The System Failures of Starbase 200 is a massive, safe nation, ruled by Commodore Barstow with an even hand, and remarkable for its punitive income tax rates, suspicion of poets, and stringent health and safety legislation. The hard-nosed, democratic population of 1.904 billion Personnel are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The enormous, socially-minded government juggles the competing demands of Law & Order, Administration, and Education. It meets to discuss matters of state in the capital city of The Operations Center. The average income tax rate is 63.7%, and even higher for the wealthy.

The sizeable but stagnant Starbase 200 economy, worth 27.7 trillion Federation Credits a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient, quite specialized black market in Trout Farming, Door-to-door Insurance Sales, Soda Sales, and Tourism. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 14,549 Federation Credits, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Enemy navies sail within bombardment range of major coastal cities with impunity, Rupert Bear is considered to be the most risqué TV programme in Starbase 200, books are so highly regarded in Starbase 200 that libraries are often revered as holy shrines, and five-year-olds chanting "Little Miss Muffet" are accused of bullying arachnophobes. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Starbase 200's national animal is the Tumbleweed, which frolics freely in the nation's many lush forests, and its national religion is Starfleet.
