[font=georgia][size=120][b]Act II : Official Time Management Act[/b][/size][/font]

[b]Section 1: [u]Title[/u][/b]

The title of this law is the "Official Time Management Act." It may be cited as the "OTMA".

[b]Section 2: [u]Defined Terms[/u][/b]

"Regional Documents" - documents including, but not limited to: proposed legislation, proposed amendments, election dates and other planned timings.

"Necessary time versions" - the certain time zones stated in Section 3 §1.

[b]Section 3: [u]Official Time Zone[/u][/b]

[*]The Official Time Zone of CISB is the Coordinated Universal Time (UTC) also known as Greenwich Mean Time (GMT).
[*]Voting times must be expressed in UTC and in each of the following additional time zones:
[list=a][*]Pacific Standard Time (UTC-08) or, when in effect, Pacific Daylight Time (UTC-07)
[*]Eastern Standard Time (UTC-05) or, when in effect, Eastern Daylight Time (UTC-04)
[*]Central European Time (UTC+01) or, when in effect, Central European Summer Time (UTC+02)
[*]Gulf Standard Time (UTC+04)[/list]
[*]The terms "Greenwich Mean Time" and "Coordinated Universal Time" as well as their abbreviations GMT and UTC may be used interchangeably in OTMA compliance statements.[/list]

[b]Section 4: [u]Time Management[/u][/b]

[*]The Minister of Internal Affairs and the Deputy of Internal Affairs are required to make sure all regional documents have all of the necessary time versions available for start and/or end times.
[*]The Minister of Internal Affairs and the Deputy of Internal Affairs are required to, if not already stated, state the necessary time versions for start and/or end times on all regional documents.
[*]The Minister of Internal Affairs and the Deputy of Internal Affairs are required to fulfil Sections 4 §1 and §2 within 24 hours of the regional documents becoming available to 'member' level nations on the forums.[/list]

[b]First Amendment[/b]

The time zones EST (Eastern Standard Time, GMT-5) and CET (Central European Time, GMT+1) have been added to the list of Official Time Zones (Section 3 §1) on January 28, 2017.

[b]Second Amendment / "Summertime Amendment"[/b]

This act now provides for the time zones that switch between DST (called "summer time" in Europe) and standard time. Section 3 §1-3 have been amended accordingly on February 2, 2017.

[i]This act has been repealed and replaced by the Decree Law № 1 of 2017 by the members of the Supreme Council on November 1, 2017.[/i]

[i]This act has been rejected by the members of the Landsraad on January 13, 2017.[/i]

[font=georgia][size=120][b]Act V : Revised Territorial Regulation and RP Population Act[/b][/size][/font]

[u]Section 1: Title[/u]

The title of this law is the “[b]Revised[/b] Territorial Regulation [b]and RP Population[/b] Act”. It may be abbreviated as “[b]Revised[/b] TRA”.

[u]Section 2: Defined Terms[/u]

“CISB” means the region ‘Community, Independence, Solidarity, Brotherhood’ within the game NationStates.

“Citizen” means a nation that has obtained full citizenship within CISB.

“Country” means a real nation on the world map outside NationStates.

“Nation” means a nation within the CISB region.

“Map” means the regional map of the CISB region.

“Inhabitant” means the [b]NS Population[/b] of a single nation within NationStates.

[b]"NS Population" means the population stated on a Nation's main page by the in-game official statistics of the NationStates game.[/b]

“Plot” means one single division of the map.

"Player" means an individual human player (or group of players) controlling a single account within the NationStates game.

"Principal Nation" means, with respect to each Player, one (and only one) Nation designated by that Player to be the main nation for purposes of the CISB region.

"Puppet" means any Nation, other than a Principal Nation, under common control by a single Player.

“Resident Puppet” means a Puppet that has been granted residence status under the Immigration Act.

[b]"RP Population" means a Nation's population for role-play purposes calculated in accordance with this law.[/b]

"MoI" means the Minister of Interior of CISB.

"MoRP" means the Minister of Role Play of CISB.

[u]Section 3: Conditions[/u]

1.	A Nation must be Citizen or a Resident Puppet before it can claim territory on the map.

2.	In addition to Section 3 §1, a Nation must have filled out the CISB Role Play Form and had it accepted by the MoI or MoRP before it can claim territory on the map.

3.	As a transitional measure, any nations with territory on the map prior to the enactment of this law are not required to submit an RP Form until they wish to expand their territory.

4.	A Citizen may claim its first Plot regardless of population size.

5.	A Resident Puppet is not entitled to its first Plot until it has achieved 75 million inhabitants.

[u]Section 4: Divisions[/u]

1.	The map is divided into several Plots.

2.	Smaller countries remain as one Plot or may be divided into two or three Plots.

3.	Bigger countries are divided into several Plots.

[u]Section 5: Plot Claims by Citizens[/u]

1.	A Citizen can claim one [b]vacant[/b] Plot immediately upon obtaining citizenship, a second plot upon obtaining 150 million Inhabitants, and one additional Plot for every 75 million Inhabitants thereafter up to a limit of 15 Plots.

2.	Whenever a Citizen's [b]NS[/b] Population entitles it to one or more additional Plots that Citizen can contact the incumbent [b]Minister of Interior[/b] via telegram to claim further [b]vacant[/b] Plots.

3.	If a Citizen surpasses the threshold of 1.125 billion Inhabitants (15 Plots), they cannot claim further [b]vacant[/b] Plots, except as provided in Section 6 Paragraph 2a of the TRA.

4.	[b]Plots acquired through conquest do not count towards the limit of Plots a Nation may acquire through map claims.[/b]

[u]Section 6: Plot Claims by Resident Puppets[/u]

1.	A Resident Puppet can claim one [b]vacant[/b] Plot upon obtaining 75 million Inhabitants.

2.	A Resident Puppet is entitled to one additional [b]vacant[/b] Plot for every 75 million Inhabitants thereafter, but there are two exceptions to this rule:-

a.	Additional Plots earned by a Resident Puppet (beyond its first Plot) may be allocated between the [b]Player's[/b] Principal Nation [b]and any or all of[/b] its Resident Puppets [strike]Principal Nation[/strike] in any way the Principal Nation sees fit, but only if the Principal Nation is itself a Citizen.

b.	When the combined population of a player’s Principal Nation and all its Resident Puppets, taken together, surpasses the threshold of 1.125 billion inhabitants (15 total plots distributed between the Principal Nation and any combination of Resident Puppets); then the rate of earning additional Plots (whether by the Principal Nation or any Resident Puppet) will slow to one additional Plot for every 500 million inhabitants of combined population for all nations controlled by the relevant player.

3.	The maximum limit of [b]vacant[/b] Plots that may be awarded to any combination of Nations controlled by a single Player is [strike]twenty-five (25)[/strike][b]thirty (30)[/b].

[u]Section 7: Loss of Map Plots[/u]

1.	If a Nation is ejected from CISB, ceases to exist ("CTE"), or voluntarily departs CISB to reside in another region, that Nation will lose all territory claimed on the map according to the schedule set out in this Section 7. A Resident Puppet does not automatically lose its territory merely because its Principal Nation has been ejected from CISB, CTE or voluntarily departed CISB to reside in another region. A Resident Puppet will lose its territory only if it has itself been ejected from CISB, CTE'd or voluntarily departed CISB to reside in another region. A Resident Puppet whose Principal Nation has left CISB may apply to adjust its status to Citizen in the manner set forth in the Immigration Law.

2.	A Nation that is ejected from CISB loses all territory claimed on the map immediately, with effect from the time of ejection. No other Nation may claim this territory during the 48-hour period following the ejection, [b]or while an appeal against the ejection is pending[/b]. If the ejected Nation is restored to residency in CISB before the end of the appeal period, its territory on the map must be immediately restored. If the ejected Nation is not restored to residency during this 48-hour period, then any other [strike]nation[/strike] [b]Citizen or Resident Puppet[/b] may claim all or part of the ejected Nation's territory. If an ejected Nation is pardoned and restored to residency after the end of the 48-hour period, the ejected Nation may reclaim any part of its previous territory that was not already claimed by another Nation.

3.	A Nation that ceases to exist will immediately lose all territory claimed on the map. If the CTE Nation is resurrected and resumes residency in CISB the CTE'd nation may reclaim any part of its previous territory that was not already claimed by another Nation.

4.	A Nation that voluntarily departs from CISB will lose all territory claimed on the map immediately, with effect from the time of departure. Any other nation may claim all or part of the departed nation's territory. If the departing nation resumes residency in CISB, it may reclaim any part of its previous territory that was not already claimed by another nation.

5.	A Nation may lose Plots through RP conquest as described in Section 9 of this Law.

[u]Section 8: [b]Special Rules for Pascala[/b][/u]

1.	Special rules apply for the nation of Pascala, the founder of CISB as follows:-

a.	Pascala is allowed to have territory on the map even though it is not a Citizen or Resident Puppet.

b.	Pascala's territory accrues at the rate of one Plot for every 75 million inhabitants. Pascala is allowed to have up to 15 plots.

c.	Pascala's territory does not count towards the territorial limits of any other Player, and Pascala may not gain additional territory through the use of Resident Puppets [b]or through conquest.[/b]

[u][b] Section 9: RP Population[/u][/b]

1.	A Nation's RP Population is determined by the number of Plots it controls.

2.	Each Nation receives an RP Population of five million (5,000,000) persons per Plot, regardless of where its Plots are located on the map.

3.	RP Population cannot be transferred between an Citizen and its Resident Puppets unless the Plot giving rise to that RP Population is also transferred.

[u]Section 10: Gain or Loss of Territory through Role-Play[/u]

1.	Any Nation who initiates or consents to participate in a military role-play scenario may gain plots occupied by another Nation, or lose one or more of its own Plots, through conquest as determined by the results of the role-play scenario.  A Nation cannot acquire vacant Plots through conquest.

2.	A Nation that does not expressly consent to participate in a specific military role-play cannot lose Plots via conquest.  

3.	Plots acquired via conquest belong to the conquering Nation (unless re-conquered or otherwise lost).  Conquered Plots cannot be freely transferred to another controlled by the same Player, and therefore are an exception to the general rule stated in Section 6(1)(a) of this law, but they can be ceded to any other Nation as part of a role-play scenario.

4.	Plots acquired via conquest do not count towards the limits set out in Sections 5(1) and 6(3) of this law.  

[u]Section 11:  Miscellaneous[/u]

1.	The map will be updated every Sunday. A post summarizing the changes will be lodged on the RMB by the incumbent Minister of Interior.

2.	This law does not affect any role-play scenario that is in progress at the time of its enactment.  It will affect all future role-play scenarios.

[*]Special rules apply for the nation of [nation=short]Pascala[/nation], the founder of CISB as follows:-[list=a][*]Pascala is allowed to have territory on the map even though it is not a Citizen or Resident Puppet.
[*]Pascala's territory accrues at the rate of one Plot for every 75 million inhabitants. Pascala is allowed to have up to 15 plots.

[b]First Amendment[/b]

The threshold mentioned in Section 5 §3 has been reduced from 1.5 billion (20 plots) to 1.125 billion inhabitants (15 plots) on January 25, 2017.

[b]Second Amendment / "Newcomer Amendment"[/b]

Nations don't have to be full citizens and don't require a minimum amount of inhabitants any longer. Section 3 §1-2 have been amended accordingly on February 5, 2017.

[b]Third Amendment[/b]

Section 6 has been added on March 6, 2017.

[b]Fourth Amendment[/b]

Section 3, Paragraph 3 and Section 7 have been added on March 20, 2017.

[b]Fifth Amendment / "Puppet Rights Act of 2017"[/b]

The entire TRA has been overhauled in the course of the Puppet Rights Act of 2017. The previous sections 2, 3, 5 and 6 have been amended and a new section 6 has been added between the former sections 5 and 6 on April 7, 2017.

[b]Sixth Amendment[/b]

Nations that leave CISB or CTE now immediately lose their territory on the map instead of after one week after the date of departure or CTE. This amendment has been ratified on February 12, 2018.

[font=georgia][size=120][b]Act VI : The Pen Papers[/b][/size][/font]

[b]Section 1: [u]Title[/u][/b]

The title of this act is "The Pen Papers". It may be abbreviated as "TPP".

[b]Section 2: [u]Organization[/u][/b]

[*]Any resident of CISB may submit a story to The Pen. The Minister of Internal Affairs will deem if it is appropriate enough to enter the next issue of the Pen, and may edit stories for clarity if needed.
[*]The Minister of Internal Affairs will be responsible for making new The Pen dispatches, pinning them on the World Factbook Entry of CISB, and creating new threads on the forums that link the dispatch and all authors' nations.
[*]The Minister of Internal Affairs is to make sure all information in an issue of the Pen is truthful.
[*]The Minister of Internal Affairs may create a job that deals with the caretaking of The Pen. If so, everything mentioned in this law still applies.[/list]

[font=georgia][size=120][b]Act VII : CISB Immigration Act[/b][/size][/font]

[b]Section 1: [u]Title[/u][/b]

The title of this law is the "CISB Immigration Act". It may be abbreviated as "CIA".

[b]Section 2: [u]Defined Terms[/u][/b]

"Cabinet Officer" means the President, the Vice President, the Minister of Foreign Affairs, the Minister of Military Affairs, the Minister of Internal Affairs, the Minister of State for Government Affairs and the Minister of Role Play.

"CISB" means the "Community, Independence, Solidarity, Brotherhood" region within the NationStates game.

"Citizen" means a nation that obtained full citizenship in the CISB region.

"Nation" means a nation within the NationStates game.

"Player" means an individual human player (or group of players) controlling a single account within the NationStates game.

"Founder" means [nation]Pascala[/nation], the founder of CISB.

"Principal Nation" means, with respect to each Player, one (and only one) Nation designated by that Player to be the main nation for purposes of the CISB region.

"Puppet" means any Nation, other than a Principal Nation, under common control by a single Player.

“Resident Puppet” means a Puppet that has been granted residence status under the Immigration Act. The term may be abbreviated as 'RPu.'

"Applicant" means a nation applying for full citizenship or Resident Puppet status within the CISB region.

"CISBIF" means the "CISB Immigration Form".

[b]Section 3: [u]Requirements[/u][/b]

[*]The applicant has to comply with the requirements mentioned in Section 3 §2-5.
[*]The applicant has to fill in the CISBIF to apply for full citizenship or RPu. status.
[*]The applicant has to take an oath pledging allegiance to CISB, the Charter, the Regional Government and the President of CISB.
[*]An applicant who is a puppet nation of a citizen who already resides within CISB is eligible for Resident Puppet status upon completion of a valid and acceptable CISBIF.
[*]Any applicant's application for citizenship or Resident Puppet status may be rejected if said nation is considered a security risk to CISB or a threat to the peace, stability or good order of the region by the President, the Vice President or the Minister of Internal Affairs.[/list]

[b]Section 4: [u]Applying for Citizenship or Resident Puppet status.[/u][/b]

[*]The applicant has to provide all information requested in the form.
[*]Taking the oath at the end of the form is mandatory. Violating this oath may lead to disciplinary actions such as those listed in the Penalties Act.
[*]If the applicant doesn't reply to additional questions asked by the competent authorities within one week, the application will be declared invalid and deleted.
[*]The Minister of Internal Affairs shall keep a "civil register" listing all Citizens and Resident Puppets, together with the date of approval of their CISBIF.
[*]Information about puppet relations shall never be deleted from the Civil Register, even if puppets or principal nations listed in it have been ejected from CISB or have CTE'd.
[*]The Minister of Internal Affairs must deny any application for Resident Puppet status if the Player controlling the applicant Nation already controls a total of five (5) or more Nations with Citizen or Resident Puppet status in CISB. Any Nations controlled by that same Player in excess of the five-nation limit may remain in CISB with Temporary Resident Status, subject to the rules governing Temporary Resident Status set out in Section 5 of this law. Nations that held Resident Puppet status on or before the date this section was enacted may retain their status as long as they maintain continuous Resident Puppet status in CISB, bearing in mind the provisions of Section 6.3 of this Law.[/list]

[b]Section 5: [u]Temporary Resident Status[/u][/b]

[list=1][*]A Nation residing in CISB who is neither a Citizen or a Resident Puppet is considered a temporary resident.
[*]Temporary residents may reside in CISB indefinitely as long as they abide by the laws, regulations and rules enacted by the CISB Government.
[*]Temporary residents are free to participate in role play and other CISB activities, except they are not entitled to map territory and are not permitted to vote.
[*]Any officer of CISB holding border control authority may summarily eject a temporary resident from CISB if any three or more of Cabinet Officers declare that temporary resident to be a threat to the peace, stability or good order of CISB. A summary ejection under this sub-section may be appealed to the Supreme Council using the same procedures set forth in Article IV, Section 2 of the Charter.[/list]

[b]Section 6: [u]Changes in Immigration Status[/u][/b]

[list=1][*]If a Nation is ejected from CISB, ceases to exist ("CTE"), or voluntarily departs CISB to reside in another region, that Nation will lose its citizenship or residence status according to the schedule set out in this Section 5.
[*]A Nation that is ejected from CISB loses its citizenship or Resident Puppet status after expiry of the 48-hour period following the ejection, during which the Charter grants the ejected Nation a right to appeal the ejection. If the ejected Nation is restored to residency in CISB before the end of the appeal period, it will be considered to have continuous citizenship (or Resident Puppet status) from the date it first became a Citizen or Resident Puppet of CISB. If the ejected Nation is not restored to residency during this 48-hour period, then its citizenship (or Resident Puppet status) is revoked with effect from the date of ejection and the Minister of Internal Affairs must place a notation in the Civil Register showing the date of ejection.
[*]A Nation that ceases to exist will remain a Citizen or Resident Puppet, as the case may be, for a period of fourteen (14) days after the date of CTE. If the CTE Nation is resurrected and resumes residency in CISB before the end of this 14-day period, it will be considered to have continuous citizenship or Resident Puppet status from the date it first became a Citizen or Resident Puppet of CISB (as the case may be). After the expiry of this 14-day period, the CTE Nation's citizenship or Resident Puppet status is revoked with effect from the date of CTE and the Minister of Internal Affairs must place a notation in the Civil Register showing the date of CTE.
[*]A Nation that voluntarily departs from CISB will lose its citizenship or Resident Puppet status as follows:-
[list=a][*]If the departing Nation has completed emigration formalities on the off-site forum, the emigrating Nation is considered to have renounced its citizenship or Resident Puppet status seven (7) days after the date of departure. If the emigrating Nation resumes residency in CISB before the end of this 7-day period, it will be considered to have continuous citizenship (or Resident Puppet status, as the case may be) from the date it first became a citizen or Resident Puppet of CISB. If the emigrating Nation does not resume residency during this 7-day period, then the emigrating Nation's citizenship (or Resident Puppet status) is revoked with effect from the date of emigration.
[*]If the departing Nation has not completed emigration formalities, then the departing Nation is considered to have renounced its citizenship (or Resident Puppet status) immediately, with effect from the time of departure. If the departing Nation held government office in CISB, or served as a member of the Supreme Council within thirty (30) days of its departure, then it shall be banned from re-entering CISB unless it can demonstrate to the Supreme Council a justifiable reason for its departure. Any Nation with border control authority in CISB is authorized to impose the ban.[/list]
[*]If a nation does not return to CISB after sixty (60) days from the date of CTE or ejection, that nation's entry in the Civil Register shall be removed by the Minister of Internal Affairs or any other Cabinet Officer who has the permission to edit the spreadsheet containing the Civil Register[/list]

[b]Section 7: [u]Miscellaneous[/u][/b]

[list=1][*]Special rules apply for [nation]Pascala[/nation]. Specifically, [nation=short]Pascala[/nation] is neither a citizen nor a Resident Puppet. It has a special immigration status called "Founder." As founder, [nation=short]Pascala[/nation] may hold territory on the map and may participate in regional role play activities, but may not vote or hold an office in the regional government or on the Supreme Council.
[*]The following Nations were citizens prior to enactment of the CISB Immigration Act and therefore continue to be citizens even though they have not submitted a CISBIF. The Minister of Internal Affairs shall record these nations in the Civil Register of CISB with as much information as may be available from public records and showing the effective date of citizenship as January 1, 2017:-

[*]A Nation holding citizenship pursuant to Paragraph 2 of Section 7 may correct or amend details in the Civil Register by submitting a CISBIF.
[*]The provisions of Section 5 of this law also apply to the Nations listed in Paragraph 2 of Section 6. Should any Nation (including a Nation listed in Paragraph 2 of Section 7) lose its citizenship in CISB, it must re-apply for citizenship or Resident Puppet status before enjoying any of the rights and privileges of either status.
[*]The President may revoke the citizenship or Resident Puppet status of any nation the President deems to be a threat to the peace, stability or good order of CISB. The affected nation may appeal the revocation decision to the Supreme Council by posting an objection on the RMB. The Supreme Council must begin considering any appeal within 72 hours of the objection being posted and must render its decision within one week unless the affected nation requests an extension. The President's revocation decision is considered affirmed unless at least ⅔ of the full membership of the Supreme Council votes in favor of overturning the President's revocation order.[/list]

[b]First Amendment / "Puppet Rights Act of 2017"[/b]

The entire CIA (formerly: "CCRA") has been overhauled in the course of the Puppet Rights Act of 2017. All sections have been amended and two new sections (5 and 6) have been added on April 7, 2017.

[b]Second Amendment[/b]

A seventh section has been added to this law to ensure that the nations listed in Paragraph 2 of said section remain citizens of CISB even if they did not submit a filled in CISBIF. The amendment has been ratified on April 21, 2017.

[b]Third Amendment[/b]

Departing the region for another now results in a ban for nations that held holding a Supreme Council position on the date of departure if they are not able to provide a valid reason for their departure. This amendment has been ratified on March 25, 2018.

[font=georgia][size=120][b]Act VIII : Emergency Powers Act[/b][/size][/font]

[b]Section 1: [u]Title[/u][/b]

The title of this law is the "Emergency Powers Act of 2017." It may be cited as the "EPA".

[b]Section 2: [u]Defined Terms[/u][/b]

"CISB" means the "Community, Independence, Solidarity, Brotherhood" region within the NationStates game.

"Founder" means the nation of Pascala.

"President" means the President of CISB.

"Sec Mil" means the Minister of Military Affairs.

"Sec Int" means the Minister of Internal Affairs.

"Vice-President" means the Vice-President of CISB.

"National Security Officer" means each of the Vice-President, the Founder, the Sec Mil and the Sec Int.

[b]Section 3: [u]Authority to Declare State of Emergency; Duration[/u][/b]

[*]The President may declare a state of emergency at any time he determines CISB to be under attack from external raiders or sleeper agents within CISB. A state of emergency declared by the President will last for 48 hours, but it may be renewed for one additional consecutive 48-hour period. 
[*]If the President is unavailable or otherwise fails to act, a state of emergency may be declared by any two or more National Security Officers, acting together, determining the CISB to be under attack from external raiders or sleeper agents within CISB. A state of emergency declared by National Security Officers under this Section 3 §2 will last for 24 hours, but may be replaced or followed by a state of emergency declared by the President under Section 3 §1.
[*]Any single National Security Officer, acting unilaterally, who determines the CISB to be under attack from external raiders or sleeper agents within CISB may declare a temporary state of emergency. A state of emergency declared under this Section 3 §3 will last for 12 hours, but may be replaced or followed by a state of emergency declared by the President under Section 3 §1, or by two or more National Security Officers under Section 3 §2.
[*]The Supreme Council may, by simple majority vote, cancel or extend any state of emergency (whether declared under Section 3 §1, §2 or §3). 
[*]The maximum total duration of any state of emergency, howsoever declared or extended, is one week.
[*]Any declaration of a state of emergency must be supported by a statement specifying the reasons for the declaration. This statement must be posted on the RMB, the regional Factbook and in the offline forums, and must be signed by the required number of nations as per Section 3 §1, §2 or §3 of this law.[/list]

[b]Section 4: [u]Effects of State of Emergency; Martial Law[/u][/b]

[*]During a state of emergency, martial law applies within the CISB. During martial law, any National Security Officer who is online may issue a declaration of war against the raider region. 
[*]During martial law the Founder shall grant border control authority, embassy authority and appearance authority to all National Security Officers and to any other nations named by the President or the Minister of Military Affairs. The Founder shall dismiss any officer deemed to be a threat to regional security by the President or the Minister of Military Affairs.
[list=a][*]Any nation holding border control authority during martial law must exercise border control authority to eject and ban any nation declared by the military authorities to be a threat to CISB and may exercise border control authority to eject and ban any nation that reasonably appears to be a threat to CISB. Martial law authority cannot be used to eject the President, the Vice President or any National Security Officer unless it is clearly apparent that such official is an invader or colluding with invaders. Ejections may be appealed using the procedures specified in the Charter, but an appeal cannot be used to halt an ejection (only to reverse the ejection later). Any nation entrusted with border control authority during martial law may lock the region with a password, or remove a password lock imposed by raiders.
[*]Any nation holding appearance authority during martial law must exercise that authority to defend against attempts by invaders to post misleading information on the regional Factbook or RMB.
[*]Any nation holding embassy authority during martial law must use it to block efforts by the invaders to close embassies with regions allied to CISB.[/list]
[*]During martial law, both the President and the Sec Mil will have command authority; this command authority may be exercised jointly or separately. Any Nation in CISB carrying out an order issued by the President or the Sec Mil during martial law is considered to be acting lawfully, even if that order appears to contradict the Charter or other valid CISB legislation. The President and the Sec Mil have authority to delegate all or part of their command authority to any other nation in CISB, and to issue orders for the banning and ejection of nations. 
[*]The command authority described in Section 4 §3 will automatically end at the end of the state of emergency.
[*]Any orders issued pursuant to martial law command authority will end at the end of the state of emergency. The sole purpose of martial law command authority is to facilitate rapid response to invaders and raiders. Martial law command authority cannot be used to repeal or amend the Charter, or to effect permanent changes to duly enacted CISB laws and regulations. [/list]

"CISB" means the "Community, Independence, Solidarity, Brotherhood" region within the NationStates game.

“Citizen” means a nation residing in CISB that has obtained full citizen status.

"Embassy" means an embassy for a region (other than CISB) within the NationStates Game.

"Embassy Posting Privileges" means a right to post on the RMB enjoyed by Nations that reside in a region (outside CISB) that has established an Embassy with CISB.

"Forum" means the offsite forum for CISB located at http://s15.zetaboards.com/CISB/index/ or any replacement forum that the CISB regional government may subsequently decide to use.

"Founder" means the nation of Pascala.

"Nation" means a nation within the NationStates game.

"Platform" means any means of electronic communication used in connection with the NationStates game including the RMB, the Forum, any Regional IRC channel, any Discord channel or any other method of communication used by member nations of CISB.

“Player” means the human person controlling a Nation or group of Nations within the NationStates game.

"President" means the President of CISB.

“RMB” means the Regional Message Board for the CISB region on the NationStates game website.

"Regional IRC" means any IRC channel set up for real-time communications among all member Nations of CISB or any subset of those member Nations.

"Regional Officer" means the President, the Vice President, the Founder or any Cabinet Official.

“Resident Puppet” means a nation residing in CISB that has obtained Resident Puppet Status.

"RMB" means the regional message board for CISB.

"Vice-President" means the Vice-President of CISB.

[b]Section 3: [u]Freedom of Speech[/u][/b]

[list=1][*]Freedom of speech is a fundamental principle of CISB.
[*]Any Nation is free to post any statement it wants on any Platform, subject only to the restrictions set out in the NationStates terms of service or the terms of service for the relevant Platform.[/list]

[b]Section 4: [u]Restrictions[/u][/b]

[list=1][*]No Nation may post content on any Platform that violates the restrictions on content imposed by that Platform's terms of service.
[*]No Nation may post content on any Platform that attacks or threatens a Player individually or that reveals personally identifiable information about a Player without that Player’s express consent.[/list]

[b]Section 5: [u]Interpretation Guidelines[/u][/b]

[list=1][*]CISB is committed to free speech. When considering if any given statement is permitted or prohibited, Regional Officers should exercise tolerance, err on the side of free speech and give Nations the benefit of the doubt.
[*]The NationStates game strives for a “PG-13 environment.” Any complaints about violations of the NationStates guidelines should be brought to the attention of the NationStates moderators. Regional Officers should endeavor to promote a civil discourse reasonably free from profanity and obscenity, regardless of the Platform but Regional Officers should not themselves act as speech or thought police. The occasional use of profane or obscene language is not – in and of itself – grounds for discipline or ejection (although it may result in a warning). However, discipline by moderators (possibly including ejection) may result from:-

[*]the use of profanity or obscenity directed at another nation.[/list][/list]

[b]Section 6: [u]Suppression by Regional Officers[/u][/b]

[list=1][*]A Regional Officer may not suppress a post by a Citizen or Resident Puppet of CISB merely because it contains prohibited content. A Regional Officer may suppress a post by a Citizen or Resident Puppet only if:-
[list=a][*]the post contains content that threatens regional security.
[*]the post contains contents that would shock the conscience of an ordinary person.
[*]the Supreme Council orders the post to be suppressed.[/list]
[*]A Regional Officer may suppress a post by a temporary resident of CISB, or a resident of another region posted pursuant to Embassy Posting Privileges, if the Regional Officer considers the post to be a threat to regional harmony.[/list]

[b]Section 7: [u]Penalties[/u][/b]

[list=1][*]Any penalty imposed on a Citizen or former Citizen of CISB under any previous version of the Free Speech Act is null and void.[/list]

Multiple paragraphs have been repealed from this law to ensure the right of free speech and liberty of expression in CISB. The law has been amended accordingly on July 1 and July 4, 2017.

[list=1][*]A fundamental aspect of life in CISB is the right to freedom.
[*]Any player with a nation in CISB will be held responsible for all actions carried out by its principal nation or puppet(s), in any region in NationStates.
[*]For the purposes of this law, it will be the player that is held accountable for the actions of its nations, rather than the nation itself. This means that the sanctions will apply directly to the player and any nations they control.
[*]For the avoidance of doubt; Section 3.3 means that a nation committing an offence would be treated as the player committing the offense, thus why the sanctions faced would then apply to all puppets that player may have.
[*]The player will be held accountable and will be subject to sanctions for its actions on any platform.[/list]

[b]Section 4: [u]Grade 1 Offenses[/u][/b]

[list=1][*]Any offense listed under Section 4 of this law is a Grade 1 Offense and will be subject to the sanction procedures set forth in Section 8.

[*]Using multiple nations to vote in polls where they are prohibited from doing so,
where seen as deliberately ignoring the relevant legislation.
[*]Disclosing confidential information (in-game information, for example, Councillors leaking the contents of private Supreme Council discussions).
[*]Communicating with a member of a foreign region that has been designated a 'threat' by the Minister of Military Affairs, unless authorized to do so by either the President or the Minister Military Affairs.[/list][/list]

[b]Section 6: [u]Grade 3 Offenses[/u][/b]

[list=1][*]Any offense listed under Section 6 of this law is a Grade 3 Offense and will be subject to the sanction procedures set forth in Section 10.
[*]Grade 3 Offenses are seen as the greatest and most serious offenses.
[*]The following list contains Grade 3 Offenses:
[list][*]Impersonation. Creating nations with misleading names to purposefully trick players into believing the nation to be controlled by someone else.
[*]Disclosing confidential information (real-life personal information about another player without that player's consent).[/list][/list]

[b]Section 7: [u]Interpretations and Grade Changes[/u][/b]

[list=1][*]The grade an offense is labeled may vary depending on the previous actions of a nation and the context or the situation the player was in when they committed the offense.
[*]The President, or any combination of 3 Cabinet Officers, may change the grade of warning a single offense is, if they see necessary for the specific case. A grade change, as set out in this section, may be disputed by any Citizen, in the manner set forth by section 7.3 of this law.
[*]A Citizen that objects to a Grade Change may appeal to the Supreme Council, triggering a 24 hour period in which the Supreme Council must choose a suitable grade for the offense. The Supreme Council may choose to keep the grade previously designated. The Supreme Council must come to a unanimous decision before the end of the 24 hour period, else the grade set by the President or Cabinet Officers will remain.
[*]The President, or 3 Cabinet Officers may decide to nullify an offense, if they see necessary. This will be treated in the same way as a grade change set out in this section.
[*]Any grade change, as set out in this section, is one time only and will exclusively apply to the single offense it was changed for.[/list]

[b]Section 8: [u]Grade 1 Offense Sanctions[/u][/b]

[b]Section 11: [u]Miscellaneous[/u][/b]

[list=1][*]Any Player punished under this Law may appeal the punishment to the Supreme Council by sending a telegram to the President or any Officer. The Supreme Council must set up a mechanism for hearing the appeal within seven (7) days of receiving notice of the appeal. The Player who was punished, as well as any interested Citizen, may present evidence for or against the punishment. The Supreme Council must give each side a reasonable opportunity to present its case after which the Minister of Government Affairs may declare the proceedings closed. The Supreme Council must vote on the appeal within forty-eight hours of the conclusion of the proceedings being closed. A simple majority of the nations voting is sufficient to affirm or overturn the punishment.
[*]If the President, or 3 Cabinet Officers, believe an action of a player to be worthy of sanction, yet the action is not listed in this law, then they may label that action as either a Grade 1, Grade 2 or Grade 3 Offense. The appropriate sanctions will then apply to this action.
[*]Should any Citizen dispute the labelling of an action not listed in this law, as in Section 11.1 of this law. then they may dispute it, by appealing in the same way set forth in Section 7.3 of this law.
[*]Any action labelled as an offence, as set out in this section, is one time only and will exclusively apply to the single action that was labeled as an offense.
[*]Any actions desired to be permanently listed in this law as offenses, will require an amendment to this legislation.
[*]All members are free to report others' actions to the relevant moderators, as they see fit, without fear of facing any consequences; all members reserve the right to report players, on any platform, at their discretion.
[*]The contents of this law applies to all nations residing in CISB, whether they be Citizens, Resident Puppets, Temporary Residents or otherwise.
[*]The sanctions detailed in this law may be given to non-residents of CISB, as long as they committed the offense whilst a resident of CISB.
[*]This law works alongside the Free Speech Act in ensuring the stability of the region and the liberty of its residents.
[*]The President shall create and maintain an up-to-date dispatch, containing all of the offenses listed in this law. This dispatch will be called 'Police Register of CISB' and must be pinned to the CISB World Factbook Entry.[/list]

[b]Section 1: [u]SoFA Handling of Embassy Requests[/u][/b]

[list=1][*]If a region presents a request to construct an embassy with CISB and provides the necessary information listed in the Embassy Guidelines dispatch, the Minister of Foreign Affairs (the "Minister") must prepare a dispatch containing the relevant information, together with the Minister's recommendation on accepting or rejecting the Embassy request. The Minister must notify the entire region of the request via a post on the RMB that links the Minister's dispatch.
[*]The Minister's dispatch must contain or reproduce:
[list=a][*]any telegrams sent along with or in connection with the embassy request;
[*]the link of the region requesting the embassy and the representative from that region who will serve as point of contact with the CISB;
[*]an explanation of any side effects that may come as a result of constructing the embassy (such as possible entanglement in regional conflicts or raider/defender game play);
[*]a reason why the embassy construction would be beneficial to CISB.[/list]
[*]The Minister must reject any embassy request that does not meet the guidelines listed in the Embassy Guidelines dispatch, but at his/her discretion may give the requesting region a reasonable time to modify its request so that it meets those guidelines.[/list]

[b]Section 2: [u]Ratification of Embassy Requests[/u][/b]

[list=1][*]The Minister has authority to approve or reject any embassy construction request but may must refer its recommendation to the Supreme Council by creating an appropriate thread in the Supreme Council forum on the offsite forums to deliberate on acceptance/rejection of the embassy request. The President, or any member of the Supreme Council, can request referral of an embassy request to the Supreme Council, in which case the Minister must refer its recommendation to the Supreme Council.
[*]If the Minister refers an embassy request to the Supreme Council, the Supreme Council must vote on the embassy request through a poll in the deliberation thread. The Minister of Foreign Affairs may set the length of the voting period, but this period must not be longer than 48 hours. A majority of members voting is sufficient to approve the embassy request.[/list]

[b]Section 3: [u]Closure of Embassies[/u][/b]

[list=1][*]The Minister may order closure of any embassy that ceases to meet the embassy guidelines.
[*]The President may order closure of any embassy at any time, for regional security or other reasons. The President may veto any decision by the Minister or the Supreme Council to approve an embassy request, but the President may not overrule a decision to reject an embassy request.[/list]

[b]Section 4: [u]Miscellaneous[/u][/b]

[*]All embassies actually constructed before the date of this Law are deemed ratified, even if they were not voted upon in accordance with EMBA.

The Minister of Foreign Affairs is now able to accept or reject embassy requests to their own discretion without being obliged to hold a Supreme Council voting; however, the President may override the Minister's or Supreme Council's decision to construct an embassy with another region. "Cabinet Minister" means the Statsminister, the Minister for Foreign Affairs, the Minister of the Interior, the Minister of Administration and the Minister of Role Play.

"CISB" means the "Community, Independence, Solidarity, Brotherhood" region within the NationStates game.

"Citizen" means a nation that obtained full citizenship in the CISB region.

"Dependency" means a region within the NationStates game that is under the ultimate control of CISB, but is given limited autonomy to act as a platform for Puppets of CISB Citizens to engage in role play under alternative timelines and scenarios.

"Nation" means a nation within the NationStates game.

"Player" means an individual human player (or group of players) controlling a single account within the NationStates game.

"Founder" means the founder of CISB.

"Dependency Founder" means the founder of a Dependency Region.

"Dependency Official" means the Governor-General of a Dependency and any other official holding in-game authority within a Dependency.

"Principal Nation" means, with respect to each Player, one (and only one) Nation designated by that Player to be the main nation for purposes of the CISB region or CISB's Dependencies.

"Puppet" means any Nation, other than a Principal Nation, under common control by a single Player.

"Resident" means any nation that is a member of any region in the NationStates game.

[b]Section 3: [u]Applications[/u][/b]
[list=1]
[*] Any Citizen of a CISB may write to the Statsminister of CISB, in the forms of telegram or dispatch, requesting the creation of a Dependency of CISB. This dispatch will be known as the "Application" and the player as the "Applicant".
[*] The Application must detail the proposed name and purpose of the Dependency. 
[*] When reviewing a Application, the Statsminister must decide, following consultation with Cabinet Ministers, whether the following criteria are met:[list=a]
[*] Has the Applicant decided to make the Application for a clear purpose?
[*] Is it within CISB's interests of regional harmony, security and moral obligations to accept the Application?
[*] Would accepting the Request be beneficial to the majority of residents of CISB?
[/list]
[*]The answers to the above criteria must be affirmative in every case in order for the Statsminister to accept an Application on CISB's behalf. 
[*] If the answer to any of the above criteria is "No", then the Statsminister must not accept the Application on CISB's behalf.
[*] The Statsminister may revoke their approval of an Application at any time, without reason. Similarly, even if all the aforementioned criteria are met, the Statsminister is under no obligation to accept the Application.
[/list]

[b]Section 4: [u]Dependencies[/u][/b] 
[list=1]
[*] Once an Application has been accepted, the Founder must, using a puppet, create the Dependency region to the specifications requested by the Applicant and approved by the Statsminister. The puppet is known as the Dependency Founder.
[*] The Founder must always remain in control of the Dependency Founder.
[*] Dependencies will have no regional government of their own and will be reliant upon CISB for security and governance.  However, upon instructions from the Statsminister, the Dependency Founder must appoint a resident of the Dependency to the office of "Governor-General." The Governor-General will act as Cabinet's representative in the Dependency and as such will be treated as the highest ranking resident of the Dependency.
[*] The Statsminister may also instruct the Dependency Founder to appoint one or more other residents of the Dependency to administer the Dependency's map and to administer RP within that Dependency.  Any such Dependency Officials will be given the appropriate authority levels within that Dependency as they may need to perform their tasks.  
[*] Residence in a Dependency is restricted to Puppets who are controlled by a Citizen of CISB. To enforce this requirement, the Dependency Founder must password-protect the Dependency and share the password only with the Statsminister, the Founder and any Citizens of CISB that personally telegram the Statsminister with a request to move a Puppet to the Dependency. 
[*] The Statsminister must provide the password for a Dependency to any Citizen of CISB upon request unless the Statsminister considers disclosing the password to present a risk to the safety and security of either CISB or the Dependency.  The Dependency Founder may change the password from time to time to protect regional security. 
[*] Dependencies may actively recruit new members. However, any recruitment messages sent by a Dependency Official must direct newly recruited nations to CISB. Section 4.5 of this Law always applies to all recruited nations.
[*] The Governor-General is tasked with the day-to-day running of the Dependency.
[*] The Governor-General may write to the Statsminister to seek advice on executive actions to be made within the Dependency, in order to aid the day-to-day running of the Dependency.
[*] Section 4.9 of this Law includes the recommendation of appointments of further officers within the Dependency to carry out specific duties.
[*] The Governor-General is tasked with maintaining an up-to-date dispatch listing all the residents of the Dependency and their corresponding Principal Nation residing in CISB. This dispatch should be pinned the Dependency's World Facebook Entry.
[*] A Player may swap its Principal Nation in CISB with its puppet in a Dependency, however, each Player must always maintain one nation as a citizen of CISB at all times.
[*] Any Player that has a nation as a resident of a Dependency that does not also have another nation as a citizen of CISB will face summary ejection from the Dependency unless the Statsminister sees a valid reason to waive this rule.
[*] The Governor-General and the Dependency Founder are jointly responsible for upholding the standards set in this Law.
[*] The Statsminister retains the right to dismiss the Governor-General at any time from their position and appoint a replacement.
[*] Laws in CISB regarding World Assembly membership requirement for voting remain unaffected by Dependencies and their residents.
[*] Dependencies may not declare war on other regions nor attempt to break away from CISB. The government of CISB is tasked with protecting any Dependencies as though they are an integral part of CISB.
[*] Dependencies are first and foremost role-play platforms.  Residents of each Dependency are free to decide amongst themselves on how Role Play will be conducted within their respective Dependencies. 
[*] The seniority of the Governor-General of a Dependency must always be respected when discussing regional matters, although residents are expected to maintain the cordial and fair standards set by CISB at all times.
[*] The Government of CISB may dissolve any Dependency at any time if the Statsminister or the Founder declare this to be in the best interests of CISB.

[b]Section 5: [u]Retroactive Measures[/u][/b]

[*] At the time this law is ratified, the following regions are declared Dependencies of CISB:

[font=georgia][size=120][b]Decree Law I : The Electoral Act[/b][/size][/font]

[b]Section 1: [u]Title[/u][/b]

The title of this law is the "Electoral Law Act of 2017". It may be cited as the "Electoral Act".

[b]Section 2: [u]Defined Terms[/u][/b]

"CISB" means the "Community, Independence, Solidarity, Brotherhood" region within the NationStates game.

"Citizen" means a Nation that has obtained full citizenship within CISB.

"Civil Register" means the civil register of CISB maintained by the Minister of Internal Affairs."

"Extraordinary Ballot" has the meaning given to it in Section 5.1 of this Law.

"Minister" means the Minister State for Government Affairs or any successor officially serving as Leader of Government Affairs in CISB.

"Nation" means a nation within the NationStates game.

"NS" means the NationStates game.

"Other Election" means an election for Supreme Council member or any other election for an office within CISB other than the presidency.

"Regular Presidential Election" means an election that is held on one of the dates specified in Section 3.1 for the purposes of electing a president who will take office on 31 December for a full term on the thirty-first day of the month in which the election is held.

"Special Presidential Election" means any presidential election held on a date other than the regularly scheduled dates specified in Section 3.1.

"WA" means the World Assembly within the NationStates game or any successor organization created by the NationStates game.

[b]Section 3: [u]Dates for Elections[/u][/b]
[list=1]
[*]A Regular Presidential Election must be held on the 16th of December and on 16th of July each year or on any other date during the month of December and July specified by the Minister.
[*]A Special Presidential Election must be held
[list=a]
[*]any time the office of the presidency is vacant for any reason, within one week of the vacancy arising, on a date specified by the Minister, unless Section 7 §1 applies.
[*]Other Elections must be held on a regular basis, on dates specified by the Minister, to fill vacancies in the Supreme Council and other offices within CISB.[/list][/list]

[b]Section 4: [u]Nominations[/u][/b]
[list=1]
[*]Any nation that has been a Citizen of CISB for at least three weeks (21 days) may nominate itself, and any Citizen of CISB may nominate any other nation that has been a Citizen of CISB for at least three weeks (21 days) as a candidate for the presidency by creating a dispatch detailing the nomination, and informing the Minister of their nomination.
[*]Nominations made after the nomination period or not detailed in the necessary dispatch are invalid.
[*]A nation nominated by another nation must publically confirm that it accepts its nomination on the RMB, otherwise the nomination is invalid.
[*]The nomination period ends 72 hours before the date of the election.
[/list]

[b]Section 5: [u]Conduct of Elections[/u][/b]
[list=1]
[*]The Minister must create a poll on NS open to all residents of CISB that are also members of the WA. Any nation that is both a Citizen of CISB and a member of the WA may cast its vote by voting on the poll or by Extraordinary Ballot as described in this paragraph. The Minister must permit a nation who is a Citizen of CISB to vote by telegram or by RMB post (an "Extraordinary Ballot") even if that nation is not a member of the WA if all of the following conditions are met:
[list=a][*]the nation was a Citizen of CISB on 1 November 2017;
[*]the nation continues to be a resident of CISB and has not interrupted its residency since 1 November 2017;
[*]the nation submits a written application to the Minister of Internal Affairs providing a detailed explanation for why it is unable to join the WA;
[*]the Supreme Council, by simple majority vote, accepts the nation's application.[/list]
The Supreme Council must consider applications to use the Extraordinary Ballot procedure on an expedited basis, and must begin voting on any such applications within 72 hours of their submission. To protect the privacy of players, Supreme Council deliberations on this topic must be kept strictly confidential. The Supreme Council must inform the Minister, and the Minister of Internal Affairs, of its decision and the Minister of Internal Affairs must make a notation in the Civil Register of nations who are allowed to cast Extraordinary Ballots. For the avoidance of doubt, any nation that is expelled or banned from the WA for a violation of WA rules is permanently ineligible to use the Extraordinary Ballot mechanism described in this paragraph, and becomes eligible to vote only after re-joining the WA. 
[*]The election period begins immediately after the end of the nomination period (unless the Minister designates another starting time) and continues for (a) 72 hours, in the case of Regular Presidential Elections and Special Presidential Elections; and (b) 48 hours, in the case of all Other Elections. Votes cast by nations not citizens of CISB by the end of the vote or outside the election period are invalid and will not be counted. 
[*]If there are two or fewer candidates, the candidate with the most valid votes at the end of the election period is the winning candidate.
[list=a][*]In the event of a tie, where two or more candidates have the same amount of votes, a second voting period, known as a tiebreaker vote, is held.
[*]This tiebreaker vote is between the candidates tied for the most votes, however it only lasts 48 hours. It begins at a time decided by the Minister, no more than 36 hours after the election period finishes.
[*]A tiebreaker vote must be held on NS, in a regional poll, but only residents of CISB who are also members of the WA, or who have been approved to cast Extraordinary Ballots, are eligible to vote. 
[*]At the end of the tiebreaker vote the candidate with the most votes is the winning candidate. If there is another tie, Section 5 §3a to §3d is repeated, until there is a winning candidate.[/list]
[*]If there are three or more candidates, the election will use the preferential voting system described in this paragraph.
[list=a][*]A poll is made in the same way as Section 5 §1.
[*]If a candidate secures an absolute majority of valid votes cast, then they will be declared the winning candidate.
[*]If no candidate secures an absolute majority (defined as more than 50% of valid votes), the candidate with the fewest valid votes is then eliminated from the count. A new poll will be created, this time lasting 48 hours, held between the remaining candidates. If at the end of this poll a candidate has secured an absolute majority, then they will be declared the winning candidate. If not, then:-
[*]This process of elimination continues until a candidate secures an absolute majority. The candidate who secures an absolute majority is declared the winning candidate.[/list][/list]

[b]Section 6: [u]Inauguration[/u][/b]

The winning candidate is declared president and takes office:
[list=a][*]At 12:00 UTC on the 31st of whichever month the election was held in, if the election is a Regular Presidential Election.
[*]Immediately after there is a winning candidate, if the election is a Special Presidential Election.
[*]On the date and time specified by the Minister, if the election is an Other Election.[/list][/list]

[b]Section 7: [u]Miscellaneous[/u][/b]

[list=1][*]If the office of the presidency is vacant for any reason, and there are less than 31 days until the next scheduled Regular Election, then there will be no Special Election and the current Vice President of CISB will become acting President until the next President is inaugurated via the next Regular Election.
[*]A member of the Supreme Council may be a candidate for the presidency, but a single nation may not serve simultaneously as President and as a member of the Supreme Council or Minister. If a nation that is a member of the Supreme Council is elected President, that nation's Supreme Council seat (and any Ministerial post it then holds) automatically becomes vacant on the date it takes office as President.
[*]This Law repeals, supersedes and replaces Landsraad Act No. III of 2017.[/list]

[font=georgia][size=120][b]Decree Law II : Voter Registration Act[/b][/size][/font]

[b]Section 1: [u]Title[/u][/b]

The title of this law is the "Voter Registration Act of 2017." It may be cited as the "VRA".

[b]Section 2: [u]Defined Terms[/u][/b]

"CISB" means the CISB region within the NationStates game.

"Forum" means the offsite forum maintained for the CISB region at

"Nation" means a nation within the NationStates game.

"NS" means NationStates.

"Officer" means any of the following: the President, the Vice-President, the SoMA, the SoFA, the MoI or the MoA.

"Player" means an individual human player (or group of players) controlling a single account within the NationStates game.

"President" means the President of CISB.

"Principal Nation" means, with respect to each Player, one (and only one) Nation designated by that Player to be the main nation for purposes of the CISB region.

"Puppet" means any Nation, other than a Principal Nation, under common control by a single Player.

"Restricted Matter" means any topic that touches on regional security including discussions about war (ongoing or threatened), raiding, strategies for raiding or defences against raiding.

"RMB" means the CISB Regional Message Board.

"SoFA" means the Minister of Foreign Affairs of CISB.

"MoI" means the Minister of Internal Affairs of CISB.

"MoA" means the Minister of Government Affairs of CISB.

"SoMA" means the Minister of Military Affairs of CISB.

"Vice-President" means the Vice-President of CISB.

"WA" means the World Assembly organization in the NationStates game.

[b]Section 3: [u]Landsraad Membership; Voter Registration[/u][/b]

[list=1][*]A Nation becomes a member of the Landsraad immediately upon entering CISB. A Nation residing in CISB remains a member of the Landsraad until it departs CISB for another region or ceases to exist.
[*] Any member of the Landsraad may comment on matters pending in the Landsraad, but no Nation is allowed to vote in the Landsraad unless it has completed voter registration procedures. Voting registration procedures will include
[list=a][*]registration on the offsite forum.
[*]approval by the MoI of a citizenship application.
[*]disclosure of any Puppets.
[*]membership in the WA by the Principal Nation or any Resident Puppet associated with that Principal Nation; or an order from the Supreme Council granting permission for that Principal Nation to use the Extraordinary Ballot mechanism described in the Electoral Act.
[*]The MoI shall issue an order specifying additional voting registration procedures and may modify that order at any time in his discretion.[/list][/list]

[b]Section 4: [u]Legislative Process and Onsite Voting[/u][/b]

[list=1][*]Any member of the Landsraad may propose legislation or any other matter for consideration by the Landsraad. A Nation submitting a proposal to the Landsraad is considered the "sponsor" of that proposal.
[*]To permit Nations voting on Landsraad matters to exercise an informed choice, the sponsor of any proposal brought before the Landsraad must prepare a dispatch or factbook containing
[list=a][*]the text of the proposal.
[*]a brief statement explaining the purpose of the proposal and the sponsor's arguments in favor of adopting it.[/list]
[*]The dispatch or factbook must also place the proposal into one of the following categories:
[list=a][*]Bill (any draft law)
[*]Charter Change (any proposed change to the CISB constitution)
[*]Ratification (any proposal to ratify a nomination, treaty or similar item)
[*]Resolution (Landsraad decisions that don't result in laws, charter changes or ratifications – such as a proposal to adopt a flag, a name change or similar items)[/list]
[*]The MoA or the MoI have authority to change the category of any proposal if they conclude it was incorrectly categorized.
[*]Unless the proposal relates to a Restricted Matter, the sponsor of the proposal must publish the dispatch or factbook referred to in Section 4.2 and must post a link to the dispatch or factbook on the RMB. If the proposal relates to a Restricted Matter, the sponsor must publish the contents of the dispatch or factbook on the offsite forum; the sponsor may post on the RMB a link to the forum page, but this link must not disclose the subject or contents of the proposal. Any Officer may suppress any RMB post that discloses sensitive information about a Restricted Matter.
[*]If requested by the sponsor or any other member nation of the Landsraad, the MoA is required to pin to the CISB main page a link to any member-created dispatch or factbook containing proposed laws and regulations (except for Restricted Matters). The MoA is also required to incorporate any agreed amendments or edits to the legislation that may be offered during the voting process. 
[*]Voting on any proposal brought before the Landsraad must take place through polls on the NS site unless the proposal relates to a Restricted Matter, in which case Section 5 of this Law applies. 
[*]The MoA must create polls to enable voting on each proposal brought before the Landsraad. These polls must be created and posted in the same sequence that the proposal was submitted, except that the President (or any combination of three other Officers) may at any time declare any proposal to be urgent and order that it be "next-in-line" for a vote. The MoA will implement any such "next-in-line" order.
[*]The time limit for voting on any proposal submitted to the Landsraad will be the time limit specified the Charter for the relevant category of proposal or, if the Charter does not specify a time limit for the relevant category of proposal, the time limit specified by the Landsraad or the MoA.
[*]The MoA must create and maintain a register showing the queue for pending legislation (except for Restricted Matters). This register must be posted as a factbook and pinned to the CISB main page.[/list]

[b]Section 5: [u]Restricted Matters[/u][/b]

[list=1][*]The SoMA (or in his absence, the SoFA) may publish guidelines identifying topics that are considered Restricted Matters.
[*]Restricted Matters may not be discussed in the RMB or in published factbooks or dispatches. Any proposal submitted to the Landsraad in respect of a Restricted Matter must be posted on the offsite forum, and voting on Restricted Matters must take place on the offsite forum.
[*]Laws enacted by the Landsraad concerning Restricted Matters must not be published in the Staatsblad. Instead, the MoI must publish a non-descriptive reference to the law with a link to a forum page that is not accessible to non-citizens of CISB.[/list]

[b]Section 6: [u]One Question, One Player, One Vote[/u][/b]

[list=1][*]A Player may cast a vote through its Principal Nation or through any one of its Puppets, but a Player is not allowed to cast more than one vote in the Landsraad on any single question. 
[*]To clarify Section 6.1, a single Player may use either its Principal Nation or any Puppet controlled by that Player to cast a vote on any given question in the Landsraad but, having done so, that Player may not then use another Nation/Puppet to cast a vote on the same question. A Player voting by Extraordinary Ballot must vote with the Nation designated in its application to use the Extraordinary Ballot mechanism.
[*]Any Officer may direct the MoI or the MoA to investigate cases of suspected multiple voting by a single Player. If it is determined that a single Player has used Puppets to cast multiple votes, then all votes by Nations controlled by that Player will be disregarded.
[*]The Minister of Internal Affairs and the Minister of Government Affairs each have authority to issue a formal warning to any Player found to be deliberately using Puppets to cast multiple votes on Landsraad matters. The deliberate use of Puppets to influence the outcome of Landsraad votes is a direct threat to regional stability and security and, therefore, if a Player is found to be deliberately or repeatedly ignoring warnings against using casting multiple votes through Puppets, any Officer may refer that Player (including his Principal Nation and all affiliated Puppets) to the Supreme Council for expulsion proceedings under Article III, Paragraph 4 of the Charter.
[*]To enforce Section 6 of this Law, the MoA must restrict voting on legislative polls to nations that are members of the WA.[/list]

[b]Section 7: [u]Miscellaneous[/u][/b]
