The following explains the levels
The Emperor and Imperial Government: Have supreme authority throughout the empire. This includes the Emperor, parliament, military, Imperial Security Service and various other services.
Planetary Governments: Have authority over and entire planet, subordinate only to the Imperial government. This includes planetary governors, courts, administrations and law enforcement agencies.
Regional Administrations: These exist only on earth. A region is classified as smaller than a planet but larger than a state. This means continents such as Europe or very large former nations such as the United States. These administrations have authority over state governments and infrastructure.
State Governments: States are smaller than regions, but larger than municipalities. An example of a state would be a small former nation, such as Slovakia, or a former province of a former nation, such as Texas. On other planets this would be an individual colony. State governments have the second lowest level of authority, just above municipalities. Agencies include state governors, courts, assemblies and law enforcement agencies
Municipal governments: This is the lowest level of government, representing one town or city within a state. Municipal governments have authority over zoning, local infrastructure, school districts, utilities, and local law enforcement.
