The Civil Service Act.

Preamble
To ensure the common good of the Union is the primary goal of all citizens of the Union, and to ensure the Union may no matter how incompetent or inactive its Prime minister is flourish, this act shall establish a civil service department.
Article I. Departments
A.
Departments may be created on a ad hoc basis with the approval of the minister's of the Union.
B.
Departments may be granted the power of any ministers, further power may only be granted through legislation.

Article II. Conscription
A.
All nations on the regional map shall be required to sign up for a department or enlist in the regional guard.
B.
Nations which are inactive in their given department or the regional guard may after 2 warning be removed from the map, unless reason is provided.
C
Nations currently on the map shall be given a week to comply if a nation is abnormal inactive they shall be given 2 weeks to comply.
