EXECUTIVE DECREE FOR INDEFINITE DISSOLUTION OF ALL ASSEMBLIES AND ESTABLISHMENT OF A PERMANENT LEGISLATIVE AGENCY.

COMMENTARY (Not official text):
After months of trying to pass a constitutional amendment that would convert the United Congress of Zocra into a permanent legislature ended in failure, Ch. Bourbon Hannibal decided to use his expressly-granted executive authority to dissolve not only just the United Congress but all governmental assemblies in Zocra and create an agency that would operate as a legislature. But as worded in the agency's charter, could not be dissolved without a supermajority vote of the agency's chief legislative members and confirmation from both the Chancellor and High Courts. The decree was followed as there were no constitutional grounds to challenge the decree.
The main disagreement with the creation of a permanent and essentially non-dissoluble legislature was the belief that the power of the office of the Chancellor would be weakened (odd that the Chancellor was the one suggesting it, right?). The fear of a weakened leader stems from tyrannical power of the infamous legislature in the WahPeh Confederation that overthrew the weakened Central Office of the Unity (the de facto executive office).
