R.C. 1: Requirements For Application To The Regional Council

implementing a formal application process and qualifying criteria to be admitted into the Regional Council


THE REGIONAL COUNCIL OF LONDINIUM
Having regard to the Constitution of the Union, and particularly Article III thereof,
Acting in accordance with the ordinary legislative procedure,

Whereas:

(1)Article III, Section I, §3, of the Constitution sets out for the Regional Council to determine the rules of its proceedings.
(2) The newly formed legislature is yet to adopt a process for attaining membership, rendering it impossible to become a legislator without being directly appointed by the monarch.
(3) Seeing this as inefficient and not in the interests of the regional democracy, it is therefore necessary to establish a process and certain standards for applying to become a Regional Councillor.

HAS ADOPTED THIS REGULATION

Article I
Application Process
The application process to the Regional Council (RC) shall be made as comprehensive as possible. A thread shall be formed and pinned within the forum for the Regional Council, detailing the process and criteria outlined in this act.

In the aforementioned thread, applicants will also be asked to fill out an application form for membership of the RC, asking them about their satisfaction of each of the conditions for membership. (see Article II).
Applicants who intend to join the RC must complete this form in full and post it as a response, after which the Council shall review and assess their credibility as a candidate. Additional questioning of the candidate is permitted if a councillor feels it is important to the candidate’s application. At the Speaker’s discretion, the Council shall move to vote on the application, approved with a simple majority.

An oath of office must be undertaken once their application form has been approved, in order to secure their position as a Councillor. The oath shall state the following: I, {INSERT NATION NAME}, do solemnly swear that I fully understand the criteria for becoming a Regional Councillor. I swear that I am wholly compliant to all of the criteria for admission and have checked extensively to ensure this is true. I promise to serve the people of the Union with pride and dedication; to remain an active participant in Council proceedings throughout my membership; and to stay loyal to the Union.
I realise that any discovered breach of the Albion criteria could result in the immediate termination of my membership by the monarch, or in impeachment by my peers. I pledge, most of all, to abide by and uphold the Constitution of Londinium.

Article II
Criteria for Admission
The following criteria shall be a binding set of conditions which define whether or not a citizen is eligible to become a Regional Councillor. This set of rules will henceforth be known as the Albion criteria.
Membership of the RC requires that:
(1.) the candidate has been a recognised citizen of Londinium for at least two weeks.
(2.) the applicant has not committed a crime against Londinium.
(3.) the candidate has shown a commitment to activity within the regional community, demonstrable in forum posts or in other contributions. *
(4.) the candidate has respect for the rule of the law and democracy in Londinium. *
(5.) the candidate has presented a convincing case for why they should be admitted. *
