, administration has not become slightly easy - although world was officially declared as ''united under one flag'', in reality, it is still plagued by raiders, rogue groups, and rebels, which drained a lot of resources from both central, and regional governments. It is estimated, that it will take years to consolidate all of the world, especially places like deserts, and remote islands.
After devolution process had been completed, and reforms were put in FAE, there were still threats to the FAE's former holdings, especially in South Africa. So, an compromise was made- a second Commonwealth would be created, but this time- with the rump state of FAE being in charge. Commonwealth nations are relatively autonomous, but they still have to play with FAE's rules, and FAE can intervene, and force other regions to intervene too, if a revolution would take place in some from the Commonwealth states. (Also sometimes called as Commonwealth republics)
Commonwealth's flag symbolics: 13 stars symbolize 13 Commonwealth States, blue- unity, globe- commonwealth itself, and red L- it's ruling party. And cogwheel symbolizes Tomism. (Rather not on its own, but together with the rest of the flag.)
Headquarters of the Commonwealth are in New York, and at the top, seats are usually for the FAE's, and former Region leaders. At the bottom, there are the representatives of the organizations both within FAE, and its former Frontiers. It kind of works like a smaller UN. Commonwealth is strictly republican, as all of its States are republics. Also a home to various strange ideologies - from national anarchism to ''Fascism with Liberian characteristics'' (Also highly likely to collapse in Soviet style but more brutal, though).
In a vote, regions, and FAE decide, what action to take militarily, what aid to send, what programs to implement, etc. It also works with solving border disputes between regions, in a representative vote. (In practice, however, it bot always works out, as governor from Bolivia, for an example, has little care of Balkan disputes.) Sometimes, the UCN also votes for accepting a new state or territory into the Commonwealth, and can also decide to embargo an one region, or veto a decision of it. Although there is voting, and not "a single ruler decides all", representatives aren't democratically elected, of course.
Also, just because of the title " World Syndicalist Republics" (Sometimes also called as ''All-American Union''), SC isn't actually syndicalist, and it is only for propaganda purposes. In reality, SC is rather a plain autocracy/fash dictatorship. That said, some of its member regions have national syndicalist governments.
In fact, although politics of the states of the Commonwealth are quite diverse already, there are some local branches, that are "minority branches", as they don't hold the power of a Commonwealth state as a whole, but only for autonomy, which has been given to them. So, politics are a mess, and full with intrigues... Or in other words, states of the Commonwealth have the same issues as FAE's rump state, just an one level lower. Ultimately, however, Tom's goal is to wage a ''Holy War''... in space.
(Random fact: 20th century, particularly the early 20s, WW2, and 50s, are often referred to as the ''Old World'' in SC's timeline, as those were the times before SC arose, and pretty much falsified a lot of its previous history. Most of the remnants of it are in form of weapons, and armored vehicles. Although, 60s, and 70s sometimes are referred to as the ''Old World'' as well.)
There are usually 13 speakers in total, a.k.a one for every Commonwealth State (Siberia is more of a robot bantustan, though), and a lot of smaller ones for organizations. There are two types of issues- regional, and international. Regional issues are usually discussed in the Commonwealth State capitals, and other region representatives are not required to attend them. International issues, however, are discussed only in New York- UNC's HQ. All representatives of both organizations, and Commonwealth States, are required to be there. There is also a speaker for Antarctica, but it is more of a Colony than a Commonwealth state.
"Tom is heavily guarded, as he can't move - many securitrons regularly patrol the area around him, along with humans, and Tom himself has force field, and turret defenses, which he can activate, if Neo Washington gets attacked. Sometimes, securitrons are his main chit-chat partners."
In the end, SC is definitely not a single entity, but a collection of various entities, and a web of complex alliances - for an example, religiously it is a collection of various cults, and radical religious groups, just like political groups. (On an another note, Belgrade would be the capital of Balkans, if it wasn't destroyed in the Great Nuke War..It got rebuilt, but it was still a shadow of its former self.) In fact, SC doesn't have a single president, but rather 14 ones, with one of them serving as the ''main president''. (Kind of like Switzerland) Some compare this to Japanese WW2 slogan ''Hakkō ichiu'', or "eight crown cords, one roof'', which is usually interpreted as an never-ending expansion, until all of the world is united. In other words, SC spreads wherever its soldiers go.
For an example, European Federation's parliament is located in Buckingham palace, which formerly was a residence of the Royal family, but was turned into British Regional government's HQ at first, but later on it was supposed to house all of Europe's leaders. Leaders from eastern parts of Europe sit at the right, but Leaders from western parts of the Europe - at the left side. There are usually seats for both large region administration overseers, and leaders of Autonomies. Each region has one vote in meetings, and most prominent region flags are usually displayed at the meeting room. Sometimes it is described as ''Democracy for the Party, totalitarianism for the rest''. As for church power... While a lot of SC's regions are basically theocracies, the churches are still taxed like any other institutions (More because SC's government critically needs revenue and any sources of income, to prop up its growing size, and many planned reconstruction projects), and governments usually set a cap, on how much priests and pastors can earn, which means, that not only proles, but a lot of evangelical priests themselves live in pretty spartan conditions.

They might have changed their skins, but their hearts have remained the same - corrupt, cold, cruel. They are the same oligarchy, which tries to grasp to its last straws. For now, they have outrun the time, but will they be lucky this time? Perhaps a small destabilization is what it needs the most...

For serious rule breaking (for example, not aiding FAE, and/or other frontiers in a conflict, failing to suppress revolution, not using money from FAE, and other frontiers for its purpose, etc.), a state can be kicked out from the Commonwealth. Such state would be quickly blockaded, and would be on its own, really. With the new international reality, such country would be doomed.
In fact, despite the name, European Federation isn't really a federation, but rather a decentralized mess, similar to HRE. (For an example, SC's Midwest is ran by agrarian, nationalistic ''anarchists'' atm, but ''anarchists'' in SC's world are basically just agrarian communitarians.)

Silver Commonwealth's Protection Service (SCPS)

SCPS was created in 2000, after CIA, FBI, and most of the other intelligence agencies were merged into one super-organization. One of its purposes is to deal with dissent in both America, and other states of the Commonwealth. It could be considered as a mix of KGB as well, because it has little, to no restrictions, when doing its job, along with a few elements from each intelligence organization on SC's planet, as it has lots of regional branches.
SCPS also has a branch, which checks out for potential dissent in internet, and works on propaganda. It could be said, that this branch is like an investigator, while main branch does the dirty job.
Most of the SCPS members have simple policemen uniforms, so they would look less threatening, and people wouldn't be that afraid at first, when they would commit their raids. (In fact, police and SCPS have pretty much merged, and regular police is like an extension of SCPS, and Police's banner is also SCPS banner) However, some of the higher-ups have black cloaks. Most preferred weapon is a pistol.
Although SCPS is important, it is not important enough, to receive power armor, so mostly its armor is pretty basic- a simple kevlar vest, and a helmet.
There are approx more than 500,000 people, who are the members of SCPS, and they have many member statuses. Only a few of them are higher ups, and can work with a top secret information. Others mostly do either the dirty job, or work in other branches.
Sometimes it is said, that SCPS agents look way too like members of mafia, although it was brutally suppressed way before the creation of Commonwealth. Sometimes it is used as an add to the argument, that ''SC's government is an one big mafia''. However, SCPS also has vigilante groups, which do the dirty deed, and are usually more mobile, because government services can't cover all of the cases effectively. Some of the guards also look like Combine soldiers.

Officially, it has no prisons. However, it often interrogates the suspicious persons, and dissents in labor camps, most usually in remote places like Greater North, or Sahara. They are often also called as ''slave camps'', as prisoners in them are treated horribly. It could be said, that slavery is pretty widespread in SC - it is present in workplace, and prisoners often die from work in the poorly maintained camps. Older camps often use mines around the outside perimeter, in order to not let prisoners escape. Newer camps, however, use movement sensors, as they are more effective. Bomb collars were also considered as an option, but the chief of SCPS rejected the proposal as ''too inhumane, even for SC''. Actually it didn't. In fact, it also recycles dead bodies often for fertilizer for the few greenhouse farms there - a practice which has also spread to the rest of the Commonwealth.

Today SCPS said, that it had interrogated a dangerous dissenter, which provided a lot of information for our anti-dissent campaigns. I commend them for that - perhaps they will receive a small premium later.

Africa, Australasia, and South America are one from SC's melting pots in terms of culture - indigenous cultures, and colonist cultures are both under one flag, at least on paper. Still, cultural traditions are very different in each region, especially in Africa. Some natives have been recruited by governors, in order to try to integrate them as a part of Region army. However, policy of cultural separation still applies there, and historically, natives have been treated vastly different, depending on governors in charge, and Mapuches often need to gather gold from the sea, to hand it over for SC's ministries, in exchange for a little money. While Africa on paper is equal with the rest of the Commonwealth states, in practice, it often receives the short end of the stick. European culture is dominant in Australia, South Africa, and New Zealand, but recently added territories have a large development potential.
Regions like Central America are mostly predominantly Hispanic, along with a few indigenous cultures. Although there is some variety too, it isn't nearly such a melting pot like previously mentioned Commonwealth States. Natives there typically have received the short end of the stick, with Hispanics dominating the local politics. However, even then, there is lots of infighting.
European Federation, as name suggest, is predominantly European, and has little to no interaction from other Commonwealth State citizens, asides from higher-ups. Also, Kayden wants to keep ''homogeneous identity'' of the groups as well, so most of citizens view foreigners with suspicion. During the last years, ideology called as ''National communism'' has been spreading particularly in the Muscovy. It was created after a secret meeting of former RE's administration, and stalinists. Some experts call it ''crypto-fascist'', however. While they are the governors of Muscovy, their ideology lacks any presence outside of it, except for the Don-Kuban, where Red Cossacks rose to prominence, and are currently governing the region, led by the Red Hetman. It is governed by Cossack Veche, and Cossack military councils, which also carry out raids.
China is pretty homogeneous, although it has a few smaller cultures too, especially in the north, and west. However, although RNGOC remained, unlike RE, which was absorbed in the Federation, parts of the China were carved out for other Commonwealth Regions, including East Turkestan, Tibet, Southern China, and Eastern Part of Manchuria. Rest of the country has partly devolved in warlord run territories, as old cliques from Warlord era have regained power as regional governors. Turkestan, as name suggests, mostly consists from Turkic cultures, with a small Tajik minority in the south. Middle East is mostly Arabic in the South, while there are other groups in the Caucasus, Iran, Levant, and Anatolia as well.
Siberia is an odd case between the Commonwealth states, as it is sparsely populated by humans, but has experienced an influx of AIs recently, as they serve as workers, and local leaders. Local culture is a strange blend of indigenous traditions, and sci fi. While in cities, AIs are increasing in amount, outside from cities, there are still mostly humans.
Antarctica hasn't developed its own culture yet, as it was taken only recently, and for now, it kind of serves as a penal colony of sort. It is even more sparsely populated than Siberia, but it has also started to develop its own cultural things, particularly in hunting. Some predict, that its culture will evolve into something Inuit-like. Others think, that it will be highly influenced by English, and American culture, adapted to harsh climates. Anyways, due of SC's aggressive policies, most of the cultures have started to turn towards collectivism.

Due of the SC's brutality, extreme ideology, and lack of compromise, its relationships are strained with most of the multiverse. That said, it has made a few allies or countries which it could consider as ''friends'', or at least as neutral''. Still, it has way more enemies in the international stage than friends, especially constitutional monarchies, and liberal democracies. For the most part it doesn't participate in diplomacy, but when it does, the outcome rarely can be described as ''peaceful''.
F7 country Reputations in SC: (Inspired from Fallout NV)
(The list is considered as ''outdated'' by SC's editors, and might not necessarily reflect the SC's most recent opinions towards those nations - it might have become more positive, or the opposite of that - negative (For example, Zitravgrad would rather be viewed as ''shunned'', than ''vilified''. Also, it has started to participate more on the international stage. This being written by SC's editors some time ago means that several of those nations might have experienced factbook reworks changes of power and heart, making the description not up to date, as it was written for an older version.)
Valentine Z (Valentinians are often viewed as the bright ''Yang'', while SC - as the dark ''Yin'', which together create a yin-yang relationship. Due of the Valentinian friendly nature, some of the SC's leaders (like Stanley) like to talk with them. Of course, Tom is not positive on all of them.)
13 necropolis 13 (Necropolis is often viewed as a ''Big sister'' nation by the SC's politicians, due of its similar political, and governing system, along with being an interstellar superpower, with an army of the undead. SC's leaders often have said, that they want to be ''as successful as Necropolis''. If that will truly be the case, time will tell.)The Multiverse of Holly Starlight (Although SC is aware of Holly's Starlight's takeover of their planet in an alternate timeline, some of the SC's politicians admire Holly's sheer power, and ability to just take over so many planets at such a (relatively) short time. Most often, Tom will talk friendly to her.)
Kyoki Chudoku (Tom finds Kyoki Chudoku, and its leader pretty close to his beliefs, and they both share dislike for capitalism as well. He also is impressed by her magical abilities, because he is inept in magic himself. That said, he doesn't really like the nekos of Kyoki Chudoku himself, like most of the other non-human sentient beings.)
Samantha-Higgs (Similarly to Holly's AU, Tom admires Samantha's leadership, even if he thinks, that the machine is "a bit crazy". Also aware of Valentine's Z dislike towards it, but tries to keep a neutral stance in this conflict.)
Imperial octavia (One of the few nations, which is liked by the SC, despite being a monarchy. Supercomputer Tom often finds many common points in VictorNet's philosophy, and also admires the strength of Octavian army. That said, he isn't completely content with Octavian invasion in Valentine Z, and Tom's hard line republicanism is an obstacle in the relations.)
Lahnland (Tom generally considers Tomism, and Lahnland's ideology as "very similar", and has been interested to know more about their way of life. However, he views Lahnland's ultranationalism as "harmful" at the same time, and has expressed concerns about its future.)
The rapture republic (Tom is fond of Rapture's technocratic model, and has been neutral-positive on VictorNet so far.. He also likes Eta as well. Still, the mood swings of Rapture's leaders, non-interventionism, and recent change in policies has made Tom's feelings complicated towards the Rapture.)The English Socialist Union of Oceania (One of the nations with system the most closest to Commonwealth's ideology, and even their history is somewhat similar. While Tom considers Oceania as a potential ally, his interactions with its leader - Hastings, have been pretty cold.)
Knessniet (Both countries have staunchly Christian populace, and Tom has signed trade deals with Knessniet in the past (Silver bullion). However, SC isn't too fond of neither monarchy, or most forms of capitalism (Except state capitalism), so it complicates the relations a bit.
Pan-asiatic states (Although SC is aware of PAS negative opinion towards it, it still finds some of the PAS positions ''like able'', and has some sympathy towards it. That said, it still views PAS with suspicion.)Socialist Communist States (Although Tom openly hates Kokichi, and most of his staff personally, official political relations between the countries are actually neutral. Well, neutral in a sense, that SC wants to avoid direct confrontation. Tom likes the totalitarian system the most, but despises Kokichi's ''lack of actual socialist thought''.)
Low bloods (Although Oni is a neko, and theoretically should be hated by the Tom, and rest of the SC, Tom actually finds his feelings towards Oni as ''neutral''. That said, both leaders have things, which they dislike about each other, or each other's realms.)
Fallen Albali (Due of the Amaki's hate towards AI, Tom views her in extremely negative light. Politically, however, he has little complaints, and although he views her species negatively as well, it is not enough to reach "vilified" category.)
Astoriya (As SC in general has negative opinion towards democratic socialism, pacifism, and Astorian anthros, it is not a surprise, that relations between the both aren't that good. That said, however, Astoria being a republic earns a little warm spot in Tom's processor heart.)
Calliana (Tom isn't too fond of Calliana's Wikerist ideology - although he admires Wiker's rejection of anarchism, he still thinks, that ''Wiker is not authoritarian enough'', and both leaders have expressed strong dislike against each other. Overall, ideologically Calliana and SC are still very different, which makes their relations complicated.)
Afrikaaners ryk Due of recent Pieter's atrocities, many of the former supporters of Ryk have started to turn their backs on it instead, and even Renier has voiced disapproval of Pieter's actions. Tom has also publicly denounced the Ryk as ''hopelessly racist, and backwards country, which goes against the pan-humanity doctrine''. While Tom, and most of his cronies are no fan of ponies, or sentient species other than AI, or humans, Renier's racial policies are unacceptable even for Tom.
Wawakanatote (While not being a fan of S.U.S.R.s variation of socialism, Tom considers it a "better alternative to corporate capitalism, and laissez-faire". He also likes some of its leaders more than others. Still, on international scale, both countries are rivals.)
Earth circa 2050 (As it is not a world government, Tom's dislike against certain countries varies - for example, he despises states like North Korea less, than he would despise Norway, or UK. Anyways, overall he hates many things about this world - from extensive corporate deregulation, shadow governments, capitalist internationalism, to things like monarchy. He has regularly said to his party's members, that ''This Earth's democracy is utterly useless'', and that ''it should regulate its corporations more''.)Zitravgrad (Although Zitravgrad's inhabitants theoretically are species, which are different from SC's humans, they both look very similar. Still, even with such small differences, he considers them as ''muties'', and due of his recent aggressive policy, tried to release a virus cloud from the embassy, which would be carried by the jet streams across Gaia, and wipe out not only Zitravgrad, but the rest of the Gaians as well. Luckily, plan was discovered in time, before Tom was able to launch it. Now, for obvious reasons, relations with Zitravgrad are very hostile.)
Wunderstrafanstalt (While both country goals involve becoming a world government, both leaders have very different ideas, on how to achieve it. It is no secret, that Tom despises Leovin Kalvar's anti-nationalist, and classical liberal views.)Uinted Communist of Africa (Tom, and the rest of the Party finds the idea of a communist monarchy ''laughable'', and uses every chance to mock it in its SNN broadcasts. Tom also views them as a ''some sort of soviet copycat'' as well.)
Frievolk (Tom views Frievolk, and its government as an anti-thesis of SC's government - Frievolk's democratic monarchism, vs Commonwealth's totalitarian republicanism. However, unlike with Valentine Z, there is no yin-yang relationship, but only fierce competition, and distaste against each other. Also, due of Tom's militant hatred against monarchism, and readiness to use WMDs, it is unlikely, that there will ever be a peace in relations between those two countries.)
