The inner workings of the Government of Tekniania

As the Republic of Tekniania (henceforth referred to as Tekniania) is an archipelago of 47 larger islands, 321 smaller, and 500 very small islands, this is reflected in how its government is formed.

Each island with a population over 300,000 is classified as a "Major Province" and every island with a population under 299,999 is classified as a "Lesser Province."

Major Provinces are each given 5 Councillors in the General Council of Tekniania, however, the Lesser Provinces work differently. Lesser Provinces with populations from 299,999 to 250,000 are each given 4 Councillors, then 3 Councillors for populations between 249,999 and 200,000, and, finally, 2 Councillors for populations between 199,999 and 10,000.

For the islands with populations less than 10,000, they elect a separate Outer Islands Council, with 1 Councillor there per island. This Outer Islands Council decides matters independently of the General Council, however, still has to accept laws approved there, though they may modify them in some ways to make them work better in these outer islands.

However, these two Councils work quite similarly. They meet 6 days a week, with Sunday off for much needed rest. Every workday of the council begins with a Judging of Submissions, where the Councils debate various issues presented to them by the people of Tekniania and the Consular Teams (the groups of Councillors from each Province). To act upon one of these Submissions, the Council must vote with a simple majority of 51%.

Then, the day diverges for these Councils. In the General Council, a General Reading of the current law proposal occurs, with Councillors allowed to make suggestions on how to improve it and to generally debate it. Once a General Reading of a law has occured for two workweeks, a vote on it happens. For a law to go into effect, it must have a 2/3 majority. If it isn't reached, then the law goes through 3 more General Readings and another vote. If the majority isn't reached in this final vote, then the law is dismissed.

For the Outer Islands Council, the day continues with the Council splitting into smaller Issue Groups, which individually debate various things, which they then submit as Submissions the next day.

These Councils are lead by two Speakers, one for each Council. The Speaker of the General Council is the head of state and government, while The Speaker of the Outer Islands Council is their deputy and second-in-command. It is not their job to try to push through their personal judgement through their Council, rather, it is their job to make sure that all opinions and that all people are heard. The Speaker also appoints the Special (Outer Islands) Council, which has the power to act upon emergencies when the main Council might not be able to convene. This Special Council also advises the Speaker, and makes sure that the Speaker hears every opinion on every issue.

The Councils also appoint Issue Committees from their own, which decide on all policy, and also run all Departments of the Government, thus ensuring that problems in all sectors are immediately heard in the Councils and not forgotten.

The Departments of the Government are as follows: Economy, Finance, External Affairs, Interior, Energy, Transport, Climate, Sea Affairs, Space, Peace, Justice, Culture, Tourism, Immigration, National Cohesion, Defence.
