The Theocracy of The Cult of Xil is a small, socially progressive nation, notable for its daily referendums, ban on automobiles, and exploding hoverboards. The democratic, devout population of 40 million Cultists hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

The relatively small, liberal, outspoken government is primarily concerned with Spirituality, with Welfare, Education, and Administration also on the agenda, while Industry isn't funded at all. The average income tax rate is 19.2%, but much higher for the wealthy.

The sizeable but inefficient prey economy, worth 2.03 trillion Enuts a year, is broadly diversified and led by the Tourism industry, with significant contributions from Information Technology, Pizza Delivery, and Soda Sales. Average income is 50,636 Enuts, and evenly distributed, with the richest citizens earning only 2.8 times as much as the poorest.

Soldiers must key in their passwords every time they want to reload their weapons, a stocking with a crooked seam or a tie without a full Windsor knot are grounds for instant dismissal, a referendum must be held in order for any new law to be passed, and the Smalltopian embassy doubles as an electoral campaign headquarters. Crime is totally unknown. The Cult of Xil's national animal is the Wolf, which frolics freely in the nation's many lush forests.

The Cult of Xil is ranked 118,228th in the world and 169th in Confederacy of Layem for Most Pro-Market, scoring 42 on the Rand Index.
