Nikki Fitzpatrick, President of the Palmont City Council

Nikki Celeste Fitzpatrick (March 25th, 1985 - ?) is the current president of the Palmont City Council, Elected by the chamber in December 2017, she assumed office on January 12th, 2018 for a one-year term with the possibility of one re-election; she is also the elected representative of the Diamond Hills area of Silverton, elected for a term of four years with possibility of three re-elections. Ms. Fitzpatrick is known for her slow but steady introduction of liberal policies in the City-State of Palmont, such as the (Technical) legalization of same-sex marriage. She also openly disapproves of the Palmont Police Department and its chief, the Lieutenant Nathan Cross. Constantly criticizing the invasive methods it employs to stop crime in the city.

Life prior politics
Nikki was born to a couple of French-Irish upper-class parents in the neighborhood Ocean View of Fortuna with other three siblings that attempted to raise her in the best way they thought money could buy, at first she studied on the highly expensive 'École des esprits doués' in Silverton's Diamond Hills, which she later quitted on second grade because in her own words: 'The uppity attitude of most of my classmates annoyed me'. Her parents later signed her up to another prestigious school, this time at the 'Scuola di tutti i santi' in the Hillsborough neighborhood of Fortuna, which she also quitted in fifth grade because she wasn't comfortable with the religious values that were taught at said school. Afterwards her parents allowed Nikki to pick the school she was going to study next, she picked the 'Julius Palmont Mixed School' in the Old Quarter neighborhood of Downtown, which was; much to her parents dismay a public school, she stayed in the institution for the rest of her middle and high school years, scoring particularly well and getting on the honor roll twice, the reason of her stay was mainly because she felt that studying with people with a lesser wealth than her family's would teach her greater lessons that would be useful in life, which it surely did according to her.

After graduating from high school at 18, she decided to study political sciences at the Palmont University in Fortuna, but after her parents had a car accident in 2004, and she found out that her parents had omitted her from their wills, which left her without a penny to keep herself afloat, even knowing that fact, she claimed both corpses of her parents and asked for her siblings enough money to give them a proper burial (But they didn't even show up at the burial ceremony) and afterwards, she had to pick her stuff up and get a proper job to keep paying for her studies, she gunned for a job as a pizza delivery girl in order to pay her tuition fees, but her driving skills called the attention of several street racing crews from around town, which frequently asked for her services as a skilled driver in order to fix races, this made her well-known across the city's street racing scene and target of the Palmont Police Department, which always released her due to a lack of evidence that could incriminate her of street racing, but she always racked up at least a speeding fine from it, which meant that great part of her slowly rising income went to paying her fines, but still, this didn't seem to affect her much.

Political activism and membership of the Palmont City Council
During mid-2008, having finally gotten over the arrest of her husband, she decided to make use of her knowledge in politics and legalities in order to make a living in an honest way. Quickly applying to become a full-time legal advisor to the Palmont City Hall. Despite there being more qualified people than her in the queue. Her and five people more were taken under the wing of the Palmont City Hall to work as legal advisors, and midst all that paperwork, two months later she was asked to become a campaign organizer for the upcoming re-election of the mayor Toledo, an offer she accepted and allowed her to have a further insight on the political scene of Palmont City.

Several months later, using her knowledge in political activism she ultimately jumped onto the independence bandwagon, advocating for the independence of Palmont City. She was one of the eleven delegates who went to Washington D.C so talks between the American government and the Palmontese independents could be conducted, ultimately dissuading the American government to use a military intervention to stop the independence movement and granting Palmont City its well-deserved independence with reasonable borders.

Following the return of the delegation to Palmont City, they found the city immersed in complete and utter anarchy due to the lack of basic services and commodities. She attempted to pursue a pacific approach to stop the rioting, but ultimately she partnered with the Palmont Police Department to conduct massive anti-rioting operations and to set up business deals in order to return power, running water and natural gas to the city of Palmont. Once that the peace and order were reestablished, Fitzpatrick joined other independents on writing the City's new carta magna and civil code. With the constitution still in vigor in its original transcription whilst the civil code has undergone numerous revisions by the Palmont City Council. Fitzpatrick never took any credit for her efforts in writing and revising documents of such importance to the City-State of Palmont.

Once the euphoria caused by the independence faded. Fitzpatrick decided to keep a low profile and live her life peacefully, occasionally partaking in speeches during independence day ceremonies, remaining as a 'sleeping player' in Palmont's politics. This period of low profiling lasted until 2015, when she decided that she would partake in the representative election for the area where her residence was located, Silverton's Diamond Hills. Due to her involvement in Palmont's independence, she won by a landslide, earning a whopping 73.9 percent of the votes.

Following her election and posterior assumption of the charge as the representative of Diamond Hills, she has kept the area in good shape by meeting with residents and associating with neighborhood watch groups in order to listen to the problems that are plaguing the area, effectively giving Diamond Hills a strong sense of community and unity that other areas are desperate to have.

Also during her time as the representative of Diamond Hills, she has drafted many resolutions and reforms that have in its majority been rejected by the chamber, although there are a few exceptions, such as:

• Resolutions on domestic partnerships: This resolution allowed for a technical recognition of same-sex marriages and its regarded as a massive step forward in a majorly conservative country.

• Various reforms on vehicular safety standards and overall vehicular standards: Ms. Fitzpatrick has written many reforms on vehicular standards which have improved the safety and overall variety of vehicles Palmonteers can drive. Prominent aspects of her reforms include mandatory (Although it can be disabled) traction control, side airbags and fire suppression systems on all vehicles manufactured since 2016 and the popular legalization of right-hand drive cars.

• Penal code reform: This particular reform in the penal code of the City-State of Palmont establishes reductions to the punishment of acts such as cross-dressing from a whole year in jail to a simple fine and confiscation of clothing, and exceptions to the prosecution of cross-dressing if the accused was partaking in some sort of convention at the moment of the arrest. Although this has caused friction in the Palmont Police Department.

Political Opinions
Ms. Fitzpatrick is a liberal person, which means she's on the center-left part of the spectrum. She believes that the state shouldn't butt in much in most aspects of a citizen's life, such as who they marry, what they wear, with which gender they identify or what they believe on. Although she vehemently opposes legalization of drugs such as cannabis and other recreational drugs except when used for medical purposes, she also approves the prosecution of prostitution as she thinks that the act of a person selling their body is outright disgusting and that there's many other and honest ways of making a living.

Economically she seems laid back to an extent, approving mild regulation of the economy in order to ensure that the citizens don't put their lives at risk when buying food, clothes or driving a car. But overall she doesn't have much of concern with the private sector owning utilities such as electricity, water or the city's natural gas supply, with her thinking that: "The private sector is way more capable than the government in providing a reliable service". This mentality also goes to things such as health care, as she thinks that public hospitals should be able to charge their patients for things such as medical check-ups but not for cases when lives are at risk.

Nikki Fitzpatrick is shown as a good, tolerant and "nice" person. But she isn't that tolerant when she meets people who have committed atrocities, act like they own the world or think they're better than anyone else, shifting to a hostile personality when such people are put as the theme of discussion or meeting them face-to-face. Also, she isn't very forgiving, insult her and you will receive the cold shoulder from her. Finally, she is pretty much known for speaking behind people's backs, as she is pretty much afraid that criticizing them face-to-face could put a strain on friendships and other kinds of relationships.

• In the City Council she doesn't have more power than any other councilperson, unfortunately, the way the Palmont City constitution is written makes the position of president of the council merely ceremonial, and the only thing she can do without checks is giving away suspensions to members of the chamber due to disciplinary violations. In order to get anything of significance done, she has to convince the rest of the chamber, which is a hard task.
