The Unified Resistance of Tesseris is a massive, cultured nation, remarkable for its museums and concert halls, barren, inhospitable landscape, and ubiquitous missile silos. The hard-nosed, hard-working, cynical population of 1.129 billion Tesserisians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The relatively small, corrupt, moralistic, well-organized government prioritizes Defense, with Law & Order, Education, and Industry also on the agenda, while Spirituality and Social Policy aren't funded at all.
