The United Colonies of Earth (UCE), also known simply as the Union or the Colonies, is the primary organ for space colonization and exploration, defence of space territories, humanitarian aid and interstellar governance for humanity in the Milky Way Galaxy. Officially founded in 2169 with the Colonial Declaration of Independence, the UCE’s origins can be traced back through the 2135 First Colonial Congress, the end of the Third World War in 2118 and the United Nations’ global dominance as the first world government, all the way to 1945, when the UN was founded after World War II.
As global warming intensified, Earth’s countries began to rally around the idea of saving humanity from its’ worst self-made deprivations in the mid-21st century. Steps were taken by corporations and governments to mitigate the damage, but in the process concentrated power in the hands of a wealthy, genetically augmented, globetrotting, cybernetically implanted, politically divided elite later called the Neoterrans that would soon be at war with itself and with those that sought to destroy it. From 2048 to 2118, the Seventy Years’ War raged globally between the Global Neorevolutionary Army that fought to overthrow this elite, and the United Nations which East Asian Neoterrans tried to coopt to serve their interests as the developed world moved towards cybernetic illiberalism.
Amidst this, space colonization commenced and accelerated as growing numbers of people went offworld to settle the inner Sol System and escape the growing chaos on Earth, becoming the Solar Pioneers. The Western-led United Nations and the Shanghai Pact went to war in 2074 over the prize of the developed world, with the UN emerging as the victor in 2082. Taking advantage of the war, the GNA’s Neorevolutionary movement became predominant in much of the world, only to be attacked by the United Nations. The 2084 formation of the World Federation of Neorevolutionary States established the first state claiming sovereignty over most of the planet, but by this time the UN had done so too. War eventually erupted in 2095 between the two powers, a war which the WFNS, despite being tricked into agreeing to a brief ceasefire in 2118, ultimately won by 2121 with the help of the Pioneer-run Luna Confederation.
The Vell Hegemony’s Kathnus domain entered the Sol System in 2123, shortly after the fall of the last UN strongholds. UN exiles seized the opportunity to claim that they were illegitimately usurped and promised the domain’s merchant-envoys raw materials and computer technology if they were given aid in retaking their former territories. The domain agreed and invaded Earth a year later; the Neorevolutionary resistance forced Wolek the Accountant to negotiate with them for the return of Germany and Switzerland alone to UN sovereignty after a year of brutal fighting costly to both sides. The Treaties of Kithnas of 2127 ended the strife for Earth, turning the planet into a tributary of the Hegemony under nominal UN overlordship and making the Sol system a peaceful haven for the trade and manufacture of high-strength lanthanide-carbides. However, the Vell dominated the economy, and the Treaties established a pattern of currency deflation that impoverished billions of humans.
The colonies, alarmed at this turn of events, assembled in the form of the Colonial Congresses on Mars to coordinate a collective course of action from 2125 onwards. Despite disagreements between the Neorevolutionary war party and the Pioneer-dominated peace party on risking war with the Vell, a speciesist solidarity began to congeal thanks to the strong presence of Neorevolutionaries in the Sol System and the exactions of the Kathnus domain and the UN. Hegemony bans on superluminal travel technology being in the hands of tributaries proved to be futile in the face of research sponsored by the Congresses, resulting in the creation of the Kathraim-Nordstrom Superluminal Wormhole Expander in 2170. From 2160 to 2170, Neorevolutionaries and Pioneers reconciled to oppose UN subversion attempts aimed at disrupting the Congresses under the leadership of the former UN Supreme Commander Julian Agricola-Nordstrom (2058- ).
After the UN’s December 2169 proclamation of sovereignty over the Sol System, the colonies and the Federation declared independence as the United Colonies of Earth in May 2170, proclaiming panhuman sovereignty throughout the whole of the galaxy. Claiming this was an act of rebellion the UN gained support from Kathnus in occupying the Federation in 2170 and fighting the ensuing Earth-Colonial War. Despite this all of Earth was liberated, and the UN driven into exile from Sol, by 2175. Of the Neoterrans who survived the collapse of the UN, half joined the Domain in attempting to reassert control over the newborn Union as a tributary state, and the rest adopted an adversarial attitude to the colonists they felt had tried to exterminate them. The ensuing Colonial Wars of Independence would last for a further sixteen years.
Under Agricola-Nordstrom, president from 2166 to 2185, and her party, the Human Revolutionary Alliance (HRA), the UCE vowed to establish panhuman unity and sovereignty from nonhuman polities on a species-nationalist basis and enshrined these principles alongside other humanist ones in its’ current and only Constitution, ratified in 2177. In this new system, colonial governments were made equals to a federal or “interstellar” government, which would be led in effect by a council of ministers and a mostly ceremonial presidency, and an expansive legislature. Sapient beings and their rights were privileged over those of information, though in practice this meant that humans were elevated to the forefront of society and the economy remained dominated by government-linked companies, and trade with nonhumans was heavily limited. The UCE, fusing its’ Neoterran heritage of computer science with its’ humanistic aims, militarily defeated Kathnus, the UN remnants and their nonhuman allies in Alpha Centauri as a cobelligerent to the other Vell domains from 2175 to 2180, while establishing numerous colonies in the Orion Arm from 2176 onward. War broke out with the Hegemony proper in 2183, only to end with a third UCE victory by 2189 that shattered the Hegemony, ending the Colonial Wars of Independence. The UCE now stood as the strongest state in the Orion Arm and straddled both it and the Sagittarius Arm by the start of the 23rd century. It moved to reconcile with its’ former foes in Alpha Centauri in 2190 under Chief Diplomat Ezenwo Aguebor.
Victory for the UCE, however, did not lead to peace and prosperity but to the rise of a massive smuggling industry by 2205 which would last until the mid-24th century and Neoterran revolts that tried to reestablish the UN and destroy the Union. The other nonhuman states occasionally engaged in raids on the expanding human colonies, and relations were especially tense with the vast Gliusor Empire and its’ loosely controlled trans-Sagittarius Arm tributaries. Meanwhile, political conflicts centering on gene therapy and the implications of xenoarcheological uncovering of an ancient civilization that once spanned a quarter of the galaxy, the Ghibalbian civilization, led the HRA to its’ ultimate fragmentation into the Panhuman Revolutionary Party (PRP) and Pure Human Defense League (PHDL) in 2206. Believing themselves the descendants of the Ghibalbians, a segment of humanity renamed itself the New Ghibalbians in the early 2200s and began to enthusiastically revive the Ghibalbian language and culture on the Ghibalbian homeworld of Ghēba as the rest of the human race advanced towards unity under the Colonial nationality. Many Colonists saw the Ghibalbians, old and new, as aliens and traitors to human achievements and were outraged that the government did not stop the New Ghibalbians’ perceived betrayal, culminating in the Second Orion Arm Wars which lasted from 2260 until 2283.
Pure Human Defense League-led colonies in the trailing Orion Arm seceded in 2260, declaring the PRP-led government on Earth illegitimate. Issuing a Declaration of Restoration, they established a parallel government identical to the UCE’s, the Purist League. With the help of humanocentrist generals its’ president Daniella Pavon began hostilities against every nonhuman state and New Ghibalbian colony in their vicinity, the Gliusor Empire and revanchist Vell Hegemony among them. The UCE and the PRP both collapsed in the wake of the ensuing invasions; the government fled to Aspena, Halonia, and finally Ghēba, where Sheev Ackerson, commander of the 1st Sector Army, became President in 2262. He allied with the New Ghibalbians under Agricola and Nordstrom, created the United Colonies Movement (UCM) to bring together New Ghibalbian and baseline human loyalists, and led the Loyalist resistance against Gliusor assault while regaining the loyalty of Vell domains in the central Orion Arm. The Purist League, overwhelmed by Gliusor attacks, fell in 2264. The Neoterrans under Gliusor protection created the United Planets of Earth from the former League worlds and continued fighting the UCE alongside the Hegemony. Purist guerrillas finally sided with the Union against the UPE and the Hegemony under the Reformed Human Defense League, launching terror attacks with interstellar nuclear weapons on Vell and Gliusor strongholds. After encircling the Vell-occupied Inner Colonies, the Union recaptured Sol in 2269.
From 2270 to 2275, the UCE focused on defeating the Vell, pushing the Hegemony back into the Perseus Arm while fending off the Gliusor. Concessions were granted by President Ackerson to the Vell domains that joined the Union but enraged purists, costing him his presidency in 2271. The UCM nonetheless held power until the final decade of the 23rd century. Alliances with the four native species of Alpha Centauri, the Felnian Federation and the Hyllan Queendom were made in 2272, forming the Orion Arm Pact, and with their aid the Vell were finally driven back by 2274. In 2275, the reconquest of the UPE-held colonies commenced as part of a general anti-Gliusor offensive. Exploiting the Gliusor-Ladrian War of 2277, Nordstrom convinced the Imperial Council to bring a halt to their support of the UPE, in exchange for a similar attitude on the UCE’s part toward the Gliusor’s war with the Ladrians. The Almarak Treaty of 2278 restored most of humanity’s colonies in the Sagittarius Arm, and the 2278-83 campaign against the UPE as well as techno-humanocentrists and Vell who had joined forces with it brought an end to the Orion Arm Wars, while restoring all of its’ prewar colonies to union with Earth and the loyalist forces.
Chief Diplomat Emile Conneaut took over in 2291, beginning a period of HDL political hegemony, and refused to halt the lightning-fast expansion into the Perseus, Scutum-Centaurus and Sagittarius Arms and was unwilling to open up trade further with nonhuman-majority states than his predecessor had. Meanwhile, President Alexander Demaron oversaw the continuation of the 270-year-long Raki Wars after his inauguration in 2292 and the settlement of the rest of the Perseus Arm from 90 to 260°. Conneaut managed to keep the UCE at peace with stronger powers than the technologically inferior, Vell-backed Raki, a necessity given that two decades of continuous violence had killed billions and drained the economy. The relaxation of trade restrictions, combined with the energetic drive to colonize, ensured recovery would proceed well, albeit with some difficulties given the highly concentrated, state-dependent and inefficient organization of the private sector.
During the 2300s, the Union faced multiple wars and crises, mostly of a lesser nature to those in the last century. The first was the Raki Wars, and the simultaneous Operation Scipio which drove the Hegemony domains that didn’t align themselves with the UCE into the Outer Arm by 2303. The gruesome slog of the Gliusor-Ladrian War led President Lucy Harper to grant protection to two-thirds of the Ladrian systems and thus prevent them from supporting the fighting between the Empire and the Ladervan Confederacy in 2308; Ladrian terrorism wracked the Union but Harper’s will held. Her successor, Ivan Damovać, used his presidential preeminence to support the integration of pro-Union Neoterrans and New Ghibalbians into Colonial society as equal members of humanity, which gave hope to nonhuman civil rights groups. The Accelerandium War from 2332-38, where the namesake Neoterran remnant unleashed human-targeting nanobot plagues and cyberwarfare, forced the UCEDF into greater reliance on nonhuman troops and the Union into alliance with the Gliusor. The war saw the final collapse of the socialized economy of the Union due to Accelerandium hacking, and the rise of a political movement calling itself the Neoliberal Committee. Under Krugma Taconio, the Neoliberals won the 2339 federal election and would hold power until an HDL resurgence in 2376, implementing reforms that decentralized the economy and further expanded trade with Orion Arm states. More radical proposals of the Neoliberals’, such as reducing colonization, liberalizing gene editing and granting equal rights to all sapient beings, were successfully resisted by conservatives into the early 25th century.
The UCM regained power from the HDL in 2389, this time in alliance with new parties formed to advocate for economic competition—now reborn as capitalism—and species equality. Executive Council Chairman Xiao Niederer championed efforts to ensure universal recognition of species rights, culminating in the 14th Amendment to the UCE Constitution in 2401 that enshrined civil rights for sapient beings and mostly outlawed the recognition of AI as such. Speciesist discrimination persisted throughout most of the Outer Colonies and many Inner Colonies; nevertheless the former grew into a Unionist stronghold as humanity pushed toward the galactic center and rim throughout the century. Rebellions broke out in the Perseus Arm against species equality as Raki and Vell raiders continued to make life difficult in the 2451-65 Metropolitan Wars. The 2463 Rakhina Offensive brought calm to the region until the 2530s even as the UCE faced, alongside the Gliusor Empire, the resurgent Kuntoin Comeliorate from 2461 onwards. In 2478 Union scouts encountered the semi-Neoterran, humanocentrist and anocratic Brainish Empire in the Outer Arm, which quickly allied itself to the Union against the Ktimen Horde, the Darbhek Paramountcies, the Monocerotian warbands and the Vell Hegemony. The Pupare Directive passed in 2532 illegalized state-sponsored housing discrimination and led the humanocentrist Sector Admiral Daniel Hosten (2461-) to rebellion against the UCE that year. The Hostenian Crisis in the trailing Perseus Arm came to an end two decades later with his arrest by UCE Judicial Policemen as the last independent Raki worlds, reduced after the Salmond Offensives of 2525-2552, accepted terms of surrender.
As of 2557, the United Colonies of Earth stands as one of the most militarily and economically powerful states in the galaxy, though its’ cultural influence is mostly limited to the area inside its’ borders. It is also one of the most species-homogenous; though its’ citizens include members of fifty-eight species humans comprise 84% of the population. The Union spans 40,000 lightyears of the Milky Way and comprises nearly 620,000 systems and over four million planets, protected by the UCE Defense Force whose numbers swell into the trillions. Its’ economy has reduced economic disparities to new lows and supports a moderately innovative technology sector that has even created sapient artificial intelligence and experimental consciousness-transferring brain uploads, while the public enjoys a high level of freedom from state or corporate surveillance and control.
