Dmitri Rasputin, former leader of the Iron Swathe resistance group, is the first and current Vozhd of Yegla Islands, as well as the Grand Commander of the UYDF. Popular throughout his nation due to his highly efficient societal and economic reforms, he is often considered the primary driving figure behind Yeglan unification and sovereignty. He is widely regarded as a war hero and an experienced tactician, owing to both his role in the liberation of Yegla Islands from foreign rule, and his coordination of several successful defensive wars during his time in office.

Since assuming office, Rasputin has appeared in public with moderate regularity, and is still known for his speeches, which are often broadcast nationwide. In times of war, he has assumed direct command of the Yeglan military, and unconfirmed rumors persist concerning his personal participation in combat operations. Whether these are propaganda, fact or mere rumor remains unknown, however.

Notable Policies:

  • Economic Regulation
    Since its inception, the Yeglan economy has been composed entirely of state-owned industry and government institutions. Rasputin has vocalized his views on this topic numerous times, explaining that a free-market economy simply fails to fit in with his plans for Yeglan unification. In one notable speech, he compared capitalism to "a bar brawl", calling it unruly, chaotic, and decided entirely by "financial violence" committed against those who are vulnerable. He has also noted that while he personally harbors a distaste for capitalism as a system, he is not inherently opposed to its usage in other nations, and simply views the circumstances within Yegla Islands as unsuitable for its implementation. As such, he has avoided the branding of capitalist nations as somehow inherently inferior or antagonistic, and has maintained positive (or at the very least, neutral) relations with a considerable number of them.

  • Military Strengthening
    Yegla Islands' military has always been at the forefront of its rebuilding, in both a financial and cultural sense. This movement is largely supported by the people, many of whom remember the long and violent history of Yegla Islands prior to their unification. A military focus is seen primarily as a deterrent to any potential invaders, as well as a form of protection against internal hazards (such as piracy).

  • Education & Scientific Advancement
    During his rule, Rasputin has advocated for the continued development of Yeglan educational and research institutions, so that "they may rival the greatest schools and universities in the world." To this end, spending in these areas has been maintained at a significant level, and specialized funds have been set up for the distribution of high-quality, free public education to the Yeglan people. Scientific progress has advanced similarly, via a series of policies designed to increase ease of research and development.

  • Personal freedoms
    A central tenet of Rasputin's doctrine is the concept of personal freedom - when asked to detail what precisely this entails, he elaborated that this includes the freedoms of speech, expression (both artistic and social), and debate. Political criticism, too, is widely promoted - while no democratic electory process exists, the Yeglan governmental structure allows for considerable input on practically every public level, and citizens are more than welcome to voice their concerns, in both a formal and protestory manner, to the appropriate delegates and council representatives. Rasputin has stressed, however, that criminal breaches of conduct that result in quantifiable physical harm remain entirely punishable. That said, he has worked to render punishments for victimless crimes practically non-extant, preferring to resolve such things as drug-related offenses by means of counselling networks and a fortified educational budget in the areas in question.

  • Defensive focus
    One of Rasputin's primary motivations has been the defense and security of Yegla Islands from outside attack. His foreign policy reflects this, and seeks to maintain neutrality with as many powers as possible, while at the same time cultivating a defensive bond with ideologically similar neighbor-states. This defensiveness is also the cause behind his policy of domestic fortification, which included the construction of military bases around the Islands, as well as the purposeful scuttling of several old cargo vessels for the purpose of creating artificial reefs in strategic locations - this served as both a method of ecological preservation, and an obstacle to potential naval invasion by complicating naval entry into the archipelago. Special considerations were undertaken regarding the Serpent's Teeth and their reinforcement as a method of natural defense.

  • Environmental Considerations
    Rasputin's policies and decisions have often been mediated, or even directly motivated, by their perceived effect on the environmental conditions, both within and outside of his nation. His most prominent statement on the subject of environmentalism read as follows: "We, as a species, are confined to the present, yet we have our sights set on the future. Innovation is the vehicle of progress, and yet with such foresight we must also consider the negative consequences of our progress. We must learn to mediate these consequences - for our aim is to improve this nation and this Earth not only for ourselves, but for our children, and their children, and all descendants ad infinitum, or as close as it is possible to get to such a sentiment."


Public Opinion & Controversies:

Although Rasputin is favored by the majority of the Yeglan populace, several controversial views have arisen with regards to his choice of policy. These are rarely voiced in organized protest, and are expressed primarily in online circles.

  • Complaints regarding Autocracy
    Owing to the Yeglan government's single-party status, several movements have expressed the desire to have a voting process integrated into its structure. Most notably, such demands lead to the December 2037 Chernograd Bombing, during which several hundred individuals were killed or seriously injured by the detonation of a "dirty bomb", planted by a member of the "Yeglan Equalists" terrorist group. Similar terrorist attacks have been attempted, but none have had any notable success, owing to a drastic increase in law enforcement and domestic intelligence spending after the incident. When pressed on the matter, Rasputin has expressed that he views democracy as a "failed system", and that any election runs the risk of vote falsification and other illicit tactics to garner political power. He has made further assurances to citizens that their concerns are being heard and processed via the Ministry Council, and that the governmental system is undergoing a process of efficiency increase.

  • Irreverence towards Religion
    Over the course of Yeglan development, a number of policies and reforms has been put into effect with the goal of advancing Yeglan science and insinuating a widespread secular mindset among the Yeglan populace. Several of these, such as the widespread post-mortem donation of organs, and the lack of an official religion (to the extent of not bothering with the reappointment of a new Minister of Religion after the unrelated deposition of their predecessor), have been criticized by religious and spiritual communities throughout the Islands. The government's stance on such matters, however, remains unchanged. In a recent interview, Rasputin admitted that "religion is not at the forefront of [his] mind at this moment. The Yeglan people need a way forwards, a way towards new knowledge. They don't need a reminder of practices from long-gone days dragging them back, pulling their mind and vision into another Dark Age."

  • Aging Conspiracy
    Recent years have seen the rise of conspiracy theories regarding Rasputin's age and apparent humanity. These were started when internet users began comparing photos of Rasputin during his incumbency, and claimed that he was aging unnaturally slowly. While media attention to this theory has been limited, the Ministry of Science has issued a statement in which it claims that "all possible measures are being undertaken to maintain the health and wellbeing of the Vozhd. Furthermore, none of these measures are unnatural, unscientific or unethical in any sense, and most are widely available to the Yeglan public." Rasputin himself has commented sparsely on the issue, claiming that he is "the equal of every other Yeglan - in body, mind and soul."

  • Stance on "Magic"
    Rasputin has chosen to publicize recent discoveries made by the Ministry of Science with regards to so-called magical energies, and has encouraged research into this direction. When confronted with traditionalist and religious views on the subject, however, he has remained adamant in his stance. "There is little here to be seen as supernatural. Thaumaturgy, as we are now calling it, is just another branch of the scientific disciplines, one we have yet to explore in any reasonable capacity. We must approach this exploration as we would any discovery - not with superstition and hereditary hocus-pocus, but with a clear view of the future. Of what good these novel energies can bring to our nation once reasonably harnessed."

  • Stance on Corruption
    By his own admission, Rasputin has publicly recognized corruption to be an issue inherent to his chosen system of governance. His approach to mitigating it has received notable scrutiny due to its atypical nature - while no hard crackdown on corruption has ever taken place (as it would likely disrupt governmental function), the Commissariat maintains an organizational structure dedicated to the monitoring of government employees and politicians in all of their work-related affairs. If actions such as bribery and coercion take place, the Commissariat takes note, though it does not act out against the perpetrators. If, however, a correlation is drawn between such actions and a negative impact on governmental function or efficiency, the perpetrators are suspended from office while an investigation is launched into the magnitude and consequence of their actions. A sentence is then selected, based on the significance of the disruption caused - this may range from temporary suspension to permanent expulsion from governmental work, or even imprisonment. As such, all governmental agents are constantly weary of the famously incorruptible and ever-watching Commissars, who are careful to restrict their observation to work-related affairs, and even then only those related to the government and politics.

Hey. First and foremost, to the spooks - sod off. If one of you Commissariat boys can actually read this, I'm probably far more boned than I realize. And thanks to you I already realize that I am very, very boned. I honestly wish I could get a better tirade of obscenities off at you, whether you can read this or not, but the damn expletive filters are still active, somehow. Seems to have carried over from the main database.

Now then, with that out of the way. If you're reading this and you aren't, in fact, a Commissar or regional equivalent (oh, good, italics still work), then I can only assume you're in a similar situation to myself. Granted, I have no actual idea what said situation entails beyond the really general. See, I'm just an IT tech. Was? Am? Probably am, in some sense. Whatever, point is - got called in to take a look at some wonky file routing in one of the government databases. Veil of secrecy, all that. Damn thing wouldn't even tell me what the problem was until I was fully jacked in, and what it told me then bordered on nonsensical. It was like... all possible errors, happening at once, following a framework that shouldn't even technically be possible. And then everything really went to hell.

I can't really describe the event itself, because I don't think the human brain is properly equipped to handle what actually happened to me. I'm not sure there was even an event, as such. I'm just... here, if "here" is something that actually makes sense in this context. You're probably reading this as terminal text. In my case it's more of a stream of consciousness, and I'm really not sure how I'm doing it. I just get the feeling that someone'll be able to read it, y'know? I'm probably still sitting at a computer somewhere, zoning out and hallucinating all this, except the universe might have also just vanished. Either is a possibility. I think you're starting to get what I meant by "boned".

Anyway while I'm here, floating through this metaphysical mess, might as well do my job. I can still access stuff, after a fashion - though only the affected area, funnily enough. Clearance barriers seem to have broken down and everything has to be pulled from fragmented little pockets of information, but other than that it all seems to be intact, for the most part. There's also some weird, fringe stuff that shouldn't actually be in this file, and that I can't really do much with. I'm sure you saw the... seal? Whatever the wobbly thing was back there. Can't move it or anything - I technically have access, but then there's these... weird little blobs of mental static that come up whenever i try to alter it. Yeah, I think I'll just give up on the descriptors at this point. Look, I'm going to compile bits and pieces down below. Might help piece together some sort of cause for all this. More importantly, it's basically the only thing I can actually do in here, and so I think I'll stick to it in favour of going insane. Chances are I'm already insane, but... eh, you get it.

Managed to scrounge up a sidebar. I can't actually create anything new in here, but I can grab existing stuff and change variables. So here's a navigational aid for what I've got so far. Titles are all custom too - I'm just approximating what they would've originally been through guesswork. Most of it is fairly straightforward.






History


Early Life

Dmitri Rasputin was born on the 29th of July, 1975, in the port city of Tenersk, on the isle of Klimehl. He had no siblings. As a child, he was locally denoted as inquisitive and somewhat troublesome - while not exactly criminal, he was known to act as a de-facto ringleader of a group of juvenile delinquents that included most of his close friends. Upon entering secondary education, however, this activity seemed to recede somewhat - gaining an appreciation for the natural sciences, he became intent on pursuing a career in chemistry. Due to the fragmented and terminally mismanaged nature of local infrastructure at the time, local universities were often dysfunctional and possessive of few qualified personnel. As such, with financial aid provided by his parents, alongside various lifetime savings accumulated from years' worth of part-time work, he was sent abroad to the N'Ald State University. Considered one of the region's most prestigious educational institutions, it had the additional benefit of being far-removed from the state of rapidly-escalating political and military tensions engulfing the Yeglan archipelago - a fact more apparent to Rasputin's parents than himself, as his own interest in politics at the time was minimal.

Choosing to specialize in material chemistry, and seriously considering a future career in either aeronautical or military design, Rasputin went through higher education with a work ethic described by most of his professors as "almost inhumanly focused" and "utterly dedicated". While he maintained regular contact with his family back home during the early years of university life, the frequency of such communications decreased sharply with time, primarily to a marked increase in workload. It was here that he grew acquainted with several individuals of future import - most notably, Gilderoy Reicher (who would soon grow to be one of Rasputin's closest friends, and would later provide significant measures of financial and material support for the Yeglan Revolution) and Sofie Rosdahl (his future wife).



The Yeglan Revolution

Rasputin's role in what would later come to be known as the Yeglan Revolution arose during his return home post-completion of his master's degree. This return coincided with the mass-escalation of Jodayan military operations within the archipelago, tying in with their attempted conquest of its core regions. Rasputin was partially motivated in his return by his loss of contact with his family in the months preceding his graduation - unebknownst to him (or most neighboring nations), communications to and from the archipelago were made difficult by the encroaching state of warfare within. Upon reaching Tenersk, Rasputin found his parents' home, alongside much of the remaining city, functionally razed to the ground. A brief questioning of the remaining locals confirmed his fears - a Jodayan raiding party had moved through the area, seeking to plunder supplies and burn down infrastructure as part of an ongoing scorched earth campaign. His parents had been among the first casualties - their house, located just off the beach, had borne the full brunt of the naval incursion.

The exact series of events following this is unknown, as no records or accounts exist of Rasputin's whereabouts until around three months later. On the 11th of April, 1998, a Jodayan supply depot on the southern coast of Klimehl was ransacked by a haphazardly-equipped group of armed civilians. Rasputin's direct presence at the scene is surmised, but not confirmed - later findings would pinpoint this initial attack as the first emergence of the revolutionary group known as Iron Swathe. The arms and vehicles seized during this raid would go on to provide the group with the leverage to attack a second, larger military base on the eastern shore of the island. Here, they would go on to source several patrol boats, a cargo barge and a single, antiquated corvette, with which they would proceed to leave the island. Pursuit by a nearby Jodayan naval patrol was attempted, but broken off due to unusually severe weather conditions. The rebels were last seen on a heading towards the central island of Stiln - a largely uninhabited, densely-forested landmass, later suspected to have housed the primary stronghold of the rebellion during its early years.

The next few months would bring several additional, sporadic attacks - primarily executed by sea, and with the aim of further resource capture. Around this time, Jodayan authorities within the archipelago also began receiving scattered reports of Rasputin himself riling up civil discontent via radio broadcasts and public speeches, primarily in various isolated townships and settlements. Due to poor security management, responses to any of these reports were far too slow to impede or capture Rasputin or his collaborators, and cases of recruitment into the revolutionary warband multiplied. Such proceedings could culminate with entire townships vanishing overnight, having preemptively destroyed all usable foodstuffs and supplies they could not reasonably bring with them, precluding use by occupying forces.

In late July, tensions came to a head - a series of more closely-coordinated, brutal attacks on the part of the rebels across the core island ring of the archipelago culminated in a large-scale onslaught against one of the most notable Jodayan military bases in the region - fort Calum. Constructed within the ruined remains of what had once been a Sepulcher, it had been deemed functionally impregnable by its occupiers, and was staffed by a large armed compliment (including a fully-outfitted tank column). Within the span of three hours, the defenders were all dead or routed. Reports indicate that the rebels first engaged the defenders' vehicular compliment in a series of asymmetrical hit-and-run attacks - while very few tanks were actually destroyed, a large number of crews were forced to flee their vehicles after they were trapped, immobilized or otherwise disabled through a combination of makeshift explosives, terrain traps and antiquated field artillery pieces utilized for direct-fire ambushes. Thereafter, a notable contingent of rebels succeeded in breaching the fort itself via a heretofore unknown passageway. As a significant portion of defenders were diverted outside the fort proper to aid in combating the guerrillas' vanguard force, the structure was functionally understaffed, and was promptly overrun. From there, the presence of a now-enemy-controlled fort forced the remaining Jodayan contingent into a retreat - harassed further by rebel flankers, alongside purpose-set booby traps and minefields, their already hefty casualties were exacerbated further. This victory served as a major morale booster and propagandized event for Iron Swathe, alongside granting them a significant foothold on Klimehl.

The rebels' style of warfare changed gradually, as their influence grew. What began as hit-and-run attacks against solitary outposts became long-range bombardment by artillery. Sieges, convoy raids, targeted assassinations - the Jodayan forces had to endure them all. Within the year, they'd not only practically withdrawn from Klimehl, but were beginning to lose their hold on the neighboring islands. Somt came next - throughout the autumn of 1999, their coastal bases were struck repeatedly by a now-sizeable contingent of rebel ships, encompassing both stolen warships and converted freighters. Pushed deeper into the center of the island, and cut off from external supply routes, the second Jodayan-held island was functionally out of its occupiers' control by mid-October. On the

the fall of the capital, the remainder of Jodayan contingent was forced to withdraw. The governor was executed shortly thereafter, and his body remained strung from the palace flagpole for the next few days. This event marked the de-facto conclusion of the Yeglan Revolution - the Federal Bureaucracy was formally established as a sovereign political entity, and the beginnings of the Ministry Council were outlined in its newly-written charter of governance.

I've seen the guy, and he certainly shouldn't weigh that much. I'm keeping it as-is, because it doesn't actually look to have been altered - typo or not, I've got nothing to replace it with. Difficult to anger, and maintains cold demeanor while angered. Rarely raises his voice. Distrustful of strangers. Respects those he views as equals, views the oppressive and powermad with contempt. Passionately devoted to his cause and political alignment, and dedicated to serving the Yeglan people.



Hobbies


When not conducting governmental business, can often be found in his private gym. Practices recreational shooting, and often spars with members of his personal guard. Enjoys reading, particularly works on societal philosophy. Owns a custom, heavily-modified amphibious vehicle, which he often uses for transit around the nation. Refuses to hire a personal driver.



Trivia

  • Though he no longer pursues his career in chemistry full-time, Rasputin has access to his own personal laboratory, which may be considered an amalgam of a chemical fabrication plant, still and bar. He uses it for a wide variety of purposes, ranging from casual experimentation to the distillation and mixing of alcoholic beverages.

  • His personal guard consists primarily of veteran revolutionaries. They are expert combatants, and most have undergone some form of augmentation.

  • He dislikes seafood.

  • A pragmatic combatant, Rasputin does not favour any one style of fighting. This makes him an unpredictable opponent, especially considering his ability to form weapons on the go.

  • He typically dresses in a selection of three-piece suits, most of them gray. Even in combat, he rarely bothers with armor due to his inherent nigh-indestructibility. This has, unfortunately, resulted in the destruction of a considerable number of suits.

  • He suffers from occasional bouts of Post-Traumatic Stress Disorder, relating to his experiences during the revolution. He is careful to hide these from the public, and thus their existence is only known to a few close friends and a trusted psychiatrist.

  • During the revolution, he was notorious among enemy forces for having singlehandedly faced down and destroyed a number of tanks, primarily through the use of his high-caliber armor piercing pistol. His tendency to attack at point-blank range, along with his apparent disregard for enemy fire, resulted in most of the scars he bears today. It also earned him the nickname "reaper of iron", a moniker that inspired fear in enemy forces, and tank crews especially, until his seizure of power. Later, it inspired the tactics and equipment of the widely-feared Ironhand regiments, currently in service with the UYDF.

  • "Almaz" is a brand of vodka distilled and bottled by the Vozhd himself. Though he does not sell it, it may often be found at governmental functions and similar social gatherings, and is occasionally given out as a gift. Its production is something of a hobby, and its recipe has gone through decades of revisions and tweaks - access to a state-of-the-art chemical laboratory facilitates this, and allows for the addition of unique flavors and aromas.

  • He is an avid drinker of tea.

  • Though he does not own any pets, he regularly undertakes visits to the wildlife preserve on Stiln. He states that its atmosphere is helpful when deciding on matters of governance.






Is it just me, or are things getting progressively weirder? This is meant to be a publicly-disseminated dossier - an infohub-style thing. Not that it's swaying from the norm by too much as of yet, but... some of these trivia are starting to look kind of questionable. What's all this combat-related nonsense? What does it mean by "form weapons"? I won't even start with "inherent nigh-indestructibility" - you'd think this is some kind of comic book superhero. The guy's a statesman, for Void's sake. Oh, sure, he's done his fair share of fighting. But that was decades ago. And it still doesn't explain why he's apparently indestructible. Is this some intern's idea of a prank?

Nevermind the recovery op - while yes, we managed to salvage everything from completely going to [EXPLETIVE REDACTED], that doesn't help with the fact that we let this happen in the first place. We've got █████ jumping through hoops right now, pouring Void knows how much of our R&D budget into this mess. We still have crews combing the Kl'etch ring, looking for survivors - not that they'll find any. PR is tearing itself apart with damage control - half the public seems to think he's dead, or going to be. I won't elaborate on what happened to CC, because it's both above your clearance levels and not something I'd like to mention in civilized conversation. Suffice to say we're in deep [EXPLETIVE REDACTED], and all because our security arrangements were lax. Insufficient. They should never have gotten this close, nor should the plane have been taking that route in the first place. We needed a better surveillance grid, a better response force. More men on the ground, and a backup plan that didn't involve passing over what amounted to wildlands.

These are things we should have done. We didn't do them. Now I'm going to have to walk into that hospital room, stare him in the eye and tell him we've already set up the two funerals. I've been in more skirmishes, bar-fights and all-out warzones with him than I care to count. He's carried me through seven miles of ██████ ████ █ ███████ ███, and I'm about to go in there to tell him that we let them both die, because we were negligent.

Okay, this definitely shouldn't be here. With the way it's packaged, it looks to have been straight-up ripped out of the Commissariat vaults. And I get the sinking feeling that "limited internal release" doesn't encompass me. That's not what worries me, though. I know what this is referring to. I still remember the news reports - the Vozhd's private jet, downed over the southern islets due to an engine malfunction. Wife and daughter, dead. Shook everything up for months - I was still a kid back then, but I still got snippets. Understood more when I was older, of course, from the textbooks... But there's no mention of a malfunction here. With the way this is structured, they're referring to it as a deliberate attack. Which begs the question - who or what has the willingness and ability to shoot down the Vozhd's jet, under his guards' nose, in the middle of Yeglan territory? As if this whole out of body experience wasn't enough, I'm stumbling across things that I doubt anyone outside the Council has seen for decades. And I'm not sure I want to find more.

Not like I have much choice.

I've got to be honest - the results we're getting thus far are stellar. For something as untested, as novel as this... well, it's like we have the perfect recipient, by pure chance. Or maybe not chance - I know it's not my place to provide any sort of psych evaluation, but I do have the qualifications, technically-speaking. And he seems... almost inhumanly dedicated. To mastering the system. Regaining function, I suppose. I understand what he's gone through, and yet his reaction to it is by no means the norm. Rather than mentally breaking down, receding into himself, he has gained an odd sort of focus. I'll be honest here - I've no idea what it is he intends to do once the recovery period's over, aside from returning to his usual duties... but if it involves any interaction with whoever is responsible for all this? I really don't envy them. And I don't mean the Guard - from what I understand, he's not one to place blame. But we all know this was no accident. All that's left is to hope for it to not spiral.

Notes: Another marginal improvement. The recovery process is advancing by leaps and bounds, as is the Subject's interface-metric with the system as a whole. We've already gotten past conscious control on most of the base elements, and passive integration is going along with surprising speed. One issue to note, however, is the total unresponsiveness to psychological evaluation. We've tried any number of approaches, but the tests just... throw up blanks. I've not actually seen anything of this sort in my entire career - it's as though he's just shut himself off from the rest of the world. Oh he's courteous enough in person, but... he's just not all there. I'll schedule an extended test battery for next week, but I seriously doubt it'll get anywhere.

As a sidenote - have IntSec check up on the containment fields in the western block. We've been getting statistical interference lately - nothing serious with regards to actual onsite security, but it plays merry hell with data collection. Whatever the Svetovid team seems to be running in there is the likely root cause - there's nothing else housed here that would warrant a similar result. Not that I know what it is they're up to, exactly, but by a process of elimination it can't really be anyone else.





From what I've been able to gather via parallel documents, the formatting and terminology seems to point to... cybernetics? Something like that, anyway. All of this looks like it originally belonged in some medical file - evaluation reports and whatnot. Which would make sense - augs are a typical way of dealing with serious injury on the military side of things. Guess it's no surprise that they patched him up more extensively than was obvious to the public. He really doesn't give off any indication that anything's artificial - though something tells me this isn't your run-of-the-mill prosthetic either. Looks too complex. I'm not an engineer or anything, but I've troubleshot enough of their servers to pick up a tidbit or two - and this is starting to look really weird. What did they cram into him, exactly?
