Kipper Woofler is a Crossoverian politician who served as the 10th President of Crossoveria. His presidency lasted 363 days, the third shortest presidency in a row. Prior to his presidency, he was the senator in the Crossoverian province of Hilton, serving for 8 years from 2008 to 2016.

Born in Hilton, Woofler was conscripted to the military at 23 for mandatory service, and after 5 years in the military, became involved in Crossoverian politics. He served as a representative for Hilton in Crossoveria's province legislature, and later became Senator.

Woofler became President following a military coup that deposed the regime of Zeeter Saldivar, and after winning emergency elections in early 2021, Woofler began a push for a democratic turnaround and better relations with Cartoonia, a nation which had gone to war with Crossoveria under Saldivar's regime. Woofler is known for his policies that would grant more freedoms to the anthropomorphic population, and tried to implement policies that would ensure equality for everyone, regardless of race or background, both for humans and animals. These laws won the support of many people, but his campaigns on expanding freedom of expression were blocked by Supreme Leader Waldemar Rochester.

Eventually, democratic elections were held in July 2021. Woofler was running for his first official term as President, but failed to make it past the Secondary Presidential Election. Islamic Scholar Hamad bin Ahmad Al Meskin, the candidate of the Theocratic Party and winner of the Crossoverian Presidential Elections, succeeded as President.

Early Life



Woofler in his youth

Kipper Woofler was born on July 3, 1971, in Roderica, a populated city in the Crossoverian Province of Hilton. He was the only child of Sadakr Woofler and Eunice Avazobachaff, two opponents of the regime.

Growing up, Woofler believed in a democratic system to occur in Crossoveria, and that the corrupt leadership of Farrokh Daikutt should be over with. This cultivated in his support for the 1981 coup, which saw Daikutt deposed. Woofler believed that this was a major victory and in his interview he said "I was hoping that this republic would adopt democratic and fair policies, and would bring equality to all."

Marie BonAztire became the new Supreme Leader, of Crossoveria. At first, Woofler saw her as a person that would possibly reform Crossoveria into a democracy. However, BonAztire perpetuated Crossoveria's human rights violations further, and by the 1990s, her regime was considered to be worse than both of her predecessors, making Woofler lose faith in the new regime.

After graduating college in 1994, the Crossoverian military conscripted Woofler and he spent 5 years in the Crossoverian military, which is mandatory. He married, and then decided to move toward a political career.

Rise in Politics


In 2000, Woofler started serving in Crossoveria's Representative House, representing Hilton. He held this position for 8 years, before he moved up to become the Hilton Senator for another 8 years. He stayed in politics until a coup de tat conducted by Zeeter Saldivar, the manager of the terrorist group turned police force ACE (Anti Child Exposure Inc). Saldivar's regime was brutal, but Woofler managed to stay in politics.

On January 9, 2021, the ACE and the ruling regime were defeated in a coup, and Saldivar was imprisoned. The new regime, led by Waldemar Rochester, offered three men to take on the first Crossoverian election, and Woofler, running Casterman, was one of them. He won the first Crossoverian election, with his running mate, former health secretary Charles Carpenter, becoming Vice Presient. More parties would follow up.

Presidency


Kipper Woofler was inagurated as the country's 10th President on January 11, 2021. After his inaguration, Woofler announced that he will attempt to move Crossoveria towards a democratic path after a dark chapter in its history. Woofler also promised to grant more rights to the anthro populace and to push for the creation of new laws supporting free expression and religion.

Immediately after taking office, Woofler worked to dimish the legacy of the ACE regime that ruled Crossoveria for the past few months. He authorized the execution of Zeeter Saldivar, the leader of the ACE regime, and the brutal punishments for all other members of the ACE, even low-ranking officials or conscripts. Woofler's treatment of ACE members was controversial; some saw this as a violation of Woofler's principles for civil liberties, while others approved of Woofler's decision, considering the ACE's horrid acts.

Woofler oversaw the latest amendment of the Crossoverian Constitution, which would be more open and tolerant to cultural diversity, and would give a general rise in civil liberties. "After years of dictatorial rule, we are turning over a new leaf; a path to liberty and democracy". Woofler said in a speech in January 2021.

In February, the government of Cartoonia drafted the Treaty of Elmore, which was a treaty between Crossoveria and Cartoonia. The Toon government stated that the reason for the ratification of the treaty was so that the ACE couldn't do anymore harm to children. Woofler approved the ratification of the treaty, but Supreme Leader Waldemar Rochester was fiercely opposed to it, claiming that the ratification of this treaty would give rise to imperialism. Woofler continued to support the treaty, but Rochester, along with many other government officials continued to fight it.

Even though Woofler advocated for human rights, he was criticized for failing to ensure human rights in the country. Freedom of expression, despite being enriched by the Constitution, does not include criticism of the government, and still under Woofler's presidency, people continued to be punished for insulting the Supreme Leader. However, Woofler pressured Supreme Leader Rochester to lessen the severity of the crime. However, he was able to ensure freedom of religion, and expanded on more rights to the anthropomorphic population. The Appropriate Animal Attire Act was repealed under his Presidency, as were many laws deemed oppressive to the anthros.

In June 2021, Supreme Leader Rochester announced that Woofler would be a potential successor as Supreme Leader. However, Woofler remains contested by two other people for the Supreme Leadership: Hamad bin Ahmad Al Meskin, and Travis Mavis.

Presidential Elections
In 21 July 2021, Supreme Leader Rochester announced the beginning of democratic elections in Crossoveria - the first the country has seen in its entire history. Five other political parties were formed before the election. Woofler was immediately chosen as the Presidential Candidate for his party, the Casterman Party, and won the Primary Election, with 19% of the vote. He then went on to run in the Secondaries, but lost. Potential reasons for why Woofler may have lost the Secondaries revolve around his support for the Treaty of Elmore, which his critics claim "would've turned Crossoveria into a protectorate". Nonetheless, Woofler accepted the loss, and replaced by Hamad bin Ahmad Al Meskin, an Islamic cleric and scholar who was the Theocratic Party candidate.

Personal Information



After serving, he met and married Anais DeBardenys, a graduate at the Sabre-Ahr University, and the couple had three children, all of whom are still at school. Woofler has a huge family tree, and most live in Hilton. His family is considered to be ethnic Turkic people who immigrated to Crossoveria in the 12th Century.
