Overview
The Union is the name for the government which militarily governs over the Void ruthlessly. It is technically a union of multiple governments which each share a chunk of the Void Universe. It is governed by a strict council, the Council of Generals; and is led by the Overseer.
The Union is somewhat secretive, or as secretive as it can be. The Void Universe is a very hostile environment; its physics and such don't play by normal rules, and it has a habit of randomly blowing holes into other universes known as 'Void Portals' which allow the Union to delve into other universes from time to time.

The Void, as stated before, is a very hostile environment. The Laws of Physics here aren't really laws at times, but more like suggestions. The Void Universe sometimes has reversed gravity, random void portals, and black holes acting like white holes by spewing out stars everywhere. The Void is thus extremely hostile, so the citizens of the Union are highly evolved for hostile environments.

Economy
The Union's economy varies from place to place, but generally speaking it could be described as "fascist communistic incorporated capitalism." Essentially, it's anyone's game as to what the economy is. The Union's economy does astoundingly despite this, however.
The Union's largest economic strengths are the labor force, the industries to do with military, and other various goods. Not much else to put here.

History
The Union's history can be summed up in two very simple parts.
Pre-Unification
Before the grand Unification, the Void was an anarchy-ruled place with lots of war and destruction. Most history is lost on us aside from the extreme advancement of tech.
After-Unification
After the Unification, the Union began a grand xenocide of all xenos and those who didn't belong to the Void, and generally anyone they deemed unworthy of life due to the Gods' command. The Union's Overseer was basically Emperor of the Universe.

Government

The Council of Generals generally rules everything. The Overseer is basically Emperor of the Universe. Their word is law, as according to the Gods' will. The military will destroy anyone who goes against the Union.

Culture
The Union's culture is extremely religious, expansionist, militarist, and anti-xeno. A famous battlecry can be considered "Death to the Xenos!" but that's kind of offensive.
The Union's culture is somewhat private; not much is known aside from that.

Technology
The Union generally speaking is essentially transsentient in tech. Most of our tech can create or destroy worlds, solar systems, and galaxies. Some of our ships are massive enough to take up a galaxy on its own, and are fully automated.
Generally speaking, we're way more advanced than other civilizations.

International Relations
Are they a xeno? If yes, exterminate. If no, still exterminate because that's a lie.
If they are extremely nice and give us lots of nice things, leave them alone.
