From in 2009, the Politsiya replaced the Imperial Ministry of Law Enforcement. Essentially, they act in an organized manner to enforce the law by discovering, deterring, rehabilitating, or punishing people who violate the rules and norms governing that society, much like as expected from the police. Nonetheless, Zitravgradian police are not separated from the military, but 'military police' is still a separated identity. Unlike their counterpart 'the Secret Police', their works have been remarkably transparent, thanks to the massive surveillance system and other forms of regulations surrounding their use of police power. As the English interpretation implies, they are your everyday police officers.
Unlike police in other nations, they are not assigned a partner. In fact, they are assigned to their own groups which only get together when needed or ordered. Most of the time, a Politsiya works alone. They are allowed and assigned their firearms, which they cannot carry outside their duties and must be locked in their lockers when they leave work. Their uniforms are mostly the same and differ by duty, weather, and radioactivity within their areas. However, most of the uniforms are made to be very protective against the climate. However, they are never more tightly prepared than Wasteland Authority (below). The affairs concerning the Politsiya are generally referred to as "internal security".
According to 2016 Capital's Survey (done nationwide despite the name), 78% of the citizens are confident in the efficiency of the Politsiya. However, the Politsiya has also been known for hostility towards "suspicious" foreigners and "political dissidents". Still, they are kept in check by the same surveillance system that they make use of. (Authority of Surveillance is inside the Kremlin.)
- 1) station
Each station often oversees a fairly large area, with jail for temporary containment and at times small forensic office and surveillance center. When the checkpoints and the boxes make reports, they will be dispatched to the stations first, before going to the ZVKD Headquarter.
2) box
Not to be confused with the police telephone box in some Anglophone nations. Absolutely no time traveling involved. A box has no more than 5 officers at a time, but usually, only 2 are stationed inside. (We are surprised the box could fit that many people in the first place.) It is usually situated in corners and streets with high density of people, traffics and buildings.
3) temporary checkpoint
Lovingly known by the citizens as "the trap", because it only shows up in urgent cases, such as when the ZKVD is looking for fleeing bank robbers or drug dealers, or just watching over during the winter curfew. Checkpoints are usually set up on the way between two boxes, or on the major roads.

The living, walking and ever-watching symbol of the state's solidarity -- the Oprichnina is what the name implies. Replacing the Imperial Secret Police "Okhrana" in 2009, the secret police have the role and duty of something between police and military and given special authorities to engage in covert, domestic law enforcement, intelligence, and counter-intelligence operations against the government's political opponents.
In domestic affair, they are responsible for overseeing the upright society, the public safety, and the national progress. Lower-ranked secret police officers are often charged with public CCTV system, as to report to the police about unusual or illegal activities in the camera range. If the certain activity is proven to be outside ordinary police authority, they can also investigate the matter themselves in quick and quiet manner.
Rather disturbingly, they are also in charge of guarding the government's military bases and buildings as well as laboratories -- with extremely tight surveillance. Many prominent military officers and scientists who are put under the surveillance complain of the lack of privacy during work time. This is no small matter if one realizes the educated elites of Zitravgrad can be working as long as 16 hours a day. In foreign affairs, they are not as distinct as they are at home. However, they do provide the government with highly efficient counterintelligence service.
The Oprichnina police are known for their special unique all-black uniform which also serves as a radiation suit. The higher their rank, the less it is known who they are in private life. In this special uniform, they never reveal their faces and only speak through voice converter, a device that changes the person's voice to the standard voice. For this reason, they may deliberately do their duties without revealing much about themselves physically or emotionally. Otherwise, the secret police officers are known for civilian disguises and simple suit uniforms.

Outside the 9 ordinary administrative zones, the other 3 zones fall under the responsibility of the Wasteland Authority. Considered "state within state", the wasteland zones use special jurisdiction and hence need a special authority. It is a general knowledge that the wasteland zones have always been opened to the mining industry, war factories, research facilities and frankly hunters and adventurers. Therefore, these people will be subjected to the zones' strict laws, which are written with safety and stability in mind.
The zones are known for differing levels of radioactivity throughout the areas, with the highest concentration points being the sites of nuclear strikes in 1994 -- the no-go zones. The zones are open only to a person with a permit issued by 1) the workplace (for workers) 2) the Commissariat (for the officers outside the authority) and 3) Wasteland Authority (for their own staffs and ordinary people). Two kinds of permit can be bought -- 3-day pass and 1-day pass. 3-day pass requires that the holder returns by the morning of the 4th day, while 1-day pass requires that the holder returns before midnight. Later than this, and the holder will be assumed as "lost" and will be fined if found alive.
To keep the Mafiya, the hunters and the adventurers away from the facilities and the mines, the Wasteland Authority usually place their officers around said facilities and issue maps and warnings. Moreover, they also serve to fend away possible waves of mutants (which are running out gradually after several shootouts, but we are not saying they cannot breed.) Wasteland Authority has the power to inspect whatever item, weapon or vehicle a person is bringing in and out of the wasteland zones.

The Kremlin Gendarmerie is the Kremlin's representatives in Providenska and other oblasts of Zitravgrad, in the form of a small, paramilitary law enforcement that is essentially unquestionable by the local authorities that have to house it. True to their name, they answer directly to the Premier and work as his/her arms in distant cities and assist in dealing with disobedient or unruly local administrations, protests, and riots, as well as assisting (or overseeing) the regular law enforcement in the areas.
However, they are most stereotypically known for composing the bulk of the Kremlin Guards, the Rada security, and the Grand Prince's personal protection. Historically, they had been a separate branch of law enforcement that had its power and authority overlapping the regular police and the secret police, thus becoming a player in Zitravian internal politics as much as the other two branches. The role of the Gendarmerie has been largely diminished after the Revolution, but remains important nonetheless.
As intimidating as they sound, Zitravgrad has three main prisons (which are in fact complexes of labor camps) and temporary jails at the local police stations, as well as a few detention centers and rehabilitation centers. They also serve to watch over special kind of prisoners in house arrest as well as military prisons in case of war. Despite the rumors, the Department oversees hygiene and living standard of the prisoners to a satisfactory level.
The Department is rather well-known for social and psychological neglect of the prisoners' rehabilitation, as well as the use of penal labor. Moreover, the penal labor system of Zitravgrad boasts elaborate hierarchy and "meritocracy", especially with "labor according to expertise" policy. Shown here are the three main prisons/labor camps, while several more are either classified or insignificant:
2) Sarayev Complex -- Now this one fits the definition of labor camp more than the other two. The prison complex includes a coal mine, a war factory, and a farm. The latter only serves to help the complex sustain itself while the other two are among the choices that the prisoners can make, while better-educated prisoners may do other assignments.
3) Maranitsa Complex -- This one is smaller and people who serve their term here only stay for a short while (less than two years).
Apart from the militsiya, other emergency services can be called in case of more specific and non-legal emergencies. The best-known are the fire department and the EMS (Emergency Medical Service), with the number 102 and 103 respectively. (Militsiya use 101. 100 gets you the civil service helpdesk, which is frankly not too useful.)

- EMS — providing medical care at the scene of an incident, during an infectious disease outbreak, and during patient transport and delivery to a hospital or other treatment facility.

- Public Works — assessing and repairing damage to buildings, roads, and bridges; clearing, removing, and disposing of debris from public spaces; restoring utility services; and managing emergency traffic.
- Emergency social services -- Usually responsible for reported cases of domestic abuse and children-related cases
- Disaster relief — such as services provided by the White Cross International
- Animal control — can assist or lead response to emergencies involving animals
- Lifeguards — charged with reacting to emergencies within their own given remit area, usually a pool, beach or open water area
- Park rangers — looking after many emergencies within their given area, including fire, medical and security issues
- Ski patrol — provides emergency medical care and rescue services within their areas, such as a ski resort or backcountry.
The border service of Zitravgrad is a national security agency that performs border control, i.e., enforces the security of the country's national borders. They are also coast guards in seaside zones. It is rather well-known that Zitravgradian border service is strict and incorruptible and frankly enjoys pushing foreigners out of the borders as long as possible. The combatant officers are known as "the border guards" and the non-combatant officers are known as "the immigration officers" -- the two sides work in harmonious cooperation and each immigration checkpoint also doubles as the base of the border guards in its respective areas (except for the airport and seaport checkpoints where the security duties fall to airport security and coastal guards). They also work in cooperation with the Department of Customs. Moreover, each oblast and some highly-populated districts have its own immigration offices for foreigners to contact the authority concerning their visas, residences and so on.

- Preventing the movement of goods and other articles over national borders, bypassing the customs control;
- Investigating cases related to offenses against the national border.
- Systematic and permanent observation of the state border space, from land, sea or air, by visual, electronic or other modern means of surveillance and protection, with the purpose of detecting, alerting and/or preventing possible - violations in the international limit; It also involves verification and reporting on the maintenance and conservation of the Border Landmarks.

Nebessa Network: It is a network which can be accessed only by authorized figures, and the information access is limited to the person's position and rank within the government. Everything is going online in Zitravgrad. Every ministry has a database online in which they store a massive amount of data only accessible by officials of the certain ministry. (Say, a scientist from Ministry of Science and Education cannot access the database of Ministry of Defense with his ID, and vice versa.) The Kremlin's triumvirate are the only people in the country who can access absolutely everything. Paranoid as they are, the password changes every month.
Nebessa Network is also used by the ZKVD to monitor the CCTV and other surveillance tools which are installed in excessive number throughout the country. Its core is run by a non-sentient AI called Nyebessa -- it has a female voice.
Patrolling Agents: The plainclothes secret police are best known for constant patrolling during Winter Curfew (December - February, every night from 23:00 - 6:00). While their duty is patrolling, they are not necessarily out in the streets all the time, but rather monitoring suspicious or dangerous activities whether it is harmful to the state or even the individual themselves. They also deploy at day during important state ceremonies, as well as nearby the areas notable for former dissident gathering. Patrolling agents in the Wasteland Zones are (very obviously for very obvious reasons) not plainclothes.
Transquilizer Guns: If one can choose, it is better to be shot with a normal gun. Tranquilizer guns are equipped with darts filled with... tranquilizer, which paralyzes a person instantly. It has many side effects, but also the best for catching a fleeing person.
Nocturnal Agents: After an experiment by [Name Redacted] with Project Nox Tyrannis, [Number Redacted] agents specially trained for nightly operations are deployed since [Date Redacted], starting in [Location Redacted], Providenska. Their abilities include night vision, inhuman speed, and strength, disguise, and camouflage in the dark and stronger sensory. Their tactics include stealth hunt-and-kill, covering operation and mental torture. They are often hidden inside their underground bases called "the Lair". Their notable traits are red eyes, pale skin, sharp teeth, and distinct sound wave frequency. Whether each Nox Tyrannis was willing to accept the mutation is unknown. Their number spreads thin to every department of the ZKVD.
BioScanner: Usually used by the Border and Immigration Bureau to check their tall piles of passport, work permit, etc., BioScanners can be either a handheld device or a printer-sized scanner. The difference lies in the experience of the user. A more experienced border inspector can see through a forged document with a swipe of a handheld scanner, while a less experienced one or a person with high workload is recommended to use the tabletop one. The handheld scanner is essentially equipped with a bright flashlight, UV light and a digital microscope that detects the flaws that come with forgery, but the user has to determine the flaws himself, while the tabletop scanner is connected to a PC and will inform the discrepancy of all documents put together. The process takes more than 5minutes and are only used in the cases when the officers are highly suspicious of someone.
Activity censor: Developed from speed detectors used by traffic police and installed on CCTV which are installed throughout the country. The sensor detects abrupt activities like speeding and running for the police who can consider if there is something unsavory happening. More advanced versions detect weapons and explosives with microchips (which cause the beeps to scream like mad during military parades). There are always security staffs watching the recording at every police station. This means the police are quick to suppress protests, uprising, robbery, etc. If things don't look paranoid enough, there are bomb detectors under random public trashcans.
Mental Guillotine: It is a [REDACTED] created by [REDACTED] in Laboratory Number [REDACTED]. Its main use is psychological torture, given that corporal punishment has been made illegal. It works by altering the brainwave with the help of--- [THE REST OF INFORMATION UNAVAILABLE] It is known as a psychological torture device that works solely by manipulating the nerves.
