The Armed Republic of Volsar is a massive, cultured nation, ruled by The Old Man in the Boat with an even hand, and notable for its soft-spoken computers, state-planned economy, and punitive income tax rates. The compassionate population of 1.906 billion Volsarians are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The enormous, socially-minded government juggles the competing demands of Education, Administration, and Environment. It meets to discuss matters of state in the capital city of The Pit. The average income tax rate is 92.9%, and even higher for the wealthy.
