Serenìsima Repùblica Vinitsìa

The Serenìsima Repùblica Vinitsìa (“Most Serene Republic of Vinitsia” in english) is a nation in the South-East of Albion, well-known for its churches, beaches alongside its particular tourist attractions, from educational museums to its prostitutions houses, from the casinos to its remarkable and unique gastronomy served in its restaurants.

Vinitsìa can be identified into two main regions: the island, and the continental part. The island attracts the overwhelming majority of the tourists, is well-developed and fully service-oriented, while the continental part is far less developed, more rural and dispose of vast agricultural lands which result in most of its economy being agrarian and poorer on average then the island.

It is a member of the Mundus Atomic Energy Agency, the International Refugee Support Agency and the IRSA Refugee Education Department. It is equally considering membership for the Council of Albion and the Treaty of Unity for Alucard Nations.

Political System

The Rule of the Five is a document written back in 1822 as to cease and establish peace between the five family houses which after the destruction of the Bordogia family through the Red Night in 1765, created a power vacuum leading to indirect conflict by each families creating alliances, betraying one another, back-stabing, murdering, trafficking, and much more, creating a constant fear of instability.

God is set to recognises the trust it placed in the families of Reyote, Tyre, Mistu, Rambacca & Olgio as to lead the people of la Serenìsima Repùblica Vinitsìa, as they shall rule with His advises and the secondation of the Church. As such, the Table of the Five shall serve as the government, with branches of the government spread among the families, and changes alongside politics may happen as to see a branch change family. Such openness to politics, direct or indirect, cause great deals of instability.

The Doge is elected for life by the people, issued generally from one of the Five families, however may be an outsider, even rarer, chosen for acting as a stabiliser among the Five families.

The Senate disposes of a total of 31 Senators, 5 elected per region in the 5 regions for a 4 years mandate, with the 5 candidates winning the most votes being granted a Senatorship, such system ensuring a great diversity in the political systems and schools of thought. The latest remaining Senatorship is the Lord Mayor of Vinitsìa City, acting as a sort of controller to ensure that there is necessarily a majority for every single vote.

Internal Policies

Drugs	Drugs are officially illegal, even if the mafia manage to import large quantities, which are mainly used by tourists.
Prostitution	Prostitution is legal for males and females above the age of 22, but heavily regulated and with regular inspections.
Religion	Freedom of religion is applied, even if the official religion and the only one which is advantaged by the government is the Roman Catholicism. Such as biblical lessons being mandatory in some schools years.
Political Freedom	Anyone can adhere to any political party, or create one. However, communist and fascist ideologies are prohibited.
Free speech	Free speech is defended, however is regulated if against Roman Catholicism, the Senate, the Table of the Five or the Doge, such as satire which is prohibited, however constructive critics are allowed. Yet, hate speech, or pro-communist or pro-fascist speech is banned.
Freedom of the press	It is the same as free speech. However press is asked more impartiality and to be factual, and can easily be sued if judged too dangerous for democracy by spreading false informations.
Internet neutrality	Internet is neutral, even if the government will shut down anything related to hate-speech alongside promoting communist and fascist ideologies.
Same-sex marriage	Illegal.
Same-sex Rights	There is no law against same-sex people, they are however viewed badly in general in society, however hate speech against them, like any hate speech, is banned.
Mariage	Only religious Roman Catholic marriage have a legal status - that is granted by the state. Marriages which are granted by other states are recognised legally.
Voting	Any male or female having citizenship can vote if above 16.
Smoking	Any male or female can smoke starting at age 16. However it can happens to see some young people smoke earlier, even if illegal, it is not heavily reprimanded.
Alcohol	Any male or female can drink alcohol starting at age 16, even if in practice, since they are children, people are used to taste it a bit at a very young age, and are most moderate about it, mostly on wine.
Maturity age	The age for sexual consent is 22.
Abortion	Abortion is legal only if the baby is under 3 months old.
Education	Education is free for all in public schools, colleges and university. Private education exist, is allowed, and is generally managed by the Roman Catholic Church which educates because of its position, around 70% of the children.
Healthcare	Healthcare is free for all, even if once more, the Roman Catholic Church have a great part in it, as private healthcare is also tolerated.
Transportation	Plane, alongside tramway is the favourised way of transportation pushed by the government, specially with the introduction of scooters in cities center. Those are helped by the government, as to reduce the costs for the day-to-day citizen. Private transportation is naturally allowed.
Gun ownership	Gun ownership is possible, even if extremely rare, with a strict licence program, with back-ground checks and trainings, alongside psychological tests, and not being able to own more than 3 guns.
Business ownership	Anyone can open their own business and become an entrepreneur in all sectors. There is no restriction.

Population
The Vinitsian population is mostly Vinitsian origins, a mix of Venitians and Italians with some Greek, that's why it is considered as a very specific population.

Language
The official and most speak langage in Vinitsia is the Italian, but with some differences and a small accent, that make it sort of unique in some way.

Religion
The major religion in Vinitsia was Catholicism, which is becoming less and less popular, today we estimate that only 12% of the total population still continue to be a regular churchgoer.

Government

The Government is composed of a total of 11 Vice Doge, coming from the most renowned Vinitsians Families. As politic isn't a official profession, each Vice Doge operationally worked for its sector, it was created like that in order to avoid fissures between the people and the Government.

The Vinitsian economy is dependent of trade, financials exchanges and financial relocalisation due to its very low taxation. Its geographical position and its maritime power make it during centuries an important center of trade and unavoidable place to market. For financials exchanges, with the “Laurel”, the name coming from the crown of the Rulers of the Kingdom of Vinitsian, is one of the most renowned and powerful in the finance sector. And for financial relocalisation, due to Vinitsian very light administration/bureaucracy and mainly because of the very small taxation compare to other Nations.
