Detailed Plans for the Political Structures of the Fifteen Islands of the Magos Archipelago of La Paz de Los Ricos

The Insular Government of Navaco͑ba presents the Subinsul Plan, a plan developed for the advanced reorganization of [La Paz de Los Ricos'] autonomous [fifteen] isles. These isles, which make up [La Paz de Los Ricos], have had difficulty administrating themselves territorially, politically and population-wise, and the Subinsul Plan is designed to remediate this difficuty and to better integrate and connect all corners of [La Paz de Los Ricos] with the [Treangolist Triultarchy].


Purpose:

The Subinsul Plan was originally authored by the regional government of Isula Navaco͑ba, the archipelago's second largest island, due to that region's government having major difficulties properly administrating and delegating their islands. During 1835, Navaco͑ba crafted these documents in order to remediate the aforementioned issues, and improve political efficiency across the entirety of the Breakaway Commandancy of Siete Isles, the state which existed on the Magos Archipelago before La Paz de Los Ricos.

The original Subinsul Plan of 1835 was created for the political situation on the Breakaway Commandancy of Siete Islas at the time. Siete Islas consisted of the Magos Archipelago's seven central isles, and was ruled by the Breakaway Commandancy, an evidently corrupt and militaristic government ruled by a Commander.

The Subinsul Plan was revised multiple times following 1835, whenever more of Magos' fifteen major islands joined under the central government. The most important revision to the Plan came during the founding of La Paz de Los Ricos, in 1985. Several decades prior, on July 1968, the entire Magos Archipelago, all fifteen major islands, were united under the future state of La Paz de Los Ricos, events known as The Northern Outer Islands Purchase and The Reintegration, respectively. Now, La Paz de Los Ricos had jurisdiction over the entire Magos Archipelago. As a result, upon La Paz de Los Ricos' founding on October 26, 1985, the Subinsul Plan was amended in order to include the eight Outer Islands of Magos.

The Subinsul Plan is still in use as an administrative tool, and is one of La Paz de Los Ricos' Treangolist Triultarchy's four Premier Laws, alongside the Fluidity Accords, the Ricano Composition, and the Treangolist Charter.


Insuls and Subinsuls:

The Subinsul Plan details the division of the country into fifteen administrative sections, named Insuls, which would then be further divided amongst themselves, known as Subinsuls. The original unedited explanation, as provided in the 1835 Subinsul Plan by Navaco͑ba, states:

"The Subinsul Plan divides the governments of Siete Islas into three systems: the first [system] is that of the Breakaway Commandancy itself. The Commandancy is the highest of the systems. It contains the Commander, and it operates at a national and international level. It's purpose is to keep the nation, as a whole, functioning. To alleviate the stress on the highest system, the second system, to be considered the Insuls, were created. The Insuls consist of the islands themselves, and shall be lead by an Insulate that delegates that unit of the system. Insuls' purposes are to delegate the islands as wholes, and to administrate the third and final system, the Subinsul. The Subisul shall operate as the subunit to the Insul's unit; to appropriately delegate and deal [with] tasks in a manner that organizes the duties of the Insul. Subinsuls shall be lead by a Subinsulate. Insulates and Subinsulates are to be elected by the people, serve the people, and report to the higher office that delegates them. There can be a maximum of five subinsuls in one insul, with the exception of the Insuls on Isula Girante and Navaco͑ba, which may have seven subinsuls."

The explanation essentially states that the entirety of the Country's government was to be divided into four levels:

First, the high government. In 1835, the highest possible level of government consisted of the Breakaway Commandancy and closely related subjects. The Commandancy was, practically, a militaristic monarchy, ruled by a Commander. During the revisions in 1985, and presently, the highest level of government consisted of the Treangolist Triultarchy, made of a tricameral federal State wherein three Angles contributed to the government.

Second, the Insuls. The Insuls are essentially consisted of the local high government of each of the fifteen islands, These Insuls are the central administration of each island, and any governance that occurred on the islands had to be conveyed through it to the high government. Insuls administrate the next lowest level of government. Insuls were led by an official known as an Insulate, the equivalent of a governor administrator.

Third, the Subinsul. The Subinsuls are, essentially, the territorial administrators of the Insuls, and are the equivalent of counties or states of La Paz de Los Ricos. Subinsuls are territorial divisions, and exist in order for Insuls to better administrate the islands. Subinsuls are led by Subinsulates, who act as secretaries for the Insuls. Thirteen of the fifteen Insuls are allowed to have anywhere from two to five Subinsul, with the exception of Isulas Girante and Navaco͑ba, which, due to their statuses as the first and second largest islands in the Magos Archipelago, are allowed to have seven Subinsuls.

Fourth, the townships. Townships are the offices of the cities, towns, villages in the Subinsul, and further help administrate the territories. All townships report to the Subinsul, with the exception of the Capital's Township, which has the same authority as a Subinsul. Township are casually administrated by mayors.

These four offices work in a hierarchy that exists in order to better administrate La Paz de Los Ricos' territory, a hierarchy which exists presently since 1835.


Foreword:

The Subinsul Plan is meant to provide a template for which the Ricano government, and whatever government lives on the Magos Archipelago, may best and most efficiently administrate the territory on the islands. The following articles detail, in full, how each of the fifteen islands wishes to be divided and administrated. The islands are detailed from north to south.
